CITY OF ELMHURST AND VILLAGE OF WINFIELD WIN AT MUNICIPAL INNOVATION CELEBRATION

Congratulations to the City of Elmhurst for winning the award for"Best Innovation" at the 2014 DMMC Municipal Innovation Celebration on Wednesday, September 17, 2014! During this exciting event, 15 municipalities shared their innovative and creative ideas for saving time, solving problems, and bringing value to their communities and residents. Secret ballots were then cast by those present for "Best Innovation" and "Best Presentation."

Elmhurst won "Best Innovation" for its Neighborhood Roll Calls, a program implemented by the police department which takes a unique approach to improving relationships and communication between the City and its residents. During Neighborhood Roll Calls, Elmhurst police officers report for roll call briefings at pre-determined residential intersections approximately twice per week. These briefings consist of an overview of emerging trends and calls for service which have occurred over the last several days and a discussion of specific problem locations and areas of extra patrol. Elmhurst's program focuses on providing visibility and transparency for local residents who are able to attend the Neighborhood Roll Calls and speak with police officers, detectives, and command staff in a non-enforcement environment. Mayor Steve Morley, City Manager Jim Grabowski, and Police Chief Michael Ruth received the award for "Best Innovation" on behalf of Elmhurst.

 

Congratulations also go to the Village of Winfield for winning "Best Presentation." President Erik Spande and Village Manager Curt Barrett delighted the audience with their presentation of "How Winfield Fixed Its Roads." Special thanks to Addison, Aurora, Bartlett, Bensenville, Burr Ridge, Downers Grove, Glen Ellyn, Hanover Park, Hinsdale, Naperville, Oak Brook, Schaumburg, and Woodridge for participating in the Celebration and sharing their innovations.  

ADDISON WINS SUNSHINE AWARD FROM THE ILLINOIS POLICY INSTITUTE                 

The Village of Addison earned high marks for online government transparency in a recent survey of Illinois municipalities with specified populations. Towns were graded using the Illinois Policy Institute's 10-Point Transparency Checklist to analyze online transparency standards for local governments.

 

Since 2011 pervious Sunshine Award winners include Bartlett, Bensenville, Downers Grove, Elmhurst, Hanover Park, Hinsdale, Lombard, Naperville, Schaumburg, Villa Park, Wheaton, and Willowbrook.  

NAPERVILLE ONCE AGAIN HIGHEST-RANKED ILLINOIS CITY IN MONEY MAGAZINE'S ANNUAL "BEST PLACES TO LIVE" LIST

The City of Naperville has once again made Money Magazine's annual "Best Places to Live" list as the highest-ranked city in Illinois. Ranked No. 33 in the overall list of 50 cities, Naperville was applauded for its highly rated schools and safe neighborhoods. The only other Illinois city included in the Top 50 list was Bolingbrook at No. 38.

 

The magazine said that "unlike many Chicago suburbs, a vibrant downtown also gives Naperville a cosmopolitan feel." Also mentioned was the Riverwalk and pedestrian-friendly downtown that features restaurants, art galleries, boutiques and live music. Money also noted Naperville's location on the I-88 technology and research corridor as a benefit for providing local jobs.

ELMHURST AND DOWNERS GROVE NAMED TOP 50 HAPPIEST SMALL CITIES BY MOVOTO REAL ESTATE

Elmhurst and Downers Grove are some of the happiest small cities in the country, according to a list by Movoto Real Estate Blog. Ranked No. 33, Elmhurst scored among the top three places for safety. It also had high marks for education and the number of married people.  Ranked No. 41, Downers Grove scored among the top 15 places for safety. It also had high marks for education and the number of married people.

MEMBERS AND DUPAGE LEGISLATORS TAKE A COFFEE BREAK                                   

The Conference held a Coffee Break on September 9, 2014, at the DMMC offices. Several area legislators attended the event, including Senate Leader Christine Radogno, Senator Jim Oberweis, and Representatives Patti Bellock, Mike Fortner, Ron Sandack, and Kathleen Willis. During the casual open house, members and legislators discussed topics of mutual interest and importance to DuPage municipalities over coffee. Thank you to all who participated for helping to make the Coffee Break a success.

