District 113 update
from Dr. Fornero

The U.S. News and World Report rankings are out, and both of our schools are once again among the top 10 in Illinois! Deerfield High School was ranked number 7, and Highland Park High School was ranked number 8. DHS and HPHS are among the best of the best thanks to our passionate and dedicated staff, our incredible students who accomplish great things every day, and our highly supportive families and community!

I am also pleased to report that Township High School District 113's referendum projects to enhance the learning environments at HPHS and DHS continue to proceed on time, on budget, and on scope. It is shaping up to be another busy, transformative spring and summer at both buildings, and we are appreciative of the community's continued support.

Referendum work on time and on scope:

Our Referendum Oversight Committee kicked off its April 7 meeting with a tour of the P.E. addition at Highland Park High School, and toured the P.E. addition at Deerfield High School May 5. Both additions are taking shape nicely, and we look forward to welcoming our students, staff, parents and community members to the finished facilities!

The DHS gym (below right) is slated to be complete at the beginning of the 2015-16 school year, and the pool is slated to be com
pleted by late fall 2015. At HPHS, the new three-court gymnasium (left) is slated to be complete for the start of the 2015-16 school year. Construction of the new HPHS pool will begin after the new DHS pool is completed, with completion of the HPHS pool slated for spring 2017.

Exterior masonry restoration of the historic, 102-year-old B Building at HPHS will begin in late spring, and the existing C Building will be demolished this summer to begin the new classroom building construction. Additional classrooms also will be renovated this summer at HPHS.

This summer at DHS, the commons and cafeteria will be renovated, and the library renovation/expansion will begin. The DHS cafeteria is slated to be complete for the start of the 2015-16 school year and the library is scheduled to be completed in late fall 2015. Additional classroom renovations will take place at DHS next summer.

Referendum work on budget:

All major referendum projects, with the exception of the HPHS Building B interior renovations, which will be bid in late 2015/early 2016, have now been designed and bid, and I am pleased to report that the bids came in on budget. The current estimate for all projects indicates the overall cost at $89 million, including $3.8 million in remaining contingencies.

Bond sales and Aaa rating:

The District 113 Board of Education recently issued the remaining $6.6 million in bonds to finance the referendum projects authorized at the April 9, 2013 election, allowing the District to take advantage of historically low interest rates. Concurrently, District 113 also issued $4.5 million in working cash bonds to fund Health/Life Safety work at both high schools as identified in the 10-year Life Safety Survey required by Illinois School Code (see below).

Moody's Investors Service assigned a Aaa credit rating, the company's highest rating, to both of District 113's recent bond issuances. The District's Aaa rating reflects the District's strong financial position and fiscal management, and helped the District qualify for the lowest available interest rates.

Life Safety work:

All school districts in Illinois are required to contract with a licensed architect to conduct a comprehensive Life Safety survey of each school building every 10 years and submit it to the Illinois State Board of Education (ISBE) for approval, along with a list of identified projects needed to comply with current Life Safety codes. Identified items are classified in the survey as 1) urgent (must be completed within one calendar year from the date of ISBE approval) 2) required (must be completed within five years of ISBE approval) or 3) recommended (not a threat to health or safety).

Perkins + Will, the architecture firm that conducted the Life Safety review for District 113, identified approximately $4.9 million in urgent and required Life Safety work, such as repairing fire rated walls/separations and replacing malfunctioning restroom fixtures. Some of the projects fall within the scope of the work being funded by the 2013 referendum, leaving approximately $4.6 million in Life Safety projects that the District would be required to complete in the next five years.

For more information about the referendum projects or the Life Safety projects, including the lists of Life Safety projects identified by Perkins + Will for Deerfield High School, Highland Park High School and Wolters Field, visit www.dist113.org/facilityupdates.

Thank you for your continued support, and enjoy your spring!

Sincerely,

Dr. George V. Fornero

Superintendent
Township High School District 113

Highland Park City Council approves
amendment to HPHS PUD

The Highland Park City Council approved an amendment to the HPHS Planned Development May 11. District 113 and the City of Highland Park have worked collaboratively since May 2014 on the proposed amendment to modify the design of parking lots on school property, traffic patterns, and related improvements pertaining to the District's 78,500 square foot building addition.

"We are appreciative of the City's partnership throughout this process, as well as the stakeholders and professionals who provided us with valuable feedback and insights. Together, we have created a better traffic and parking plan that strongly aligns with the City's core value of public safety," said School Board President Annette Lidawer. "Over the past year District 113 listened and responded, studied 25+ configurations, and made 19 changes and compromises to our Plan. This included routing 90%+ of queueing off streets and into HPHS parking lots, changing the parking lot lights, installing permeable pavers instead of concrete or blacktop at the Vine Avenue lot, signing an agreement with District 112 designating Elm Place and Indian Trail as overflow options, adding staff and police personnel for safety and enforcement, and creating a communication plan with the neighbors to proactively highlight high-attendance events."
