Executive Brief: Week-in-Review/Week Ahead
Week-in-Review
- Spring Elections- Incumbent Supreme Court Justice Pat Roggensack and Marquette University Associate Professor Ed Fallone advance through the Primary Election with 64% and 30% of the vote respectively. They will square off in the April 2nd General Election. Republican Adam Neylon of Pewaukee won a closely contested GOP Primary in the 98th Assembly District to fill the vacancy left by former Rep. Paul Farrow (R-Brookfield) election to the State Senate. More in "Elections" below.
- Governor Walker introduced his 2013-2015 budget- On Wednesday Governor Walker introduced his 2013-2015 Executive Budget. The bill (Assembly Bill 40) is now in the hands of the state legislature. The proposed path the legislation will take in the legislature and additional details can be found below and in our report from Wednesday on the announcement.
- DHS Secretary Dennis Smith resigns- Just a week after Governor Scott Walker released his Medicaid proposal, Secretary Smith announced that he was leaving to lead the health policy section at the Washington DC firm of McKenna Long. Governor Walker appointed DHS Deputy Secretary Kitty Rhoades as Secretary.
- Transportation Constitutional Amendment will be on November 2014 ballot- Having passed two successive sessions of the state legislature in overwhelming bipartisan fashion, most recently this week with a 25-8 vote in the State Senate, a constitutional amendment will be before Wisconsin voters on the November ballot to protect the transportation fund from transfers into other programs.
Week Ahead
- Joint Finance Consideration of Mining Bill- On Monday, the Joint Committee on Finance will vote on Senate Bill 1/Assembly Bill 1, the iron-ore mining reform legislation immediately following their consideration of state agency 13.10 requests. Coverage of the debate will be covered live on WisconsinEye. This is the last step in the process before full consideration by both houses of the Legislature, which is anticipated to be completed by the March 7th break in the Legislative calendar.
- State Assembly will be in Session on Thursday, February 28th, no calendar has been released yet.

Budget Bill moves to the Joint Committee on Finance
Immediately following the Governor's budget address, the Joint Committee on Finance, Co-Chaired by Senator Alberta Darling (R-River Hills) and Representative John Nygren (R-Marinette) convened and introduced Assembly Bill 40, the budget bill, and referred it to the Joint Committee on Finance for consideration.
Following this formality, the co-chairs shared their initial vision for the Committee's consideration of the bill;
- Beginning around March 18th, the Finance Committee will begin to receive briefings from the state agencies on their budget proposals included in AB 40. They believe this will be wrapped up before or at the beginning of April.
- In April the Committee will have four to five public hearings at various locations around the state to take public input on the proposals that are included in AB 40, as well as other suggestions.
- Following the public hearings the Finance Committee will then begin voting on the individual provisions of AB 40, with the goal of completing their work by the middle of May/end of May "at the latest" according to Sen. Darling.
- AB 40 will then go to the State Assembly for consideration first, and then on to the State Senate.
- After action by the State Senate, if the bill remains in identical form to the version passed by the State Assembly, it is on to Governor Walker's desk for his veto review and signature.
- The State's fiscal year ends on June 30th, 2013, so the goal is always to have work on the budget completed entirely by this date.

This week we will highlight who the Assembly members of the Joint Committee on Finance are, and next week we will highlight the Senate members of the Committee.

Co-Chair John Nygren (R-Marinette)
This is Co-Chair Nygren's first session as Committee chair having served on the Committee during the 2011-2012 session.
Nygren was first elected to the State Assembly in 2006 and is starting his fourth term in the State Assembly. Nygren strongly believes in a "citizen legislature" and still actively works in the financial services industry at Great Lakes Financial Management Group. Prior to working in the financial services industry, Nygren spent more than 12 years in the restaurant industry as a Manager, District Manager, and Director of Operations. He eventually became the co-owner of a restaurant.
Together with Co-Chair Alberta Darling, Nygren released the following statement regarding the Governor's budget introduction and the path forward for the finance Committee:
"We are encouraged by the direction for Wisconsin that Governor Walker outlined tonight.
"Together, last session, we erased a $3.6 billion dollar deficit. Through reforms and responsible budgeting, we now have a $419 million surplus. However; many fiscal challenges lie ahead. The bottom line is that even though Wisconsin is much better off fiscally than we were two years ago, we must continue to be responsible with the money taxpayers have provided and prioritize.
"Throughout this process, we must protect the taxpayers of Wisconsin, protect our most vulnerable citizens, invest in our future, and create an environment to grow jobs. The dialogue has begun, the governor has given us a good place to start, and we are confident the legislature will build upon this solid proposal in coming months."

Vice Chair Pat Strachota (R-West Bend)
Representative Pat Strachota (R-West Bend) has served in the Wisconsin State Assembly since in 2004. She is a member of the Assembly Health Committee, as well as the Joint Finance Committee, which is responsible for the fiscal health of the state and creating the biennial state budget. Representative Strachota graduated from St. Mary's College in Notre Dame, Indiana with a B.A. in government, a minor in American History and a certificate in Urban Planning.

