WE WANT TO THANK ALL PARTICIPATING GOLFERS AND OUR VERY GENEROUS SPONSORS!!

The raffle donations and Mayoral baskets were a huge hit

and the many winners were very excited to sample

the golf, entertainment and cuisine from the local municipalities.

2014 SPRINGFIELD DRIVE DOWN

The Conference is already preparing for the 2014 Springfield Drive Down. On April 8-9, 2014, we will hold an overnight event with bus service to Springfield. Members will have the opportunity to meet with their legislators and lobby at the Capitol. A highlight of the Drive Down will be an evening reception and dinner with legislators, for which we are attempting to make arrangements at the Executive Mansion. We hope you will consider joining us as we advocate for the legislative priorities of our municipalities and their residents. Remember to reserve this date on your calendar!

VETO SESSION

The Illinois General Assembly is scheduled to convene in Springfield for six days during the fall. The dates for the 2013 Veto Session are October 22-24 and November 5-7. The Conference will continue to monitor Springfield for any legislative developments of interest to municipalities.

COFFEE BREAK FOR MEMBERS & DUPAGE LEGISLATORS

We are excited to announce the Conference held another successful Coffee Break on September 17, 2013 at the Naperville Municipal Center. Several area legislators attended the event, including the newly selected House Republican Leader Jim Durkin, Senate President Pro Tempore Don Harmon, Representatives Linda Chapa LaVia, Kay Hatcher, Jeanne Ives, Emily McAsey, and Sandy Pihos, and Senators Michael Connelly and Jim Oberweis. Members met with the legislators during the open house and discussed topics of mutual interest and importance to DuPage municipalities over coffee. Thank you to all who participated for helping to make the Coffee Break a success.

The applications amount to a requested total of $23 million STP funds. The STP Methodologies Task Force will meet on the first or second week of October to discuss the details of the program and provide a recommendation for approval by the Transportation Technical Committee October 24, the Board of Directors November 7, and full conference November 20.

For more information, please contact Mike Albin, Transportation Project Manager, at (630) 571-0480, ext. 222.

CMAP 2012 EXPRESSWAY ATLAS

CMAP has prepared a draft of the 2012 Expressway Atlas. The document is an update to the 2001 Expressway Atlas, previously prepared by IDOT. It is an excellent reference for a wide variety of traffic statistics of the northeastern Illinois expressway system (tollways are not included). The document is available for download on the CMAP website: http://www.cmap.illinois.gov/cmp/measurement

PLATINUM PARTNER CORNER

Comcast thanks the DuPage Mayors and Managers Conference in your efforts to spread the word about our Internet Essentials program to schools, libraries, community- and faith-based organizations and others.  With your support, Comcast is closing the digital divide by providing numerous low-income families in the county access to the Internet at home through our Internet Essentials program for only $9.95 a month; the ability to purchase an Internet-ready computer for about $150; and digital literacy training sessions and materials online, in print, and in person.

Internet access at home through Internet Essentials helps DuPage County families succeed at work, in school, and in life - and gives them the ability to do things online that many of us take for granted, such as apply for a job, research a health condition, pay a bill, or do homework.

To be eligible for the program, at least one child in the household must be receiving free- or reduced-price lunches via the National School Lunch Program (NSLP); be in a location in which Comcast offers Internet service; and the family may not have subscribed to Comcast Internet service within the last 90 days and can't have an overdue Comcast bill or unreturned equipment.  Families can remain in the program as long as one child living in the household is eligible for the NSLP.

Once again, we thank you and ask for your continued help in reaching Internet Essentials eligible families in DuPage County.  For more information, visit InternetEssentials.com or call (855) 765-6995.

CORPORATE PARTNERS
The DMMC Corporate Partners program provides an opportunity for participation by organizations that share a common commitment to the well-being of DuPage County municipalities. Corporate Partners gain high visibility among member communities through such means as meetings, workshops, publications, annual events, and sponsorship opportunities. For more information on the Corporate Partners program, contact Suzette Quintell, Operations Director, at (630) 571-0480, ext. 227 or visit the DMMC website.

ON-LINE AUCTION REMINDER

Our partnership with Obenauf Auctions to offer an on-line option for our members in lieu of our previous semi-annual auctions has proved very successful for the DMMC and our members.

So as a reminder, if you have any municipal surplus or outdated and/or seized vehicles to dispose of, the on-line auction through Obenauf Auctions is a great time-saving, cost beneficial way to go.

Participation in these programs helps keep dues down, in addition to benefiting our members. Please consider participating in this venture. Contact Suzette Quintell with any questions.

IMET INVESTMENT FUNDS PROVIDE STRONG MONTHLY RETURNS AND SOLID DIVERSIFICATION
IMET's 1-3 Year Fundproduced a strong net one-month return of .12 percent as of July 31, 2013 (1.44 percent annualized) and a net one-year return of .05 percent as of July 31. IMET's 1-3 Year Fund performance for the 12-month period ending July 31, 2013, provided a total return of 0.31% on a gross of fees basis. The total return was 4.16% since inception, equal to the benchmark, Barclay's Capital 1-3 Year Government Index, which also provided a 4.16% total return for the same period.

IMET has consistently served - and continues to serve - as a solid intermediate-term investment for its members. IMET has provided strong enhancement over time and a solid source of diversification to the operating and reserve portfolios of Illinois public agencies.

The IMET Convenience Fund (CVF) continues to provide an excellent short-term rate to IMET members. The average daily yield posted for July 2013, was .33 percent, with a one-year yield of .34 percent.  The enhanced rate may change on a daily basis and is posted on IMET's website each day. The CVF has a minimum rate guarantee of the Federal Funds Target Rate through 12/31/13.

The Fed Funds target rate remains at 0 to 0.25 percent. The IMET CVF current rate is a blended rate consisting of the Fed Funds rate and a fixed income rate, with a minimum rate guarantee through December 31, 2013 equal to the Fed Funds target rate.

The IMET Convenience Fund is collateralized via FDIC Insurance, the FHLB LOC Program, and Government Securities. The CVF is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity, and yield.

The Illinois Metropolitan Investment Fund (IMET) was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act of the Illinois Municipal Code and is sponsored by DuPage Mayors and Managers Conference.
