Recent Town Board Actions  

During the past month, the Superior Board of Trustees has:

Adopted a Resolution appointing Denzil Acklin as an Honorary member of the Historical Commission;

Adopted a Resolution appointing a member (Alexandra Zelinskaya) to the Recycling and Conservation Advisory Committee;

Adopted a Resolution approving an Agreement with Superior Maintenance for Spring Clean-up Bulk Item Event Waste Disposal Services;

Adopted a Resolution approving an increase in the monthly fee to provide enhanced emergency 911 telephone services with BRETSA (Boulder Regional Emergency Telephone Service Authority);

SUPERIOR MORGUL

May 16-18, 2014

The Superior Morgul is back once again this year bringing cyclists from all over the United States to Superior. The event will feature 3 thrilling days of racing excitement from Friday, May 16 through Sunday, May 18.
 
Without Limits
Productions will coordinate the 2014 race in partnership with the Town of Superior. In addition to providing terrific spectating opportunities as top cyclists compete, this year's race weekend will feature great community activities including: bouncy castles along the Crit course on Saturday, a Kids' Race and Family Cruiser ride starting at 11:45 am on Saturday (at the start of the Summit Criterium course), and the Morgul Citizens Ride at 10:30 am on Sunday. Keep It Clean Partnership VOLUNTEER DAY

This volunteer opportunity is a great way to get outdoors and enjoy a day in your community. The Town of Superior together with the Keep It Clean Partnership (KICP) is hosting a volunteer stream clean-up day on May 3! Come help clean up Rock Creek and Community Park and beautify your town. Organize your friends and neighbors and help keep Superior looking great! 

 

KICP is a group of Boulder County communities, including Superior, dedicated to protecting water quality and reducing stormwater pollution.  KICP offers opportunities for residents to engage in their environment and improve their communities.  Thanks to your volunteer efforts, you will be helping to improve the health of local waterways for humans and wildlife! 

Make plans now to meet at Community Park, May 3 at 9 am to get involved in a great day of volunteer activities.

MESSAGE FROM THE MAYOR

Dear Residents,

 

I am hoping that you will join the Town on Saturday, April 26, 10:00 a.m. at Founders Park to celebrate Arbor Day.  In addition to our annual tree planting activities at the park we will also unveil an interpretative sign marking the Kite Route walking trail located within the Founders Park site.  The walking trail through the park is patterned after the Kite Route rail-line which drove through Superior from 1908 to 1926 and helped shape Superior's history.

 

The Arbor Day festivities will begin with a brief ceremony to recognize the Town as part of the Tree City USA and Arbor Day Foundation followed by fun and educational activities in the park.  Activities will include: tree planting, educational and eco-friendly crafts, a mural for coloring and more.  There will be something for everybody. Light refreshments will be provided by Panera Bread.

 

To honor Arbor Day and Earth Day, the Recycling and Conservation Advisory Committee (RCAC) will be on hand providing educational opportunities to learn about sustainability.  Look for opportunities to learn about water-wise lawn care, EnergySmart savings, and other sustainability topics. 

 

I encourage everyone to either attend the Arbor Day event or head over soon to Coal Creek Drive and Fourth Avenue in Original Town Superior, to Founders ParkEnjoy the Arbor Day event and activities!

TOWN HONORS DENZIL ACKLIN


The Town Board during their March 10, 2014 meeting, made an honorary appointment of Denzil Acklin to the Superior Historical Commission.  Denzil has been a longtime member of the Commission and former resident of the historic Industrial Mine camp south of Original Town.  Denzil has been a committed advocate of the Town and activities of the Historical Commission for many years.  Denzil, along with his sister Genevieve, participated in Commission activities from the early days of Commission.  He is moving out of state, and the Town would like to recognize him for his many contributions to our community over the years with an honorary appointment to the Commission.

 

Denzil has consistently attended the Commission's monthly meetings where he shares his deep knowledge of life in Superior stretching back eight decades.  He was instrumental in the completion of the Superior Historical Museum project, providing the crucial details about construction, layout, and furnishings from the 1930s and 1940s that provide the authenticity immediately apparent to all visitors there.  He even donated the authentic pot-bellied stove installed there to finish the interior.  Denzil also worked closely with other Commission members to restore to original condition the historic mine cars installed in Asti Park and at the Town Hall campus.  Denzil has presented on many occasions to school groups and others about the rich history of Superior, led field trip participants, and narrated the Commission's annual Historic Walk.

 

Denzil's reliable presence during Commission meetings and his historical knowledge of our community has added great value to the Commission and is consistent with their purpose of preserving, promoting and educating the community regarding the historical, physical, and cultural heritage of the Town.



Yard Waste Recycling Facility OPEN April 16th!

 

The Yard Waste Recycling Facility (located at 2125 Honey Creek Lane) will be opening on Wednesday, April 16th through early November (pick up your compost and drop off your yard waste!).

