NOVEMBER 2014 ELECTION


The Town of Superior's Regular Election on November 4, 2014 will be coordinated with Boulder County.  The November 2014 coordinated election will be conducted by Boulder County as a mail ballot election.

 

Voters who are registered to vote on or before October 27, 2014 will automatically receive a ballot delivered by the United States Postal Service.  Voters can choose to return their voted ballot by mail utilizing the return envelope in the mail ballot packet before Election Day, or may deposit their voted ballot at a Voter Service and Polling Center or designated ballot drop-off location through Election Day.  Voters may also surrender their mail ballot at a Voter Service and Polling Center and vote in person (similar to a poll).  All ballots must be received at the County Clerk's Office, a Voter Service and Polling Center or a drop-off location by 7:00 P.M. on Election Day.

 

Voter Service and Polling Centers will provide the following additional services: requests for a replacement mail ballot; voter registration or updates to registration information; early voting; and voting using equipment and facilities for persons with disabilities. 

 

Persons may register to vote in the November 2014 election up through Election Day.  However, to receive your ballot by mail, a voter registration application must be submitted on or before October 27, 2014.  Persons registering after October 27, 2014, must pick up their ballot in person.

Historical Commission Corner

 

The Town of Superior's 1942 vintage fire truck will be featured again this year in the annual Fourth of July Parade. This World War II military fire apparatus was converted to civilian use after the War and purchased by the City of Lafayette. Later it was sold to the Town of Superior and served here for years. Now it is in great need of restoration. The Town and the Historical Commission plan to have the vehicle restored, but financial reserves for such an effort are currently not available. In the meantime, donations are accepted as we build a restoration fund. Volunteers will accompany the truck on its route to collect donations. You will also be able to donate at the Commission's booth in Community Park.

 

  

There will also be a vintage auto in the parade courtesy of the Forney Transportation Museum.

 

The Historical Commission will have a booth at the pancake breakfast as usual. Please stop by and see what we have on display. Also, the Superior Historical Museum will be open on Saturday, July 5th from 10 a.m. to 2 p.m. Drop in for a more in depth look at Superior's history.

New! Online Learning Courses at the Library


We want to share with you some exciting news about a resource the Library will be able to offer its users beginning July 1. Gale Courses are free, instructor-led, 6-week classes on a wide variety of topics, from Microsoft Office to planting an edible garden to learning how to play the guitar. The courses can be accessed with a Library card number from any computer, 24/7. Currently, there are just under 400 courses in the catalog.

 

The following short video gives an overview of the product's features and interface. It's worth a look.

Vehicle Theft Prevention Tips


The following tips may
slow down a thief, or prevent them from targeting your vehicle.

 

Always REMOVE the keys from your car, lock all doors and close windows tightly EVERY TIME you leave your car.

 

Try to park your car in a well lit, highly visible area.

 

If you park your car in a garage, double check to make sure your garage door is closed

 

Never hide a spare key to your vehicle on or in the vehicle.
 
Never leave packages, luggage, pocketbooks, wallets, electronics, or any valuables in plain view in your vehicle.

  

If you must store valuables in your car, place them in the trunk when you are sure no one is observing you.

Do not leave titles or bills of sale in your vehicle.

Stolen vehicles are often abandoned on local streets, in public parking lots, and other unprotected areas.  They are often used in the commission of other crimes.  

Assist your Sheriff's department by reporting abandoned or suspicious vehicles or persons immediately.

25 mph Work Zone Speed Limit

With construction activity increasing in the area of the McCaslin Boulevard overpass at US 36, please be aware that a posted 25 MPH construction zone has been established on McCaslin and will be in effect 24/7 through the duration of this extensive project.  The 25 MPH speed limit will be enforced to help maintain safe vehicle speeds through the shifting lane configurations and protect construction staff.  Please be aware that lane shifts will change multiple times as the project continues through the various phases of construction.

The JULY 4th PARADE, PANCAKE BREAKFAST and SUPERIOR DOWNHILL MILE are right around the corner!

 

This year's theme for the July 4th Festival and Parade is "If SUPERheroes Lived in SUPERior". The event features the Superior Downhill Mile, a community parade with fantastic neighborhood and business floats, a pancake breakfast at Community Park and fun for kids of all ages. The parade starts at 8:30 am on Rock Creek Parkway along Purple Park. The lineup for the floats will begin at 7:30 am - pedestrian line up begins at 8:00 am. The Town will provide a limited supply of red, white and blue steamers and ribbons for those wanting to ride or walk in the parade. The parade will follow Rock Creek Parkway and end at Community Park. The pancake breakfast will begin in Community Park at 9:00 am. Make sure to hang out after breakfast and enjoy the fun. There will be plenty of vendors, interactive games, prizes, inflatables for kids and lots more!

