Construction market activity

The ONS released its figures for Output in the Construction Industry May 2013 earlier this month, these figures show that total volume of construction output in May 2013 was 4.8% lower than in May 2012, with zero growth since April 2013. The Construction Products Association's State of the Trade Survey 2013 Q2 shows that the sales of construction products recovered slightly during Q2 2013, after the Q1 slump due to the poor weather conditions. The FMB State of Trade Survey also reported rising activity in Q2, with increased optimism for the next three months. Much of this reported improvement is driven by housing and infrastructure development with no growth from any of the other sectors.

 

The Nationwide House Price Index has reported that house prices increased by 0.3% in June, making them 1.9% higher than June 2012. The Halifax House Price Index has also reported that house prices increased by 0.6% in June. Halifax have said that house prices in Q2 2013 were 2.1% higher than in Q1 2013. To reinforce indications that the housing sector is showing signs of recovery the National House-Building Council have announced that private sector housing registrations have reached a five year high, with nearly 14,000 homes being registered in May, the highest since 2008 when the economic downturn began. The challenge for housebuilders is knowing if this is a blip or a long term recovery.

 

Despite, or perhaps because of, the promising outlook for housing the government's latest spending review included a cut in the capital spending budget for social housing. This means that the capital budget will fall 36% year on year until 2016. This reduction in capital spending on social housing will be partly offset by rises in rent.

Regulations & initiatives - a quick update

The Industrial Strategy for Construction was launched on 2 July by a myriad of government Ministers and officials at the Government's Construction Summit.

 

BIS also published an analytical paper: UK Construction: Economic Analysis of the Sector July 2013. This paper was prepared as background for the Industrial Strategy and presents data on the industry, showing evidence that UK construction is responding well to some of its challenges and has the potential to take advantage of substantial global market opportunities in the future.

 

The Government has published its Spending Review 2013 outlining overall spending plans in 2015/16. It also published its Investing in Britain's Future document outlining spending in the built environment from 2015/16 onwards; in summary this is £100 billion of projects and investment in key areas of housing, education, health and infrastructure.

 

The government has also published some infographics on where construction creates jobs  and the effects of taxes and benefits on the income of households in the UK.
  

The first Green Deal tracker survey and Assessment survey was published. In the government press release it says that the Green Deal is "inspiring people across the UK to install energy saving home improvements." This is also echoed by Thomas Farquhar in his blog for DECC on new work streams for installers. This is at odds with what the press and industry has been reporting. The recently published statistics for implementation of the Green Deal shows that only 245 Green Deal plans are in the system with 4 upgrades. The report also indicates the mix of measures installed under the ECO - mostly cavity insulation and loft insulation with some boilers and solid wall insulation. Knauf Insulation have created an infographic that illustrates the low uptake of the Green Deal. And a Letter from Gregg Barker responding to a paper on the problems and challenges of the Green Deal adds to the debate on take-up.

 

The UK-GBC have issued a report on Retrofit Incentives: Boosting the take-up of energy efficiency measures in domestic properties. It looks at variable Stamp Duty, variable Council Tax and an Energy Efficiency Feed-in-Tariff.

 

The Homes and Communities Agency has published its Annual Report and a Design and Sustainability report.

 

CLG has published its annual reports on English Households and Housing Stock.

 

The Treasury has set up a dedicated PF2 unit to represent the government on the board of Private Public Partnership projects.

 

BRE are in the process of reviewing BREEAM in preparation for publishing revised documentation in 2014. Details of the process and timing are on their website as well as the mechanism to provide feedback.

 

RIBA have reviewed and updated their Plan of Work, with a significant improvement being an accompanying website: www.ribaplanofwork.com

Communicating with construction industry decision makers - PR in a digital age

Following the release of the Construction 2025 strategy Construction News have been inspired to launch the 'love construction' campaign. This campaign has already taken off on twitter and is active on LinkedIn. It is an opportunity to raise the profile of the construction industry and encourage young people to get involved. So why not tweet today using #loveconstruction.

 

Finally take a look at this blog by Pauley Creative featuring some interesting music videos from the industry. At the very least it will make you laugh and may get you in the mood to love construction!
