 In our recurring InBrief spotlight on members who lead by example and help us succeed as a Conference, we are pleased to feature Mayor Rod Craig, of the Village of Hanover Park.

    

 

Mayor Craig has a degree in Organizational Management. Although he claims to be the least organized person you could ever meet, his years in the public sector tell a different story.

 

His path to elected service began in 1995, as Trustee and then President of the Hanover Park Fire Protection District. He oversaw the agency's transition into a municipal Fire Department before joining the Village Board as a Trustee in 2001. He was elected to his first term as mayor in 2007.

 

But his public service began well before these local government positions. He served six years in the US Navy, including three tours in Vietnam, and in the Naval Reserves for ten. A 33-year veteran of the Federal Aviation Administration, he managed maintenance of O'Hare Airport's air traffic control system during the 1981 air traffic controller's strike.

 

It's no surprise that transportation has been a priority during his time as mayor and DMMC member. As Director of the Transportation Policy Committee, he actively engaged with Pace Suburban Bus to help enhance communications with local mayors on route planning and service decisions. He led collaboration among communities in the County Farm Road Transit Study and forged important links with the County, Tollway, IDOT, and CMAP to promote the Elgin O'Hare Western Access transportation project.

 

Mayor Craig serves on DMMC's Legislative Committee, sits on Choose DuPage and DuComm, and represents DMMC on the Mayors Caucus' committees on regional economic development, diversity, and transit, as well as on CMAP's Council of Mayors.

While serving as DMMC President in 2012-2013, Mayor Craig initiated the use of benchmarks to measure progress on the Strategic Plan. He also called for white papers to communicate Conference positions on key topics such as unfunded mandates.

It was a DMMC white paper on governance processes at the Illinois Municipal League that brought his leadership to the attention of mayors across the state. He was recently named to the IML Board of Directors.

 

While he jokes about running a DMMC taxi service to DMMC meetings for Mayors Bob Iden, Gayle Smolinski, and Larry Hartwig, he greatly valued these "taxi meetings" as very informative during his early years at the Conference. He also appreciates the leadership of Mayors Bill Murphy, Dave Brummel, and Frank Saverino.

 

Continuing the cycle that helped shape him as a newly elected official, Mayor Craig values the ability to reach out to other mayors and encourage involvement in DMMC. He believes that taking on a leadership role in DMMC is invaluable, and he hopes that new mayors will participate in the wonderful collaborative opportunities offered by DMMC.

GOVERNMENTAL LEADER OF THE YEAR AWARD

 

The Conference is pleased to announce Senate Republican Leader Christine Radogno as the recipient of the 2013 Governmental Leader of the Year award. President Jeffery J. Pruyn (DMMC, Village of Itasca) presented the award to Leader Radogno during the 2014 Legislative Reception and Dinner in recognition of her work to amend the Public Safety Employee Benefits Act in order to eliminate duplicative and costly benefits funded by taxpayers.

 

Since 1993, the Conference has annually recognized a governmental official who understands municipal burdens, supports important municipal legislation, and seeks solutions to municipal concerns.

SUCCESS - 2014 LEGISLATIVE RECEPTION & DINNER

The Conference held its annual Legislative Reception and Dinner on January 15, 2014. The event drew over 160 people, including Senate Republican Leader Christine Radogno, House Republican Leader Jim Durkin, Representatives Bellock, Conroy, Cross, Fortner, Ives, Kifowit, Mussman, Pihos, Reboletti, Sandack, and Senger, and Senators Connelly, T. Cullerton, Dillard, Holmes, McGuire, and Oberweis.

 

Following a presentation of the Conference's 2014 Legislative Action Program, municipal officials and legislators engaged in a productive discussion about the 11 legislative priorities the Conference has identified to pursue during the second year of the 98th General Assembly, either through initiating legislation or through strong advocacy in cooperation with partner organizations.

Congratulations to Lisle Mayor Joe Broda on his selection to the Executive Committee of the Illinois Municipal League (IML). IML announced its 2014 Executive Committee roster on December 6, 2013. Mayor Broda has represented DMMC views on the IML Board of Directors for the past 4 years, and we are pleased to see him named to this leadership position. His forthright and principled perspective has been greatly appreciated by our membership.

