Internet Recharter
On December 6, 2014, recharter packets will be accepted from 9:00 a.m. until 12:00 p.m. at the Council office.  If you cannot make it on this date you can turn them in to the registrar during normal business hours.  On December 13, 2014, the Council will hold its annual turn in, at the Council Office from 9:00 a.m. until 4:00 p.m.

Information in our newsletter is organized geographically.
Although events across the Council are open to all units, most units participate in events close to home.  Each local territory has a specific service area and a name.  Find your District below:

Chesapeake Bay District

Chesapeake Bay District Cub Scout Roundtable 

Come to the Cub Scout Roundtable and take valuable information back to your pack. Find out about upcoming events in the district. Chesapeake Bay Cub Scout Roundtable is for all leaders, cub masters, committee chairs or anyone that is interested in scouting. You will find out about all upcoming events in the Chesapeake Bay District. We have great ideas for your den and pack meetings, ceremonies, pack activities, interesting topics, door prizes, break out sessions geared towards leaders, webelos leaders and cub masters and committee chairs. We have food and fun so come and join us every first Thursday of the month at 7:30 pm at Yorkminster Presbyterian Church on highway 17 in Grafton. Adults only please! We can't wait to see you!

Colonial Trail District
Colonial Trail District Cub Scout Roundatable
We would like to invite you to the monthly Colonial Trail District Cub Scout Roundtable.  A Cub Scout roundtable is a form of commissioner service and supplemental training for volunteers at the unit level. The objectives of the roundtable are to provide leaders with program ideas, information on policy and events, and training opportunities. The roundtable is a forum for sharing experiences and enjoying fun and fellowship with other Scout leaders. The roundtable experience will inspire, motivate, and enable all types of unit leaders to provide a stronger program for their Cub Scouts.  Come join us every second Wednesday of the month at 7:30 pm at Oakland Christian United Church of Christ located at 5641 Godwin Boulevard in Suffolk, VA.  We'll see you there!  The December meeting will be our annual Chili Cook-off and fellowship event.  Cub Scout Roundtable Commissioner: Eric Landreth (eclclandreth@gmail.com).

Did You Know?
Did you know that that about 70 percent of BSA units nationwide are chartered by faith-based organizations? The various Religious Emblems (RE) programs encourage a stronger relationship with your unit's Charter Organization (CO) and helps develop more of a two-way street with regard to involvement and communication. Research also shows that Scouts that work on their religious emblems remain in Scouting longer. In fact, use of the RE programs can also be used as a recruitment tool for your Unit.

 

Think of the number of kids that may be new to your CO that aren't in Scouts! Think of the kids in your unit and all of the possible different faiths that are assembled there that don't even know about the various programs available to them. Programs are available for Baha'i to Baptist, Morovian to Methodist, and many more in between. You don't have to teach all of them, you just need to let the Scouts know that they are there for them to use! Additionally, use of the RE program by those Scouts who do not claim a particular faith may just spark an interest in learning more about their Creator. Remember, Lord Baden Powell said, "No man is much good unless he believes in God and obeys his law.   So every Scout should have a religion." Use of the RE programs could help those Scouts grow into one.

Unit RECs (RE Coordinators), as well as the District RECs, help educate, motivate, evaluate, and facilitate the RE program. For the Colonial Trail District, there is an opportunity coming up to participate in a God & Country class (all four levels, non-denominational) at Beech Grove UMC in Driver, VA. Classes start on Sunday, November 9th at 4 pm; deadline to register is Wednesday, November 5th. To sign-up, or if you just want more information, see my contact information below.

Does your Unit have a REC? Need help getting started? Plenty of good help can be found at www.praypub.org. You can also contact your District Program Coordinator. They can tell you if there is one for your District and how to contact them. Horton Wreath Society
This year marks the 10th anniversary of the Albert G. Horton Jr. Memorial Veterans Cemetery located at 5310 Milners Road in Suffolk, Virginia.  Interested Scouts can help distribute over 6,000 wreaths on December 13, 2014, at 9:30 a.m., where there will be a formal ceremony, taps, and bagpipes.  The public is cordially invited to participate and honor our veterans.

First Colony District
Campout Welcomes Webelos II Scouts 
Troop 180 is hosting a camp out open to visiting Webelos December 5th, 6th and 7th at the Williamsburg Christian Retreat Center in Toano. We have reserved camping space for 10 Webelos II's and required parent. We are arranging transportation in a 15 passenger van to the Williamsburg Christmas parade for those who plan on attending.  Any questions, please contact Bob Winger (757 870-8017) or Richard Collins (757 876-2804).  This is open only to those in First Colony.

Wilbies Competition Open to Webelos II Scouts 
The Wilbies Competition will be held January 10th-12th at Ft. Eustis. This event is open to 10 Webelos II scouts. The event begins with  a swim test and gear inspection Friday night, on Saturday Scouts will eat with the soldiers in the chow hall, run the obstacle course, demonstrate map and compass, knots and lashings and first aid skills and hold a written test. Any scout who completes the event gets a pocket knife.  Any questions, please contact Bob Winger (757 870-8017) or Richard Collins (757 876-2804).  This is open only to those in First Colony.

Aberdeen Elementary School Service Opportunity  Aberdeen Elementary School is looking for individuals to volunteer and provide beautification service at the school.  Interested Scouts or units can contact Deborah Roundtree at 757-593-8967 or email droundtreejones@hampton.k12.va.us.