 

Hours:

Wednesday - 4 to 7 pm

Saturday and Sunday - 8 am to 12 pm and 1 to 5 pm

 

Items that are accepted include grass clippings, small branches (6 inches or less in diameter), leaves and other organic yard material.  Items that are not accepted include rock, sod and lumber.

 

FREE COMPOST is available to Superior residents ("closing the loop" processing and re-using our yard waste drop-off site materials). Any resident can stop by the Yard Waste Recycling Facility during the hours listed above to receive compost for their yard.  There is a limited amount of compost so it will be a first-come first-served basis.

 

Compost does wonders for the soil allowing air into the soil, allowing the soil to retain moisture longer and providing beneficial bacteria for the plants in your landscape.  Using ground yard waste mulch in your landscape can reduce the amount of water used to maintain your plants in a healthy state. Mulching needs to be done every year to maintain an insulating layer between the atmosphere and the soil.  You can put it on now to prepare your beds for planting.
 
 
 

HARD to RECYCLE and HOUSEHOLD HAZARDOUS WASTE EVENT


Saturday, May 3rd
9 am to noon at Eldorado K-8 School 

The Town will be sponsoring the Household Hazardous Waste and Electronic Recycling Event at the same time this year on Saturday, May 3rd at Eldorado K-8 School located at 3351 S. Indiana St. between 9 am and 12 pm. There is no appointment necessary and you can come by and drop off your items. 

There is a charge to recycle some of the electronic items ranging from $2 to $30. The Town will be paying 50% of the cost for Superior residents as funds allow. Only cash and checks will be accepted the day of the event. Proof of Superior residency will be required to receive the discount. No reservations are required so please bring your items down! SPRING COMMUNITY GARAGE SALE


Superior's annual Spring Community Garage Sale is just around the corner on May 2 and 3. The sale will run from 8:00 am - 2:00 pm on Friday and Saturday, RAIN OR SHINE!

 

Don't want to hold a garage sale at your residence?  Live in multi-family housing? In addition to residents hosting sales at their garages, those who live in a townhome or apartment can participate by selling items in the parking lot at Purple Park (Friday and Saturday) or Town Hall (Saturday ONLY). These areas will be available to sell items in a "flea market" type venue.  Parking spaces are limited to one per family and are available on a first-come, first-serve basis.  Bring your own table, chair, tent, etc.

 

Have items left over from your garage sale? Help support Girl Scout Troop 1382 & 2580 and donate your gently used items! On Saturday, May 3 the Girls Scouts will be providing a donation truck from ARC at the North Pool Parking lot from 1:00 - 5:00 pm. If you are unable to drop your items off the Girl Scouts will be providing a pick-up service on Saturday, May 3 only. From 1:00 - 5:00 pm you may leave your items at the end of your driveway and they will come pick them up and drop them off at the donation truck for you. Please clearly mark your items for pick up. Items YOU MAY donate include - gently used clothing of all types and seasons, small home appliances and electronics, toys, games, housewares, linens, books, CD's, small furniture. Items YOU MAY NOT donate include - TVs or computer monitors, large furniture, building materials, hazardous materials, mattresses/box springs, mirrors without frames or backing, tires, and toilets.

SPRING CLEAN-UP


Large item pick-up on 
Thursday, May 8th 

  

The 2014 Spring Clean-up will be held Thursday, May 8th.  Items must be placed on the curb by 7:00 a.m. and will be picked up that day.

 

Spring Clean-Up items that will be accepted include:

  • Household bulk items (furniture, bed frames, box springs, mattresses, etc.)
  • Non-Freon and Freon-containing appliances
  • Scrap lumber, scrap metal, carpet, wood doors, glass doors, cabinets, fencing material
  • Appliances such as washers, dryers ranges, dishwashers, microwave ovens, hot water heaters
  • Bicycles, swing sets, kiddie swimming and wading pools, lawn furniture, railroad ties, tree limbs and stumps over 6" in diameter (tree limbs less than 6" in diameter may be taken the Town's Yard Waste site for composting)
  • Barbeque grills if the propane tank has been removed
  • Lawnmowers, combustible engines and transmissions if all liquids have been drained and if they have been disassembled into parts weighing less than 100 pounds each
  • Other miscellaneous, non-hazardous large waste items
Spring Clean-Up items that will NOT be accepted include:
  • Electronic waste of any kind
  • Liquid of any kind
  • Car bodies, car batteries, antifreeze, motor oil, or tires
  • Propane tanks from barbeques
  • Concrete, concrete pavers, bricks, soil or sod, grass clippings
  • Sealed containers or drums, any items listed as hazardous material, any corrosive, pesticides, herbicides, paint (see Household Hazardous Waste event info above for these items)
  • Radioactive or pharmaceutical waste
  • Business, commercial, industrial or agricultural waste

DOCUMENT SHREDDING


May 12th - 23rd
at Guardian Storage, 1555 S. 76th St. 