Naperville & Aurora - Named to Top 10 List of America's Safest Mid-Sized Cities

DMMC is pleased to announce that two of our member communities have been named to the Top 10 List of the safest mid-sized cities in America based on a study of FBI crime data that compared the number of crimes that occurred per 100,000 residents. 
 

The study, ranked Naperville No. 4  and Aurora No. 8 of the top 10 . The full list of all the cities ranked in the report is available at www.movoto.com/blog/top-ten/safest-mid-sized-cities-in-america.
 

"During the past few months, the Police Department has focused on implementing a new organizational model that ensures Naperville will remain one of the safest cities in America," Police Chief Robert Marshall said. "We are always looking at innovative police strategies, along with our community partners, to make certain our City remains in the top tier of the safest cities in the country. We would especially like to extend our gratitude to the residents and businesses of Naperville for helping us achieve this proud distinction."

 

Aurora's Police Chief Greg Thomas said his city's presence in the top 10 for safety is recognition of the progress Aurora has made from a past when crime was more common. "I think we have demonstrated for a long time now that Aurora is much safer than it was in the early 2000s and late 1990s," Thomas said. "I would hope that we start living down more and more of that reputation that we had for violence when we were having 26 murders a year and 350 shootings a year."
 

The study took 100 of the country's mid-sized cities with populations between 126,047 and 210,309 residents that were ranked 101 to 201 in terms of size of all U.S. cities. Rankings were based on FBI crime data compiled from 2013 that included incidents such as burglary, theft, vehicle theft, murder, rape, robbery and assault.

FUNDS FOR HIGHWAY SAFETY PROJECTS

DuPage County ranks second in Illinois for severe roadway injuries, with 150 fatalities and 3,943 serious injuries between 2007 and 2011. IDOT's recent Call for Projects can help municipalities respond. Approximately $13.3 million in federal Highway Safety Improvement Program funds is available in July 2014.

 

Applicants are encouraged to consider low cost safety improvements, guardrail upgrades, curve improvements, and pedestrian safety and injury issues.

  • Aurora was Aurora was one of the first cities in the United States to use electric lights for publicly lighting the entire city. Aurora achieved the nickname of City of Lights.
  • The popular  1992 Wayne's World comedy film starring Mike Myers as Wayne Campbell and Dana Carvey as Garth Algar, was based on the characters having a very successful public access cable TV show in Aurora, Illinois called Wayne's World.

  • Michael Mann's "Public Enemies" film starring Johnny Depp as 1930s bank robber John Dillinger filmed a scene at the Art Deco style Paramount Theatre in Downtown Aurora.

Our partnership with Obenauf Auctions to offer an on-line option for our members in lieu of our previous semi-annual auctions has proved very successful for the DMMC and our members.

IMET CONTINUES TO PROVIDE STRONG PERFORMANCE, SAFETY, AND LIQUIDITY TO MEMBERS

 

IMET's Convenience Fund continued to provide an excellent, competitive rate to IMET members as the Convenience Fund posted an average daily yield for the month of .35%, and a net one-year return of .34% as of December 31, 2013. The enhanced rate may change on a daily basis and is posted on IMET's website each day.

 

The CVF portfolio is comprised of FDIC insured deposits and CDs, collateralized CDs, liquid bank deposits collateralized by the FHLB LOC program, overnight repurchase agreements collateralized by Federally guaranteed loan pools, U.S. Government Securities, and liquid bank deposits collateralized at 110% with government securities. The CVF is managed so as to maintain a stable $1.00 share price.

 

IMET's 1-3 Year Fund performance for the 12-month period ending December 31, 2013, provided a total return of .39% on a gross of fee basis. Our benchmark, Barclay's Capital 1-3 Year Government Index provided a .37% total return for the same period.   The performance objective for this portfolio is to meet or exceed the Barclay's Capital 1-3 Year Government Bond Index over time and prior to payment of Fund expenses. Since inception IMET's total return has been 4.07% on a gross of fee basis compared to the benchmark, which also provided a total return of 4.07% for the same time period. IMET's net of fees return for the last 12 months was .15%.

 

IMET has consistently served - and continues to serve - as a solid intermediate-term investment for its members. IMET's 1-3 Year Fund continues to invest exclusively in US Government Securities including Treasuries, Agencies, and Agency mortgage backed securities, only the safest investments permissible under the IL Public Funds Investment Act.
