Our General Fund Reserve Policy Fails to Convey that Maintaining the Reserve is a Priority performance audit shows the City's "rainy day fund" policy falls far short of recommended practices, and sets aside only half of what's needed. A prudent reserve, like adequate infrastructure funding, is an investment in the future.