Representative Dale Kooyenga (R-Brookfield)
Kooyenga moved to Milwaukee in 2001, passed the Certified Public Accounting exam, and began working for a large international accounting firm. During his career as a public accountant he worked with the State of Wisconsin's largest manufacturing, health care, financial services and not-for-profit organizations. Kooyenga is also a graduate of Marquette University's Masters In Business Administration program.
In 2005, Kooyenga left his career in public accounting to serve his country. He attended the United States Army's basic training, Officer Candidate School and the Military Intelligence Officer Course. After completing the year-long Army training Kooyenga returned to his career in public accounting and married.
Kooyenga was called up for service in Iraq in 2008. Although trained as a Military Intelligence Officer, Kooyenga was quickly assigned as the 4th Infantry Division's Officer in Charge of Economic Development in Baghdad. Kooyenga served in Iraq from January 2008 to November 2008. The team in charge of economic development created thousands of jobs by utilizing a combination of mircogrants, introducing foreign investors and working directly with Iraqi small, medium and large business. Kooyenga was part of a team that realized an 80% decrease in significant hostile acts from January 2008 to November 2008. Kooyenga was awarded the Bronze Star for his service.
In the Fall of 2010, Kooyenga was elected to represent the 14th District for the Wisconsin State Assembly. He was sworn into office on January 3rd, 2011. This is Kooyenga's first session on the Finance Committee.

 | | Rep. Knudson | Representative Dean Knudson (R-Hudson)
Knudson was first elected to the State Assembly in 2010. Prior to his election to the State Assembly, Knudson was Mayor of the city of Hudson from 2008-2010 and served on the city council from 1996-2002.
Knudson, who is a veterinarian and business, moved to Hudson 23 years ago to start a veterinary clinic, which he and his wife Joy have been operating since 1989. This is Knudson's first session on the Finance Committee.

 | | Rep. LeMahieu | Representative Dan LeMahieu (R-Cascade)
Representative LeMahieu is the former publisher of the Lakeshore Weekly. He is also the past president of Oostburg Business Association and Oostburg Kiwanis Club and is a current member of both.
Prior to his election to the State Assembly in 2002, LeMahieu served on the Sheboygan County Board from 1988-2002 and was the chairman from 2000-2002.
This is LeMahieu's second session on the Finance Committee.

 | | Rep. Klenke | Representative John Klenke (R-Green Bay)
Representative Klenke was first elected to the State Assembly in 2010 and re-elected in 2012.
Prior to election to the State Assembly, Klenke spent the last 22 years at Schneider National, where he served as the treasurer, vice president for corporate strategy, a division president, and director of corporate tax.
This is Klenke's first session on the Finance Committee.

 | | Rep. Mason | Representative Cory Mason (D-Racine) Representative Mason is the ranking Assembly Democratic member of the Finance Committee. This is Rep. Mason's third session on the Finance Committee, having previously served as the ranking member last session and as Vice Chair of the Committee when Democrats controlled the Committee during the 2009-2010 session.
Rep. Mason was first elected to the State Assembly in 2006 and has been re-elected since.

 | | Rep. Richards | Representative Jon Richards (D-Milwaukee) Representative Richards was first elected to the State Assembly in 1998 and has been re-elected since. He was appointed to the Finance Committee late last session on a temporary basis to fill-in for Rep. Tamara Grigsby (D-Milwaukee) who was battling a health condition.
Richards is an attorney in Milwaukee. Before entering law school, Richards worked as an English teacher in Japan, volunteered with Mother Teresa in Calcutta, India and worked as a reporter for business newspapers in Milwaukee and San Francisco.

Kitty Rhoades appointed Secretary of DHS

On Friday, Governor Scott Walker accepted the resignation of Department of Health Services (DHS) Secretary Dennis Smith, and appointed Deputy Secretary Kitty Rhoades as Secretary of DHS.
In a press release Governor Walker said:
"I would like to thank Dennis for his service to the State of Wisconsin-because of his efforts Medicaid is now on a sustainable path. Kitty has the qualities necessary to lead the Department of Health Services and I am confident her long history of active involvement in health care issues will serve Wisconsin very well."

Prior to her appointment as Secretary, Rhoades was appointed Deputy Secretary in January of 2011. She served in the Wisconsin State Assembly from 1999 until her retirement in 2010.
During her legislative service, Secretary Rhoades served as the co-chair of the Joint Legislative Committee on Finance and served on the Health and the Aging and Long-Term Care standing committees.
In the Governor's release, Rhoades was quoted as saying the following:
"I would like to thank the Governor for this great opportunity to move Wisconsin forward. Wisconsin has been a leader in reforming our health care system, and with the Governor's innovative proposals, we will continue this tradition."
On Friday the law firm of McKenna Long & Aldridge LLP (MLA) announced that Secretary Smith joined the firm's Health Policy practice as a managing director in the Washington, DC office, effective March 1, 2013. The Health Policy team is part of the firm's Public Policy and Regulatory Affairs practice, led by former U.S. Ambassador to Canada Gordon Giffin and Eric Tanenblatt, former chief of staff to Governor Sonny Perdue (R-GA) and advisor to the late U.S. Senator Paul Coverdell (R-GA). Election Update
On Tuesday, Supreme Court Justice Pat Roggensack and Marquette Associate Professor of Law Ed Fallone advanced out of the three primary and on to the Tuesday, April 2nd General Election.
- Pat Roggensack 230,186 votes (64%)
- Ed Fallone 106,945 votes (30%)
- Vince Megna 22,185 votes (6%)

In the Republican Primary for the 98th Assembly District, to fill the vacancy left by the election of Paul Farrow (R-Brookfield) to the State Senate, former Assembly Republican Staffer Adam Neylon has a 30 vote lead going into certification of the election results over Pewaukee Police Chief Ed Baumann. Neylon is currently president of the Neylon Group, a commercial window cleaning business, and a former staffer to Assembly Speaker Pro Tempore Bill Kramer (R-Waukesha). Neylon is also a former staffer to Congressman Jim Sensenbrenner (R-Menomonee Falls). During the 2010 election of Governor Scott Walker, Neylon served as the Waukesha County Field Director for the Republican Party of Wisconsin.