Get Connected - Citizens and Businesses Can Sign Up to Receive Notifications

 

The Town of Superior is implementing a new messaging system to communicate with residents and businesses about what's happening in our community.  Partnering with an outside firm, Everbridge Community Notification System, the Town is now able to provide notifications quickly with information about a variety of items - from unexpected road closures and utility issues to community events, upcoming projects and other special items.

 

Once registered, you will receive time-sensitive messages wherever you specify, such as your home phone, cell phone, business phone, email, text message, hearing impaired device and more.  You can choose where and how to connect with the Town to receive pre-recorded information messages and notifications, which can be directed specifically to individual neighborhoods as well as the entire Town.

 

The Town's messaging system began with an existing database of published telephone directory numbers, so citizens should not automatically assume their phone number is included.  Residents and businesses are encouraged to create a user account - it's a brief, one-time sign-up process.  Once you have entered your preferences regarding how you would like to be contacted, you will receive timely messages when notifications are posted.

TOWN RECEIVES DISTINGUISHED BUDGET AWARD


The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that Town of Superior, Colorado has received the GFOA's Distinguished Budget Presentation Award for it's budget.

The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff meeting the highest principles of governmental budgeting. In order to receive the award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
  • a policy document
  • a financial plan
  • an operations guide
  • a communications device

Budget documents must be rated "proficient" in all four categories, and the fourteen mandatory criteria within those categories, to receive the award. This is the 13th consecutive year Superior has received this award.

 


 

2014 STREET REHABILITATION PROJECT
Update

 

The 2014 Street Reconstruction Project began in mid-June with concrete repairs and street reconstruction on Indiana Street. Paving on Indiana should be complete shortly following July 4th weekend.

 

Concrete repairs and replacements will be starting in the Waterford neighborhood at the beginning of July. Street reconstruction in Waterford is tentatively scheduled to start during the middle of July. Once reconstruction begins, residents will need to remove their vehicles from the street during reconstruction. The general construction hours are from 7 a.m. to 5 p.m. Monday through Friday.  Each phase will take approximately one week to complete.

 

More information about the Indiana Street closure and project phase map is available on the Town's website at www.superiorcolorado.gov under "2014 Street Reconstruction."

The Town is Considering a Single-Use Bag Fee


The Town of Superior's Recycling and Conservation Advisory Committee (RCAC) is developing a proposal to present to the Town Board which would ask them to implement a bag fee on certain businesses in the Town of Superior.  The purpose is to reduce single bag use/waste.

 

Proceeds from the fees would be shared by the Town and businesses to help offset the cost of the program.  Fees collected would be used to cover the administration costs of this program, public information and programs to reduce the use of single-use bags, encourage use of reusable bags and to provide reusable bags to the community.  Fees collected would not be used for other unrelated governmental expenses.

 

The Committee would like to receive community feedback on this concept to be able to put the best option forward.  The questionnaire (CLICK HERE) will help us better understand how the community feels about a single-use bag fee in Superior.  Community feedback is a crucial part of this decision-making process, so please complete the questionnaire - and encourage friends and neighbors to do so as well.

COYOTE COEXISTENCE PLAN

 

On June 2, 2014 the Town of Superior, Colorado and the national non-profit organization, Project Coyote launched the Coyote Coexistence Plan that fosters human-coyote coexistence in a suburban context. The progressive plan was developed by Project Coyote and tailored specifically for the Town.

 

The plan is based on science and current best practices and includes decisions based on a thorough understanding of the biology and ecology of coyotes, proactive and ongoing community education and outreach, tiered behavioral modification of both people and coyotes, and an emphasis on proactive preventive practices   


Project Coyote's Coyote Coexistence Plan provides not only guidance for our community in addressing how we live with wildlife, but also consistency in messaging and response, which is so important. This plan serves as a model for the nation and we're proud the Town of Superior is the first to adopt it in Colorado. 2014 DRINKING WATER QUALITY 
CONSUMER CONFIDENCE REPORT


In the last few weeks, every residence in the Town of Superior should have received a Consumer Confidence Report (CCR) from the Town's Public Works Department.  The Consumer Confidence Reports Rule, 40 CFR 141 Subpart O, is the centerpiece of the right-to-know provisions in the 1996 Amendments to the Safe Drinking Water Act.  Every public water system must prepare and distribute an annual CCR, which is a summary of drinking water quality provided to customers during the previous year.  A CCR typically contains information such as the state's source water assessment, a table reporting levels of detected contaminants with their maximum contaminant levels mandated by the Colorado Department of Health and Environment, required informational and warning language, as well as details of any violations of the drinking water regulations.

Superior residents don't be a victim of phone scams!

Over the past several months, the Sheriff's office has received numerous calls from citizens, reporting a phone scam.  Some of these people have been victim of the scam and are out large amounts of money.  The scam involves a phone call from a party who identifies them self as an "IRS agent". The agent tells the Superior resident that he/she was delinquent in paying his taxes and demanded immediate payment. If the payment is not made immediately, law enforcement would be sent to their home and they would be arrested.