The Town of Superior is proud to team up with Guardian Storage and Data Safe of Colorado to provide Superior residents the opportunity to have their 
confidential documents destroyed at no cost.

 

By teaming up with Guardian Storage we can extend the shredding availability to two weeks, May 12-23rd.  Secure bins will be available for residents to place their documents.  Once the bins are full Data Safe picks the bins up and returns them to their facility in Westminster for destruction. 

 

Guardian Storage is located at 1555 South 76th Street, behind Costco. Their hours are Monday - Friday 9-6 and Saturdays 9-5.  We ask that residents drop off a maximum of 2 boxes per visit.  If you have a large number of boxes that need shredding you can make an appointment with Data Safe of Colorado to drop them off at their facility.  If you have any questions about shredding please call Guardian Storage at 303-443-7867 or visit www.datasafeofcolorado.com.




Boulder Regional Emergency Telephone Service Authority (BRETSA)

 

Last month the Superior Town Board approved an increase proposed by the Boulder Regional Emergency Telephone Service Authority (BRETSA) in the monthly 911 phone surcharge from $.50 to $.75.  This increase will be effective July, 2014.  One may ask what is BRETSA and the Town's involvement in this organization?

 

In 1987, Superior, Boulder County, City of Boulder, City of Longmont, City of Lafayette and a number of other Boulder County municipalities entered into an agreement to create BRETSA, whose purpose is to provide enhanced emergency 911 telephone services.  BRETSA is one of 58 Regional Emergency Telephone Authorities in Colorado.  In addition to E911 services, funding to BRETSA also provides support for emergency notification systems, computer aided dispatch, phone/radio recorders, network infrastructure and technical training needs.

 

The previous $.50 monthly surcharge had been in place since 1993, or for over 20 years.  Without the increase to $.75/month, BRETSA's funding and reserves would have been exhausted by early 2018.  With this increase, funding/fiscal reserves for this essential service have now been extended to 2024.  Even with this increase, BRETSA's surcharge rate will be below the State-wide average of $.86.

 

As part of the initial BRETSA agreement, all parties need to approve any surcharge increases to remain in the Authority.  All BRETSA members have either approved this increase or plan to do so before July.

Superior Historical Commission Spring Education Program
 
What:  Otto Mears: Presented by Steve Lee

One of the most influential men in the pioneering era of Colorado was a Russian immigrant named Otto Mears (1840-1931).  Orphaned at age three, and living on his own from the age of eleven, he came to the Colorado Territory in 1865. He built toll roads and railroads where none existed in the steepest parts of the Rocky Mountains, thus opening up the vast riches of Colorado's high country to exploration and development. He was a witness at the trial of Alferd Packer, he helped design the Colorado State Capitol building, and was a power to contend with in Colorado politics for fifty years. His place in Colorado's history is immortalized in stained glass in the state senate chambers

SAVE THE DATE - ARBOR DAY CELEBRATION
Saturday, April 26
10:00 am - 12:00 noon


You won't want to miss this year's Arbor Day festivities will take place at Founders Park (located off West Coal Creek Drive in Original Town). The event will begin with a short presentation from the Colorado State Forest Service followed by a morning full of Arbor Day activities in the park. An Arborist will be on hand to answer questions about tree planting. Activities will include tree planting with the help of community volunteers, education and eco-friendly crafts, a mural for coloring, and more. There will also be vendors and presentations on a variety of sustainability topics. Light refreshments will be provided by Panera Bread.

Drought and Watering Update


The Reuse Water Irrigation system for commercial customers is currently being tested and primed for the upcoming 2014 watering season.  We are anticipating a good year with the Colorado reservoirs at approximately full capacity and the snow pack in the Colorado River Headwaters above normal.  We have installed some new equipment in one of our pumping stations which will improve the efficiency and maintain more consistent pressures system wide.  As usual, please contact us should you have any questions about the service or to report inadequate pressure, sprinkler heads that may be watering sidewalks or streets or suspected leaks. 

 

Looking ahead to the upcoming 2014 watering season, the Town currently does not foresee the need to implement watering restricts, other than what is in-place which restricts watering between the hours of 10:00 am and 6:00 pm.  The Town continues to encourage each of us to be responsible for making an effort to implement the voluntary watering guidelines as posted on our website.

 

The latest drought conditions reported below are as of March 25, 2014.  Currently, the U.S. Drought monitoring system forecast for our area has a status rating of "None".

   Where can I take FLUORESCENT BULBS? 
 
We have some mercury containing fluorescent light bulbs and don't know what to do with them. Where can I take them?
 
