Board Comments:
With the new year approaching rapidly, this is a good time to think about new year's resolutions, and I can suggest one resolution to start us off. We should resolve to appreciate and enjoy all that is good about Hot Springs Village. We are blessed with a beautiful, natural setting here in the Ouachita foothills with a climate that is usually delightful. We have a friendly population consisting of people who are eager to help one another and be good neighbors. We have a wealth of amenities, clubs, organizations, and churches to cater to our interests and needs. Our POA staff is headed by a team of dedicated, talented leaders who work tirelessly to make our Village the best it can be. We also have some opportunities to make improvements to what we have and people who will volunteer to do the work. So, let's resolve to have a positive attitude about our community and a passion to sustain all that is good about it.  
Administration
Holiday Closings and Sanitation Schedule: The HSV Administration Building, Woodlands Auditorium, Ponce de Leon Center, Coronado Fitness Center, Coronado Center and Coronado Library will be closed Friday, December 25 and Friday, January 1 for the Christmas and New Year's holidays.

The Administration Building will close at 3:00 p.m. on Thursday, December 24.

The Coronado Fitness Center, Coronado Center and Coronado Center Library will close at 3:00 p.m. on Thursday, December 24 and Thursday, December 31.
 
The Coronado Tennis Center will be open from 8:00 a.m. - 2:00 p.m. on Thursday, December 24 and Thursday, December 31.
 
Trash will be picked up on Thursday, Dec. 24 and Thursday, December 31 as scheduled.
 
There will be no yard waste pick up on Friday, December 25 or Friday, January 1.
 
POA Board Accepting Public Comment on Proposed Debt Usage and Management Policy: During the December 16th board meeting, a proposed policy revision to Chapter 1, Article 8 was presented. The proposed policy, found here will serve as HSVPOA's guiding philosophy for analyzing and using debt.  Members wishing to comment may email the Board of Directors at boardmembers@hsvpoa.org. The final version of this policy will be voted on at the January 20th board meeting.

Board will not appoint Interim Board Member: The Board of Directors will not appoint an interim board member to fill the unexpired term created by the resignation of Director Mary Neilson, who resigned on December 3, 2015. Neilson's term expires in April 2017.

Board of Director Applications:
Members interested in serving on the HSV Board of Directors may pick up an application packet from the Assistant General Manager's office at the Administration Building, 895 DeSoto Blvd, weekdays from 8:00 a.m. until 4:00 p.m. Applications are also available online, click here to download a copy. Completed applications with resume and photograph are due by 4:00 p.m. on Thursday, January 14, 2016.

Three board positions are open in 2016. Information on candidates, including their photographs and unedited statements will be printed in the Spring 2016 Advocate for review by all members in good standing.
 
Town House Association Sanitation Billing: THA members will receive final billing from HSVPOA at the end of December for sanitation services received thru December 2015. HSVPOA bi-monthly utility billing for THA members will not include charges for sanitation services after the December 2015 billing.

Effective January 1, 2016 the Townhouse Association will provide sanitation services and direct billing for all THA properties.

2016 Assessment Rates & Coupons:
Per the approved 2016 budget and property owner vote, effective January 1, 2016 the monthly assessment amount is $37.52 for unimproved lots and $65.00 for improved lots.  

A one page sheet of monthly coupons and related instructions have been mailed to members. If you are currently set up to pay your assessment payments via the automatic draft program and do not have any changes, there is no action required on your part.

If you wish to change or discontinue your automatic bank draft -OR- if you have not previously set up an automatic draft and would like to do so in 2016, please fill out the form received, providing the required information to initiate the automatic draft process.

The most efficient method for paying assessments is through automatic debit directly from your bank account (ACH).  Beginning in January, ACH assessment transactions will process the first business day of each month.

Members may also pay via credit card online; click on Pay Assessments and Utilities on the top of the home page.

Please note: There is a $7.50 fee for credit card by phone payments.

Both the Accounting and Property & Member Services teams are available at POA Administration, if you need further assistance with choosing the best payment method.  However, members are kindly asked to express opinions surrounding the assessment amount to the COO, CFO, AGM, or Board of Directors, remembering that POA staff have no control over annual rates.

Delinquent Assessment Accounts: As per the Declaration and policy, members with delinquent balances greater than 60 days are no longer in good standing and consequently, are no longer eligible to receive amenity discounts or unmanned gate privileges.

The most expedient way to resolve delinquent status is to bring accounts current.

Fire Department
Cadet Program: The first Fire Cadet Program class began on December 10 with five cadets. The HSV Fire Department continues to accept applications from youth ages 13 to 18, who wish to join the new Firefighter Cadet program. Firefighter Cadets will receive classroom and hands-on training in fire and emergency service subject areas such as CPR/AED, first aid, fire extinguishers, fire behavior, communications, ropes and knots, rescue operations and much more. This is an exciting opportunity for youth to explore the possibilities of a rewarding career as a member of an emergency services team. On Site Golf Cart Service - January 6, Magellan Golf Club: Jerry pate Company will again be providing personalized golf cart service exclusively for Hot Springs Village members on Wednesday, January 6, from 8:00 a.m. until 3:00 p.m. at the Magellan Golf Club. Shotgun Start:
'Tis the season for shotgun starts. As you enter your lottery and tee time requests, please remember that from December 1 through February 29, the Balboa, Magellan and Granada Golf Clubs will have 11:00 shotgun starts daily through the winter months.
Permitting & Inspection
New Home Permits: The Architectural Control Committee approved 1 new home permit at the December 17 meeting, making a total of 60 new home permits year-to-date.

Special Event Signs: P & I reminds commercial businesses, churches, clubs and organizations to renew special event advertising sign annual permits in January. The annual fee for this permit is $50.00.

The Architectural Control Committee (ACC) requires an annual permit, by January 31st, listing all anticipated events for the coming calendar year, and changes to be submitted during the year for ACC approval.
The procedures to advertise special events hosted by a business, profit or non-profit organization and/or property owner include permit submission, temporary usage (time limitations per sign: signs are allowed to be erected three (3) days before the event and must be removed within twenty-four (24) hours after the completion of the event), and are limited to Banners and/or Ground Signs. Public Safety
Goosepond Gate:The magnetic gate card readers at the Goosepond Gate, located off DeSoto Blvd east of Ponce de Leon Drive, will be replaced on Wednesday, January 6, 2016 at 8:00 a.m.
The old gate cards, for this gate only, will expire at 8:00 a.m. on Wednesday, January 6, 2016. New cards may be purchased beginning on January 6, at the Police Department, located at 113 Calella Road. Cost for members is $31.50 per card with a limit of 2 cards; additional cards may be purchased for $94.50 per card.
Recreation
Coronado Fitness Center Pool: Re-opening of the Coronado Fitness Center pool, sauna, hot tub and steam room has been delayed until December 26.   
 
The contractor has been working onsite since December 5. However, the condition of the pool deck and extent of repairs has delayed completion. 

The decking repairs are being required by the Arkansas Department of Health in order to renew the Coronado Fitness Center pool license due January 2016.
 
We appreciate the Coronado Fitness Center member's patience during the closure and hope to welcome our swimming, water walking, aquatic class participants, recreational users and Turtles back to the pool beginning Saturday, December 26.
