Fall Seminar - September 9th, Orlando  
"Stormwater BMP Selection, Design and Monitoring"

Early Membership Renewal Opening Soon!

FSA's fiscal year begins November 1, 2016.  First renewal notices for FY 2016-17 will be sent in August to the primary FSA contact for your organization, allowing city/county members to pay next year's dues during their current fiscal year.  Now is the time to be sure that all of your stormwater staff is included in your organization's membership profile and that their information is correct.  Login to your profile and view "Relationships" under the "My Profile" tab.  Use the Add/Delete Member Profiles Form to update your listing.  Remember that the membership revised the Association's dues structure in June 2015, effective November 1, 2016. New Human Health Criteria Approved

The Environmental Regulation Commission adopted changes to Florida's Human Health Criteria on July 26, 2016, including new criteria for the new Class I treated waters.  The ERC voted 3-2 to adopt the proposal made by FDEP staff after about three hours of public testimony.
Reclaimed Water Coordinating Committee 
SB 536 (2014 Session) directed FDEP to conduct a comprehensive study and submit a report on the expansion of the beneficial use reclaimed water, stormwater and excess surface water in Florida.  The Final Report was completed in December 2015.  The Department is now coordinating stakeholders in an effort to draft legislation to implement key provisions of the Report's recommendations, primarily focusing on reclaimed water.

"Waters of the United States" Update

The focus of the WOTUS litigation has shifted to the U.S. Court of Appeals for the Sixth Circuit in Ohio.  FSA's second lawsuit in the District Court in Tallahassee remains alive because that court falls within the authority of the U.S. Court of Appeals for the Eleventh Circuit in Atlanta, which is currently considering an appeal from another district court challenging the WOTUS rules.  A decision from the Eleventh Circuit is expected late this year.  Meanwhile, FSA and other parties are working on briefing documents for the Sixth Circuit in Ohio. 
FSAEF Scholarship Award Deadline

Applications for the FSA Educational Foundation's 2016 Scholarship Award are due Friday, August 5, 2016.  The $2,000 scholarship is available to graduate students attending a Florida college or university whose areas of study include stormwater science, engineering, management or finance.  
FSA's Fogarty Training Center         

In recognition of his dedication to the Association and the instrumental role that Keith Fogarty played in creating FSA's training programs, the Association's Board of Directors designated the Training Center as the Fogarty Training Center this past June.  Classes are conveniently scheduled throughout Florida.  Both Level 1 and Level 2 Certified Stormwater Operator classes meet the requirements of your MS4 permit for initial or "refresher" training of stormwater staff in:
  • Erosion and Sedimentation Control
  • Illicit Discharge Detection and Elimination
  • Spill Prevention and Remediation
  • Good Housekeeping Practices  
  • High Risk Facilities
Stormwater Utility Report Available

FSA's 2016 Stormwater Utility Report was completed in June.  One copy was provided to each FSA member and to those non-members who completed the Survey instrument.  Members may order additional copies online for $25.  FSA has conducted the Survey and published the corresponding Report every two years since 1995.
