MEMBER SPOTLIGHT - Marty Bourke 

In our recurring In Brief spotlight on members who lead by example and help us succeed as a Conference, we are pleased to feature Bloomingdale Village Administrator (and highly involved DMMC member) Marty Bourke:

 

 

1.      How did you first become involved with DMMC? 

In 1981, I was an NIU graduate student intern at the Village of Carol Stream, and one of my fellow students, Joe Breinig, had an internship at something called the DuPage Mayors and Managers Conference.  I think the DMMC offices were at the Roselle Village Hall at that time, and I visited them once or twice.  I seem to remember a natural disaster (flooded village hall basement?) ruining some of their files and so forth back then. 

Soon thereafter, DMMC moved to the basement of the new Carol Stream Village Hall, and I was involved with supplying the furnishings for the new building, and working with Joe on various projects.  I remember one afternoon where we tortured a copier sales person who could not get her Rube Goldberg-like copier machine to work properly, in a most hilarious fashion, at least to us.  She subsequently took up smoking again.  But I digress.

 I joined the Board of Directors sometime after I started working as the Village Manager in Winfield in 1986.

3.      What contribution to DMMC are you most proud of?

As Director of the Budget & Operations Committee, I made a presentation to the Conference concerning the proposed financing structure that would allow for the rental and rehab of the current Conference office building, i.e., home rule municipalities would finance and all members would pay off the loan.  It was a hair salon, before the Village took it over and never really used it.  I guess that means I should stop complaining about the heat. 

4.      Why are you so actively involved with DMMC?

 I really don't know.  I was also actively involved in the WCMC when I worked in Western Springs, and was Chairman of IRMA, twice.  There is definitely a pattern here.  I guess I am a firm believer in intergovernmental cooperation.  A moment of pride was receiving the Manager of the Year Award from the Illinois Association of Municipal Management Assistants a few years back based mainly on my intergovernmental efforts. 

5.      Do you have any interesting or funny stories to share?

The Drive Downs used to be much less serious, but I will save those stories for other forums.   

6.      Do you have any advice for newer DMMC managers?

They are all very smart and accomplished people, and don't need advice from me, but I would encourage them to participate in DMMC committees and leadership, and for them to encourage their elected officials and their staffs to participate as well.   

7.     How has being involved in DMMC helped your towns?

Generally speaking, I have worked in smaller municipalities. These types of municipalities, with limited staff and resources, have especially good reasons to join forces with others of their kind, whether it is on lobbying efforts, joint purchasing or research and development.  They are so much stronger as a collective group.

8.      Is there anything else that you would like to share?

Over the years, the DMMC staff members have always been terrific to work with, so thanks.   

COMED CARE PROGRAM DEADLINE APRIL 1, 2014

ComEd has dedicated $10 million in assistance funds in 2014 to help customers facing financial hardship pay their electric bill.  Through April 1, 2014 ComEd has adjusted the eligibility requirements for financial assistance programs for eligible residents including seniors, veterans and activated members of the armed services.  In addition, the company is now offering flexible budget billing and flexible deferred payment agreement options to assist customers receiving higher than normal bills in light of the severe cold weather blanketing northern Illinois.

 

To apply for ComEd's Residential Special Hardship grant, or the State sponsored assistance programs, such as LIHEAP, customers should visit a local LIHEAP Agency. Springfield Events

The Conference held its first small group Springfield Drive Down of the 2014 Legislative Session on February 18-19. Participants had drinks and dinner with legislators at the Sangamo Club and spent the following morning lobbying at the Capitol. Members met with over 19 legislators, including Senate Republican Leader Christine Radogno. 

 

A second wave of members strategically targeted Springfield on March 4-5. After a successful cocktail hour, members dined with Leader Radogno and Representatives Fortner and Ives. The following morning, the small group met with House Republican Leader Jim Durkin and a number of other legislators to lobby for legislation of importance to the Conference.      

 

Thank you to the following members for carrying the Conference's legislative priorities to Springfield: Mayor David Brummel (Warrenville), President Franco Coladipietro (Bloomingdale), Mayor Rodney Craig (Hanover Park), Mayor Ron Gunter (Westmont), Mayor Steve Morley (Elmhurst), Mayor Nunzio Pulice (Wood Dale), Mayor Mickey Straub (Burr Ridge), Mayor Frank Trilla (Willowbrook), Mayor Rich Veenstra (Addison), Village Administrator Martin Bourke (Bloomingdale), City Administrator John Coakley (Warrenville), City Manager Jim Grabowski (Elmhurst), Village Manager Ronald Searl (Westmont), Assistant Village Manager Stephen May (Westmont), and Councilwoman Judith Brodhead (Naperville).

Our final small group Springfield Drive Down of the 2014 spring session will be May 6-7, 2014.  We would encourage any members who haven't been able to attend our earlier drive downs to participate in this event.  Please contact Kate Buggy if you or someone from your municipality is interested in attending.

Ford Escape Factory Order Cut Off Date Announced

Ford Motor Company has announced that the factory order cut off date for the 2014 Escape Sport Utility Vehicle (Suburban Purchasing Cooperative Contract #129) is Friday, May 30. Program vendor Currie Motors of Frankfort currently offers the 2014 Ford Escape S (Front Wheel Drive) for $18,577.00 and the 2014 Ford Escape SE 4x4 for $22,445.00. ON-LINE AUCTION REMINDER

Our partnership with Obenauf Auctions to offer an on-line option for our members in lieu of our previous semi-annual auctions has proved very successful for the DMMC and our members.

 

So as a reminder, if you have any municipal surplus or outdated and/or seized vehicles to dispose of, the on-line auction through Obenauf Auctions is a great time-saving, cost beneficial way to go.

IMET CONTINUES TO PROVIDE STRONG PERFORMANCE, SAFETY, AND LIQUIDITY TO MEMBERS

IMET'S CONVENIENCE FUND POSTS STRONG YIELD

The IMET Convenience Fund (CVF) enhanced rate for February 2014 provided members with an outstanding annualized rate of .37% and a 12-month return of .34%. The enhanced rate may change on a daily basis and is posted on IMET's website each day.

The IMET CVF provides members with a minimum rate guarantee equal to the fed funds target rate and is guaranteed to participants through June 30, 2014. The current fed funds target rate is 0.25%

The IMET Convenience Fund is collateralized via FDIC Insurance, the FHLB LOC Program, Government Securities at 110%, and US Government Securities in the repurchase agreement program.  The CVF is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity, and yield.

 

IMET'S 1-3 YEAR FUND PROVIDES SOLID DIVERSIFICATION

IMET's 1-3 Year Fund provided members with a 12 month return of .55% on a gross of fees basis for the period ending February 28, 2014 and a net of fees return of .31% for the latest one-year ending February 28, 2014.

 

IMET's 1-3 Year Fund continues to invest exclusively in US Government Securities including Treasuries, Agencies, and Agency mortgage backed securities, only the safest investments permissible under the IL Public Funds Investment Act.

 

The Illinois Metropolitan Investment Fund (IMET) was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act of the Illinois Municipal Code and is sponsored by DuPage Mayors and Managers Conference.