Silver Beaver Applications Now Accepted     


The Silver Beaver Award was introduced in 1931 and is a council-level distinguished service award of the Boy Scouts of America. Recipients of this award are registered Scouters who have made an impact on the lives of youth through service given to the council. USS Submarine Veterans Inc recognition application for Eagle Scouts and Quartermaster Award.  
The Hampton Roads Base of USSVI makes available to all Eagle Scouts and Quartermaster Award recipients a recognition certificate, and if desired, will try to have one or more submarine veterans attend the ceremony. Applications are requested 3 weeks in advance of the ceremony

Training
Council-wide Youth Protection Training Initiative
 

Recently at the August meeting, the Colonial Virginia Council Executive Committee approved a resolution to improve the percentage of registered leaders that are current in Youth Protection Training.

  

National Boy Scouts of America policy states that Youth Protection training is required for all BSA registered volunteers. In addition, national policy states that Youth Protection training must be taken every two years. If a volunteer does not meet the BSA's Youth Protection training requirement at the time of recharter, the volunteer will not be reregistered.  

Registered volunteers include ALL adult volunteers in Scouting with the exception of Tiger Cub Adult Partners and Unit Executive Officer (Institutional Head). For full information on Youth Protection in the Boy Scouts of America, please click here. 

  

In the resolution approved by the Council Executive Committee, registered volunteers will be required to take Youth Protection Training EVERY CALENDAR YEAR.  

Effective October 1, 2014, at the time an adult submits an application to be a registered adult volunteer, they are required to include a copy of their Youth Protection Training Certificate that has the current year as the year the training was taken. For example, if an application is submitted in October 2014, the training certificate must indicate that the training was completed in 2014. This applies to all NEW, TRANSFER & MULTIPLE adult leader applications submitted.

  

Effective this upcoming unit rechartering cycle in December 2014, for every registered adult volunteer included on the unit recharter paperwork, there must be included in the submission, a training certificate for every registered volunteer that covers the entire calendar year of 2015. All training certificates must have either 2014 or 2015 as the training completion date.

 

NYLT

 

Training of the youth leaders in a troop is important in helping the individual Scout and the troop grow. The boy Scouts of America have developed a training experience that has proven very valuable in the training of youth leaders; it is called National Youth Leader Training.

The purpose of NYLT is to assist you in training your youth leaders. The NYLT Troop works as an ideal troop using the patrol method and rotating leadership responsibility. NYLT is not designed to teach basic Scout skills, which participants should already have, it strives to develope in a scout the leadership techniques to "keep the patrol together and get the job done right". Please help us make this training more effective by recommending scouts who are prepared and in need of this special leadership training.

This year we will hold NYLT at Bayport Scout Reservation over two weekends:  March 6-8 and March 20-22.  The total cost is $180.  Details are available on the flyer and registration form.

 

 Youth interested in serving on NYLT staff for the March 2015 course will need to participate in staff interviews, held on Saturday, October 18th from 8:30 a.m. until 1:00 p.m. at the Council Office.  Interviews will be held as youth arrive so there may be some waiting.  This is a fantastic leadership opportunity!  For questions please email Dennis Camp at bczoo@cox.net.

Training Awards
Your youth work hard to earn advancements and awards AND so do your adult leaders.  Be sure they are recognized appropriately.  Please remember to use the Progress Record Forms with the 2012 requirements for the Adult Leader Training Awards.  The old forms will no longer be accepted.
 

CPR and Basic First Aid

This course covers adult and child/infant CPR with AED, how to respond in an emergency, and render basic first aid.  This meets and exceeds the requirements for Boy Scouts and Girl Scouts Level 1 Provider.

TO ALL COLONIAL VIRGINIA COUNCIL UNITS:


Internet Advancement Reporting

Over the past three years, units have been empowered to input their scouts' advancements using the Internet Advancement Reporting. No longer is it a primary function of a council employee to handle entry for our six districts, totaling 171 units, for the thousands of scouts we have registered.

Going forward, we are asking all units to submit advancement reports by using Internet Advancement Reporting located on the myscouting.org website and enter your advancements on line.  Be sure you login using Internet Explorer just as you would if you were going to take online training, then click Internet Advancement under Unit Tools on the left side tool bar and follow the instructions. You need to have your Unit ID and your unit number handy. (The number you use for recharter IS NOT
the same number you use to set up your internet advancements profile.)  Be sure you follow the instructions in red regarding Compatibility Mode. Your session is not complete and will not update into council's Scoutnet System until you confirm your entries by clicking "Submit to Council".  Please print your copy and a copy to turn into Council to enable you to purchase the awards.

Log on. Try it out. Start using it. Your unit will benefit over time as the records are more accurate.

·         If you do not know your Unit ID and unit numbers, contact your District Executive, the registrar, or the CVC Volunteer Advancement Processor karensutley@gmail.com with the subject line; "NEED UNIT ID NUMBER PLEASE".

·         If your advancement coordinator changes, you need to notify the registrar or the Adv Processor for your unit to be reset.  Your new leader will then login as a new user.

·         If you are unable to enter a scout's advancement and awards, please check that you have submitted the scout's application and that you are using the scout's registered name and not his nick name or middle name.  A boy/girl should not be participating in your activities and cannot earn awards until registered.

·         If you need help getting on line to enter your advancements please let us know and we can arrange a time to assist you.

Our Goal:  All units in Colonial Virginia Council using Online Advancement Reporting by EOY 2014.   Help your unit and your council meet our goal. Many units have been using it and we thank you!
