Sometimes, a good course of action is to copy your competition. The State of New York has a program under way called "StartUPNY." If you have not seen their advertisements, I honestly don't know where you have been.
After years of being nearly impossible to work with, this program now seems to be doing the job. It is being highly publicized and offers great tax incentives.
I have even seen it touching the actual bond issuing process on a refinancing. Folks, these people are serious about new industrial jobs in New York state.
It may be a bitter pill to swallow if you are not in New York, but sometimes the best thing you can do for you own situation is study the daylights out of what your competitors are doing.
This just may be one of those cases.
