From the Executive Director
Greetings!
Today is Election Day in Chestertown. An important day, not just for the residents of Chestertown, but for all of Kent County. As the County Seat, what happens in Chestertown has a ripple effect throughout the County. So I think everyone will be interested in the results of today's election for Mayor of Chestertown and the two Town Council Seats in Ward One and Ward Three. If you are a registered voter in Chestertown, I urge you to make your voice heard and vote today!
After Election Day, our thoughts begin to turn towards the holidays - yes, they are almost here! Not only is this the time of year to gather with friends and family, but it is also a time to think of our neighbors and those who are less fortunate. Each year, Patsy Whiteley and her associates at Champion Realty host a Business-After-Hours to which she asks everyone who attends to bring two canned goods to be donated to the Community Food Pantry. There is always a great turn-out for this event. I don't know if it is because of the wonderful fare that is always offered, or the great networking opportunity that it provides ...or if it is because it simply gives everyone the opportunity to help our fellow Kent Countians. I suspect a little of each.
So mark your calendars for this annual event. It will be held on Thursday, November 14 from 5:00 PM - 7:00 PM at Champion Realty, 1002 Washington Avenue in Chestertown. You can RSVP to Champion Realty at 410-778-3357 or the Chamber at 410-810-2968. (See invitation later in this newsletter).
I also want to remind everyone of the upcoming annual Holiday Gala. Our host this year will be JR Alfree of the Lemon Leaf Café. The tentative date for this year's gala is Tuesday, December 10. With Lemon Leaf's new location on High Street, this should be an especially fun event. Please stay tuned for further details. -- Also, if you are interested in donating a door prize for this event, please contact me at the Chamber office. All proceeds from door prize tickets will be donated to the Community Food Pantry.
On December 1st, Chamber members will be receiving ballots for the three upcoming vacancies on the Chamber's Board of Directors. There is currently a slate of nominees, but if you know someone who is interested in being on the Board of the Chamber, please contact me at the Chamber office before November 15. A short business bio will be needed for each nominee. All votes must be received by December 15. So look for the ballots in your in-box on December 1st.

Progress Report: Kent Forward
As executive director of Kent Forward, I write to update the community on our projects and goals and to clarify our role. Fall has been an exciting time for the schools, and it has been a pleasure to work with the principals and the Office of Student Services on our first benchmark, attendance.
The Kent Forward initiative was created by the three largest employers in the county (Dixon, Washington College and UM Shore Medical Center at Chestertown) to focus attention on our public schools and to rally community resources in ways that support their mission. Kent Forward's mission is to help the Kent County School District reach the Top Five in Five, referencing an ambitious but reachable goal of becoming one of the top ranked school systems in Maryland within five years.
The new superintendent of schools for the County, Dr. Karen Couch, has impressed us all with her energy, professionalism, decisiveness and judgment. It is clear that Kent County Schools are in very capable hands and that Dr. Couch and her crew of principals, administrators, and teachers are working hard to ensure every student in Kent County receives a sound education. By working with her office, we aim to provide community volunteers and resources where they can be most helpful and effective.
After the schools identified absenteeism as one of the chief roadblocks to learning for many students throughout the County, we developed several projects to support this effort. First, we created quarterly employee-awareness campaigns and trainings; sharing data about the detriments of missing instruction and offering tips to help parents make school attendance a priority. This information was shared with the employees at Dixon, Washington College and UM Shore Medical Center at Chestertown- and made available to other businesses and organizations. Subsequent campaigns have focused on both attendance and the importance of reading.
We partnered with the Office of Student Services to create a poster competition in grades K-12. The students came up with some colorful and persuasive arguments for showing up every day, on time, and ready to learn. (The most popular reason, according to the posters: School is Cool.) Area businesses supported the campaign by providing more than 26 prizes for the winners and by exhibiting the winning posters in 17 storefronts during the October First Friday event in downtown Chestertown.
As Kent Forward continues to adjust our efforts to better align with the specific goals of district leadership, it is important to restate that Kent Forward is not an adversary. We are not the watchdog for the Superintendent's office or the teachers, but rather a ready partner looking for ways to serve and connect the community with the schools and provide additional resources to enrich their programs.
As I talk to residents of Kent County, there is a real excitement about the changes and new energy in our schools. We look forward to more collaboration with the Kent County Schools in ways that can help them move our children forward, into the Top Five in Five!

Maryland Unemployment Insurance Tax Rates to Drop in 2014
 |
(L to R): Governor Martin O'Malley; Maryland Chamber President & CEO Kathy Snyder, CCE; Chamber Chairman Tom Graham of Pepco Holdings, Inc. and Chamber UI Subcommittee Chair Ron Adler of Laurdan Associates.
|
Governor Martin O'Malley today announced that Maryland employers will see a significant decrease in their unemployment insurance tax rates beginning in January. For calendar year 2014, unemployment insurance tax rates will drop from Table C to Table A, the lowest range of tax rates. State law requires the Department of Labor, Licensing and Regulation (DLLR) to review the Unemployment Insurance Trust Fund each September 30. Employers pay unemployment insurance tax on the first $8,500 of each worker's wages. Rates are based on six tax tables, ranging from the lowest (A) to the highest (F), and the rate is adjusted annually based on the balance of the Trust Fund. As a result of the economic downturn, Maryland employers faced the highest range of UI tax rates (Table F) in 2012. Last year, the rates will shifted from Table F to Table C. In 2014, Maryland employers will see another significant decrease. Table A rates range from 0.3 to 7.5 percent of the first $8,500 of annual wages. "The reduction in unemployment insurance tax rates is good news for Maryland employers, workers and the economy," said Kathy Snyder, CCE, President/CEO, Maryland Chamber of Commerce. "Working together through the Unemployment Insurance Oversight Committee, business, labor and elected leaders have strengthened Maryland's unemployment insurance system." The Chamber would like to once again thank Ron Adler of Laurdan Associates. Ron is the Chair of our UI Subcommittee, and he represents the Chamber on the UI Oversight Committee. The strength of Maryland's UI system is a direct result of the work done by the Oversight Committee. "Lower tax liabilities will have positive consequences for Maryland's employers, workers, and the economy. They are the direct result of the prudent decisions made by Maryland business leaders, labor, the legislature, and the O'Malley Administration. Maryland is well-positioned to seize new economic opportunities," Adler said. Maryland employers will receive their experience rate notices from DLLR later this year with details about the 2014 rates.
