Council-wide Youth Protection Training Initiative

 

Recently at the August meeting, the Colonial Virginia Council Executive Committee approved a resolution to improve the percentage of registered leaders that are current in Youth Protection Training.

 

National Boy Scouts of America policy states that Youth Protection training is required for all BSA registered volunteers. In addition, national policy states that Youth Protection training must be taken every two years. If a volunteer does not meet the BSA's Youth Protection training requirement at the time of recharter, the volunteer will not be reregistered.

 

Registered volunteers include ALL adult volunteers in Scouting with the exception of Tiger Cub Adult Partners and Unit Executive Officer (Institutional Head). For full information on Youth Protection in the Boy Scouts of America, please click here. 

 

In the resolution approved by the Council Executive Committee, registered volunteers will be required to take Youth Protection Training EVERY CALENDAR YEAR.

 

Effective October 1, 2014, at the time an adult submits an application to be a registered adult volunteer, they are required to include a copy of their Youth Protection Training Certificate that has the current year as the year the training was taken. For example, if an application is submitted in October 2014, the training certificate must indicate that the training was completed in 2014. This applies to all NEW, TRANSFER & MULTIPLE adult leader applications submitted.

 

Effective this upcoming unit rechartering cycle in December 2014, for every registered adult volunteer included on the unit recharter paperwork, there must be included in the submission, a training certificate for every registered volunteer that covers the entire calendar year of 2015. All training certificates must have either 2014 or 2015 as the training completion date.

December 2016  2016 or 2014 
 December 2017  2017 or 2018 

 

Our objective with this training initiative is to have all registered volunteers Youth Protection trained at the time of registration or recharter AND that the training is valid throughout the duration of the unit's upcoming charter year. Thank you for your assistance in helping our council achieve this goal.

 

PLAN AHEAD NOW. Be sure that ALL the REGISTERED ADULT VOLUNTEER LEADERS in your unit get trained or update their training with a 2014 completion date. Be sure that leaders critical for a complete recharter, (Chartered Organization Representatives, Committee Chairs, Committee Members, Cubmaster, Scoutmaster, Varsity Coach, Crew Advisor, Skipper, Post Advisor, Tiger Den Leaders, Den Leaders, Webelos Den Leaders have a 2014 training completion date so your recharter is not delayed!

Colonial Trail District
Horton Wreath Society
This year marks the 10th anniversary of the Albert G. Horton Jr. Memorial Veterans Cemetery located at 5310 Milners Road in Suffolk, Virginia.  Interested Scouts can help distribute over 6,000 wreaths on December 13, 2014, at 9:30 a.m., where there will be a formal ceremony, taps, and bagpipes.  The public is cordially invited to participate and honor our veterans.

Nansemond Chapter Order of the Arrow Beaver Day

The Nansemond chapter OA beaver day was a success even with the rain. We had over 70 OA and non OA members attend. We got the dining room chairs and tables pressure washed the kitchen cleaned the boats at Rivah Base pressure washed, and various tasks that ranger Joe assigned. This has been the best turn out on a beaver day yet. We encourage the other chapters to produce a better turn out so we can get prepared for conclave.

Popcorn Good News

Pack 100 completed one Show and Sell weekend and one short Walk and Sell in a local neighborhood and have done over $1,200 in sales so far.

The Wall that Heals - October 7th through the 13th 

 

On Veterans Day 1996, the Vietnam Veterans Memorial Fund unveiled a half-scale replica of the Vietnam Veterans Memorial in Washington, D.C., designed to travel to communities throughout the United States. Since its dedication, The Wall That Heals has visited more than 350 cities and towns throughout the nation, spreading the Memorial's healing legacy to millions.

 

A location is forthcoming.  The memorial will be accessible 24 hours a day an lit at night. 

  

TUESDAY October 7th 3PM - The Wall That Heals arrives at site with police and motorcycle escort. We are hoping for a large welcoming crowd.

