Greetings Members!!
Dear Member,
Welcome to New Mexico Utility Contractors Association!
2015 will be an exciting year to be part of the utility industry and NMUCA. After a Board of Director's and Membership vote, we will move forward as a state association and will not be a chapter of national as of January 1, 2015. This means that we'll better serve you as a member & our industry by focusing our efforts right here in New Mexico using local resources, addressing issues specific to New Mexico, offer more training, more local programs, more local events, and by focusing on benefits that you can take advantage of right here, while expanding throughout the state of New Mexico. I hope that you will continue to support the utility construction industry and the association and renew your membership in 2015.
Our first membership meeting of the year is a joint meeting with ABC NM on February 19, 2015 and our guest speaker is Governor Susana Martinez. Please plan to attend and find out plans for NM's future and how the 2015 Legislative Session is going with the new make-up of its members splitting the majority to a Republican House and Democrat Senate. Kelley Fetter, President/CEO Kelley Fetter is a registered professional engineer in both New Mexico and Colorado. After earning a bachelor of science in civil engineering from Colorado School of Mines, Kelley went on to earn an MBA in business administration from the Anderson School of Management at the University of New Mexico.
Mr. Fetter has 27 years of experience in the field and after graduating worked for national corporations in a variety of positions in Colorado and New Mexico.
Kenya Chavez, VP Operations Kenya Chavez is the VP Operations for E2RC and has been with the company since 2007. With nearly 20 years of experience in the customer service industry, Ms. Chavez possesses a bachelor's degree in business management. She is also a certified inspector of Sediment and Erosion Control (CISEC).
E2RC develops written Storm Water Prevention Pollution Plans (SWPPP) to meet all requirements of the current Construction General Permit. Our site management capabilities include:

The City of Albuquerque announced early January the U.S. Environmental Protection Agency (EPA) issued the City a permit to reduce pollutants from Albuquerque Metro area streets into the Rio Grande. The new permit has potential consequences for the area's developers and builders. It adds additional performance requirements, specifically that they design storm water retention areas to replenish the groundwater supply.
"Typically, this means builders or developers will add a retention pond to their property, which could be a loss of valuable space and potentially profit," explained Kelley Fetter, CEO of E2RC, a storm water engineering consulting firm. "We can take the required retention areas and work with the plans to build parking lots, or bike trails, or other amenities that meet the new EPA requirement, and still fulfill the developers' goals."
The new EPA permit takes effect January 1. To help builders and developers that may not be in compliance, Fetter will offer a free one-hour consultation to ascertain if there are any compliance issues. Clients who utilize E2RC's turn-key services are given a Fine Shield - meaning if there is ever an EPA compliance issue, E2RC will pay all fines.

Are you interested in being involved in a committee this year? We have several committees that are related to our industry and committees are open to all members.
Membership Committee -- this committee works on retention of current members and also recruiting new members. Current committee members include: Carlos Spiess, Sundance Mechanical and Utility; Vince DeMenno, Highway Supply LLC; Joe Menicucci, Contech Engineered Solutions; Jeff Webster, Desert Utility and Paving, & Tommy Wisneski, BlueLine Rentals.
Safety Committee -- this committee deals with everything safety but if you have any responsibility in the safety of your company this is the place to be. This committee's best feature is its networking with other safety professionals. On the committee: Bill Devinney, AON Risk Services; Steve Moore, RMCI Inc.; Alan Wharton, AUI Inc.; Jason Mitchell, AUI Inc.; Robert Green, TLC Plumbing & Utility; Bobby Thompson, Mountain States Insurance Group; Leana Martinez, RMCI Inc.; Charles Collier, Poms and Associates; Robert Dunnington, NMOSHA; & Steve Vernon, Desert Utility & Paving. The Safety Committee meets on the second Wednesday of the month at 8am.
Human Resources Committee -- this committee was recently launched and deals with HRC issues. The committee has just completed a generic job application that can be used by NMUCA members and the committee is following up with supplement documents that your company may utilize in the hiring process including CDL License, Voluntary Self-Identification of a Disability, EEOC Forms, etc. Human Resources can be tricky and there are very strict federal and state laws regarding HR issues. Attend this committee that will put you in the know about human resource issues. Our committee members include: Steve Moore, RMCI Inc.; Leana Martinez, RMCI Inc.; Duana Ornelis, AUI Inc.; Charles Collier, Poms and Associates; Brenda Barela, Poms and Associates; Steven Meilleur, Poms and Associates; Mary Reed, TLC Plumbing & Utility; Mark Mohoric, TLC Plumbing & Utility; & Joyce Hanson, RMCI Inc; & Emily Safford, Highway Supply LLC. This committee meets the second Wednesday of the month at 9:15am. (immediately following the safety committee)
Planning Committee -- our association likes to have some fun and appreciates the value in networking. This committee puts together our membership meetings, Last Ditch Open Golf Tournament, NMUCA night at Isotopes, Mid-Year and End-Year socials as well as other programs throughout the year. We're always looking for fresh new ideas and new members to plan our events. Current Committee members include: Leana Martinez, RMCI Inc.;Jesse May; Jack Toland, Baker Utility & Supply; Steve Clark, Highway Supply LLC; Jenice Gallegos, AMEC; Cecil Harding, TLC Plumbing & Utility. This committee meets the 2nd Thursday of the month at 8am.
Education Committee -- the focus of this committee is two-fold as it is involved in educational programming for members and also educating the community about our industry. Members participate in school career fairs, and also do classroom presentations teaching educators and students about our industry and its opportunities. This committee will continue to work on a curriculum for an extra-credit class through APS/CNM program. Current members on this committee include Glen Lohman, Baker Utility; Ron Fernandez, Sundance Mechanical & Utility; Jenice Gallegos, AMEC; Colin Howard, All American Precast; Dub Girand, Highway Supply LLC. Technology Committee -- ever think about bringing your company into the world of advanced technology? How about protecting your company's reputation from derogatory information on the internet and social media? Do you resource plug-ins on your web page for ease of visitors -- do you know what a plug-in is? Come join this newly formed committee chaired by new member Joel Mora, with Moratec.