 

In one such case, the Superior resident was given instructions to stay on the phone, go to 7-11 or Walmart and purchase green dot cards. Out of fear of being arrested he followed their demands. The payments were made by providing the number from the green dot cards he had purchased over the phone. After the payments were made to the "IRS agent", the Superior resident was transferred to another party posing as "U.S. Immigration".

 

Several payments were made by the Superior resident totaling over $9000.00 U.S. dollars.   This information was reported to the Sheriff's Office. The investigation revealed the money was transferred out of the United States. Once this happened there was no way to track it.

 

Protect yourself.

 

Do not give personal information about bank accounts, social security numbers or any other personal identification information to anyone over the phone. If the U.S. Government is investigating you, they already have that information.


If you suspect you are being targeted as potential victim of a scam, please contact the Sheriff's Office to investigate the matter.




 
AT THE FIREHOUSE


Extinguishers, Chimineas, Fire Pits, and BBQ's;

your prescription for safe outdoor summer activities.

 

No one wants to have to use a fire extinguisher.  If you find yourself in need, do you know how to properly use one?  Stand several feet away from the fire when using an extinguisher and slowly move closer as the fire gets smaller.  PASS is a moniker that can quickly and easily remind you of the steps to safely use an extinguisher.  Pull the pin, Aim the nozzle, Squeeze the handle, and Sweep the base of the fire with the spray from the extinguisher. Watch to see if the fire stays out and call 911 for the fire department to come verify it is out and there are no remaining "hot spots" that could reignite. All residences should have an extinguisher easily accessible.  We recommend one in both the kitchen and garage. 

 

For those using chimineas, fire pits, and open flame grills (BBQ's), following a few easily remembered safety tips will help you enjoy the outdoors this summer. Open flames should be 10 feet from combustibles.  A hose or extinguisher should be handy and near by in case embers get caught up in a wind eddy and catch nearby vegetation on fire.  Flower planters should not be kept near open flames and should not be used to extinguish smoking materials in.  Wind can carry embers into dry vegetation and into crevices on your house, use caution if grilling on windy days and avoid using the chiminea or fire pit during moderate to strong winds.  Ensure the fire and all coals are completely out and cold prior to leaving your home or going to bed for the night.

CODE ENFORCEMENT CORNER


Each month, the Town includes information about issues and trends in the area of code enforcement.  During the month of June, 35 code violations were identified, primarily right-of-way obstructions such as basketball hoops, RV's and trailers. Thirty of these were promptly corrected, resulting in a 86% compliance rate.

 
This month, we want to remind residents of the regulation regarding the parking of recreational vehicles within the Town.
 

Sec. 11-1-80 Obstructing streets and sidewalks

 

(a) It is unlawful to obstruct, in any manner, any sidewalk, public highway, street or alley in the Town, or to place any object which causes or tends to cause the obstruction of any doorway, driveway or public sidewalk, street or alley or of any part thereof.

  

Upon witness of graffiti related activity within the Town, please contact the Boulder County Sheriffs Department at 303-441-4444. To report a graffiti sighting/location please contact The Town of Superior at 303-499-3675.

Summer Developments in the US 36 Express Lanes Project


There has been lots of exciting construction activity on the US 36 Express Lanes Project with more to come!

  • At the end of May, crews completed the Sheridan Boulevard bridge when they poured the concrete deck. In addition, crews continue to make headway on laying the permanent pavement on the highway. 
  • By late June, eastbound permanent pavement will be completed from Wadsworth Parkway to underneath 80th Avenue in Westminster. This will allow eastbound traffic to run on new pavement for the full 10-mile section.
  • Phase 2 of the project, which runs from 88th Street in Louisville/Superior to Table Mesa in Boulder, is also busy with construction activity. This month, eastbound traffic will be realigned onto temporary pavement with westbound traffic being realigned immediately after that. 
The Diverging Diamond Interchange (DDI) at McCaslin will also undergo a lot of work as the pedestrian box culvert is installed and the McCaslin Boulevard bridge is widened.

What is Slow the Flow Outdoors?


Slow the Flow Colorado is a free sprinkler inspection program available primarily to residents of participating Colorado water providers. In some jurisdictions HOAs and commercial properties are also eligible. The sprinkler inspections - also known as irrigation audits - are conducted by trained water auditors.

The 2014 Chili Fest will be back once again this year in Community Park on Saturday, September 6th from 2:00 - 6:00 pm!

 

Come join in the celebration that is sure to be hot, hot, hot! Back for its 14th year this year's Chili Fest will once again feature great music brought to you by the bands at "Globalsound Studio" and "FACE Vocal Band", great food, and great beer. NEW this year. The Boulder Valley Rotary Club is partnering with Chili Fest to bring you the 1st annual Boulder Valley Beer Fest - visit www.bouldervalleybeerfest.com for more info! For those of you who would like to compete in the International Chili Society sanctioned chili cook-off please visit www.superiorcolorado.gov after July 15 to complete an application.