 

WEDNESDAY October 8th 8AM - Exhibit set-up followed by volunteer training

 

THURSDAY October 9th 10AM - Opening Ceremony

 

Guest Speakers: Congressman Robert Wittman and General Anthony Zinni

 

Music by Army band. Fife & Drums will lead in USMC Color Guard

Movie : Return with Honor (Doors open at 1:30, Film at 2:00) Guest Speaker: Allan Carpenter (POW)

 

Documentary film narrated by Tom Hanks about Amercian pilots shot down over North Vietnam and the horrific conditions they endured as POW's and their return home. Guest speaker Allan Carpenter was a POW in the prisons mentioned, including Hoa Lo Prison, the infamous Hanoi Hilton.

 

SUNDAY October 12th - Open to the public

 

3PM Memorial Ceremony - Names of Virginia's 1,307 casualties will be read by Jamestown High School students. Flag folding ceremony. Fife & Drums will perform.

US Submarine Veterans Inc recognition application for Eagle Scouts and Quartermaster Award.    
The Hampton Roads Base of USSVI makes available to all Eagle Scouts and Quartermaster Award recipients a recognition certificate, and if desired, will try to have one or more submarine veterans attend the ceremony. Applications are requested 3 weeks in advance of the ceremony

The Trainer's EDGE

For both youth and adult trainersLeadership training is a major part of Scouting, and this training session will teach trainers how to conduct an effective training session. All CVC trainers should have the Fundamentals of Training or Trainer's E.D.G.E.

Training Awards
Your youth work hard to earn advancements and awards AND so do your adult leaders.  Be sure they are recognized appropriately.  Please remember to use the Progress Record Forms with the 2012 requirements for the Adult Leader Training Awards.  The old forms will no longer be accepted.
 

CPR and Basic First Aid

This course covers adult and child/infant CPR with AED, how to respond in an emergency, and render basic first aid.  This meets and exceeds the requirements for Boy Scouts and Girl Scouts Level 1 Provider.

Advancement and Registration

 

It is vital that Advancements and Awards be earned and reported in the correct order that is required by your program.   e.g. Report a Cub Scout's Bobcat before Tiger; Cub Scout's  Bear/Wolf Badge and Gold Arrow Point before any silvers; report a Boy Scout's Scout  before Tenderfoot.  Report WEBELOS and/or AOL after enough pins are earned and recorded. Report Star, Life and/or Eagle Palms after scout has enough Merit Badges and has enough time in the previous rank. First Aid Merit Badge is to be earned before Emergency Preparedness MB.  Ranks and awards must be sequential as the requirements are written.

 

Boy Scout lower rank advancements on same dates is highly discouraged. Guide to advancement states this is okay~~ HOWEVER, each rank should have a separate board of review, with different members on the boards. This gives the young man an enhanced experience and an opportunity to interact with a variety of adults per the Methods of Boy Scouting.

A Cub Scout does not have to re-earn Bobcat again when he enters the next grade. A scout cannot earn a merit badge twice. e.g.  A scout earns his First Aid MB at summer camp then repeats the requirements with his buddies at Merit Badge University. He is credited, awarded, and presented the badge for the first time he earned it only, even though he may gain more out of it the second time around. J. An award should not be reported again with a different date on an advancement report unless the first report was an error. Then PLEASE write "date correction" beside the award on the report.  If the award is missing from the data base, then by all means enter it in your Online Advancement Reporting.

Bethel Park Restoration Project - Community Service

The United States Air Force - Langley is seeking interested Boy Scouts who are seeking community service hours.  Volunteers are needed to help enhance natural and cultural resources at Bethel Park and Family Campground.  Project efforts will include debris cleanup, invasive species removal, tree planting, and trail maintenance.  This project will begin on National Public Lands on Saturday 27 September from 0900 to 1500 with additional volunteer dates to be determined.