Fluorescent bulbs of all shapes and sizes from households should be recycled to avoid polluting the environment and posing a health threat. Fluorescent bulbs contain a small amount of mercury sealed within the glass but are perfectly safe to use - no mercury is released when the bulbs are in use. Simply be careful when removing or replacing a fluorescent bulb. If you recycle your compact fluorescent lamp (CFL), you will keep additional mercury out of the landfill and the atmosphere.

Phase 2 Begins on US 36 Express Lanes Project 

 

Phase 2 has begun on the US 36 Express Lanes Project!  While Phase 1 has been under construction since summer 2012 from Federal Boulevard to 88th Street in Louisville/Superior, Phase 2 will continue the project an additional five miles to Table Mesa in Boulder. The project will add an express lane in each direction of US 36, which can be used for Bus Rapid Transit, carpool vehicles and tolled vehicles. Other improvements include rebuilding the general purpose lanes, adding 12-foot inside and outside shoulders, reconstructing bridges , building a new commuter bikeway along the corridor, and constructing the area's first diverging diamond interchange (DDI) at McCaslin Boulevard.
  
There is a lot to look forward to on Phase 2 of the US 36 Express Lanes Project, which will open in early 2016. Stay tuned to 36commutingsolutions.org for weekly project updates!
 
 

Work on McCaslin Boulevard began on Monday, March 31. During this phase, there will be daytime and nighttime lane restrictions on northbound and southbound McCaslin Boulevard, and single lane restrictions at the McCaslin on- and off-ramps to US 36. April Showers Bring May Flowers

 

The extensive floods in September of 2013 will have an effect on drainage's and streams this spring throughout Boulder County.  The disturbances to both sediment and vegetation have created a scenario where it is unknown how the spring mountain snow run off will affect disturbed waterways.  Our mountains have received exceptional snow this winter and the run off will be significant. 

 

Run off compounded with rain and saturated soils can cause issues for your home and the roads you travel.  Items you need to check before the rain and run off season include household sump pumps, gutters and French drains, landscaping that could cause back ups into your home, and evaluate your need for flood insurance.  Have you prepared an emergency evacuation plan with your family and does everyone know what to do in case of an emergency?

TIPS TO SECURE TRASH FOR WINDY DAYS


It seems that trash days are an invitation for it to get windy! Nobody wants their neighbors' trash blowing into their yards or making the open space ugly, so here are a few tips on how to keep your trash from blowing away:

  • Remember that a calm morning can suddenly give way to 100MPH winds later -- so please secure your trash assuming the worst conditions, not the best.
  • Make sure trash cans are heavy enough not to blow down the street.

     
     If you can easily lift it, it can blow!
  • Place boxes and other loose items in trash cans/bags with other heavy articles.
  • Tie plastic trash bags together -- so the whole collection is heavier.
  • Be aware that birds and other wildlife can tear plastic bags open to get at food.
  • Try to 
    SET YOUR TRASH OUT ON THE DAY OF TRASH PICKUP 
    especially when we are experiencing high winds in the area.
 


CODE ENFORCEMENT CORNER


Each month, the Town includes information about issues and trends in the area of code enforcement.  During the month of March, 34 code violations were identified, primarily right-of-way obstructions such as basketball hoops, RV's and trailers. Thirty-one of these were promptly corrected, resulting in a 91% compliance rate.

 
This month, we want to remind residents of the regulation regarding obstructing streets and sidewalks within the Town.
 

Sec. 11-1-80 Obstructing streets and sidewalks.

 

(b) All trash receptacles placed on any sidewalk, public highway, street or alley shall be placed out for collection no earlier than the day before collection and removed no later than 8:00 a.m. the day after collection.
 

Upon witness of graffiti related activity within the Town, please contact the Boulder County Sheriffs Department at 303-441-4444. To report a graffiti sighting/location please contact The Town of Superior at 303-499-3675.

HELP US IMPROVE LIBRARY SERVICE TO CHILDREN!
Program Runs March - May 2014


The Louisville Public Library has been selected as a pilot site for Jr. FIRST Lego League. We are hoping to have five teams of six- to nine-year-olds who will work during the months of March and April to learn about engineering and disaster response using Legos. But we're still looking for coaches! If you enjoy working with kids and have an engineering, tech, or teaching background, we'd love to hear from you. Activities culminate on May 10th with a Disaster Blaster Expo in which teams display what they've learned. If you're doing Spring cleaning and you find Legos your children no longer play with, consider donating them to the Library to support our Lego club, which is separate from the Jr. FIRST Lego League described above. We would also love to supplement the two American Girl dolls that were kindly donated last year: each doll has a waiting list of about thirty girls waiting to take her home! These dolls go out with books from the American Girl series and a journal for recording the adventures each experiences during homestays. Do you have a dusty American Girl doll in a closet? We can promise she'd get lots of love at the Library!
