A common argument against measuring housing affordability by a fixed percentage of household income is that many households choose to pay more than the HUD-designated 30%, and therefore do not need more affordable housing.
To examine the validity of this argument, we examined HUD data about rent-burdened renter households in Polk County. Only 2 percent of households paying more than 30% of income on rent made more than 80% of area median income. This suggests that those with means do not generally choose to pay this much for rent, and those without may not have a choice.