2014 FALL VETO SESSION                                                                                               

The Illinois General Assembly is scheduled to convene in Springfield for six days during the fall. The scheduled dates for the 2014 Veto Session are November 19-21 and December 2-4; however, as is typical of Springfield, it is possible that dates will be added or cancelled. The Conference will continue to monitor Springfield for any legislative developments of interest to municipalities. 

 

CORPORATE PARTNER NEWS: WHAT DUPAGE CITIES AND VILLAGES NEED TO KNOW ABOUT THE NEW MUNICIPAL ADVISOR RULE BY BRAD TOWNSEND


 

 

The Dodd Frank Consumer Protection Act (the Act) was passed by Congress in July, 2010, to protect taxpayers from various abuses. The Securities and Exchange Commission (SEC) spent four years working with municipal advisory boards and financial stakeholders, crafting regulations to implement the Act on July 1, 2014. The SEC has determined that anyone who provides advice to municipalities, with or without compensation, on the issuance of municipal securities or financial products must be registered as a municipal advisor (MA) unless that advice falls within the scope of a permitted exemption. The MA Rule not only regulates financial advisors, but also impacts every member community of the DuPage Mayors and Managers Conference (DMMC) that issues debt. Other advisors to issuers and underwriters are also affected by the new MA Rule.

 

Key Points as Part of the Municipal Advisor Rule:

  • A Municipal Advisor (MA) has a fiduciary duty (a duty of loyalty and care) to an issuer from the planning stage through the maturity of the security.
  • Bond proceeds invested by a "Registered Investment Advisor" avoid any investment restrictions created by the Rule.
  • The Rule impacts the investment of bond proceeds which generally includes all funds subject to arbitrage, including debt service funds, debt reserve funds, and Bond escrow funds, as well as construction funds.

The DMMC serves its members through several objectives, including promoting excellence in municipal government and evaluating the impact of pending state and federal legislation on municipalities. Every mayor and manager needs to be aware of how the new regulations impact their community. IMET CONTINUES TO PROVIDE STRONG PERFORMANCE, SAFETY, AND LIQUIDITY TO MEMBERS

The IMET Convenience Fund (CVF) enhanced rate for September 2014 provided members with an outstanding annualized rate of .40% and a 12-month return of .36%. The enhanced rate may change on a daily basis and is posted on IMET's website each day.

 

The IMET Convenience Fund is collateralized via FDIC Insurance, the FHLB LOC Program, and Government Securities. The CVF is managed so as to maintain a stable $1.00 share price. It offers daily liquidity providing members with safety, liquidity, and yield.

IMET's 1-3 Year Fund performance for the 12-month period ending September 30, 2014, provided a total return of 0.60% on a gross of fees basis. The total return was 3.93% since inception, equal to the benchmark, Barclay's Capital 1-3 Year Government Index, which also provided a 3.93% total return for the same period. IMET's net of fees return for the past 12 months was 0.37%.

 

IMET has consistently served - and continues to serve - as a solid intermediate-term investment for its members. IMET's 1-3 Year Fund continues to invest exclusively in US Government Securities including Treasuries, Agencies, and Agency mortgage backed securities, only the safest investments permissible under the IL Public Funds Investment Act.

 

The Illinois Metropolitan Investment Fund (IMET) was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act of the Illinois Municipal Code and is sponsored by DuPage Mayors and Managers Conference. The Suburban Purchasing Cooperative (SPC) Governing Board has approved the following price adjustments:

SPC program vendors Standard Equipment of Chicago and EJ Equipment of Manteno are currently in the second of three possible contract extensions, from July 9, 2014 through July 8, 2015. Environmental Solutions Group, the Vactor manufacturer, has increased prices on the base models by 2% to 3% as follows:

FINAL SPC EXTENSION APPROVED FOR 2015 FORD EXPEDITION XLT (CONTRACT #117A)

The SPC Governing Board recently approved the third and final contract extension with Landmark Ford for the 2015 Ford Expedition XL 4x4 Special Services Vehicle. The duration of the extension is October 5, 2014 through October 4, 2015; however, the Expedition XLT was excluded from the extension as Ford Motor Company had not announced price adjustments. The SPC recently received the adjustments, which have been approved as follows:
