Can you believe we're in Autumn already? What a wonderful time to live in New Mexico and a great time of year for construction as there's a reprieve from the heat of summer. Our annual golf tournament was a great success again this year because of the exceptional service of our Planning Committee, Volunteers, Sponsors, and Players! Even the weather was perfection!

A Park Above 
 Once again NUCA of NM members are making a difference in our communities. Please see this letter from Rio Rancho City Councilor Mark Scott. "RMCI, Inc. pulled together a team to install all underground utilities in the park including sewer, water, and storm drain.  The team included 4Rivers Equipment, Complete Concrete & Excavating, Ferguson Waterworks, HD Supply, and Golden Equipment Company."

Comments during the City Council Meeting, City of Rio Rancho

A PARK ABOVE

 

I want to let the Council know that I have offered my support and assistance to City of Rio Rancho Parks and Recreation Department to help complete A Park Above. The project is fully underway but it does not have the funding needed to be completed. I believe we should get it done.

 

I have been thinking about the many families that struggle daily with the challenges of caring for a loved one with a disability-whether it is mental or physical or both, and I try to understand the difficult journey they are on.  I recognize that this journey is hard that they focus on the days that are good, and push though the days that are not. My heart goes out to them and I know that The Park Above can offer much needed respite. I believe that when the Rio Rancho Park Above is complete, it will provide an opportunity to these families who are often forgotten and invisible.

 

As you know, I have been critical that the majority of the funding for this project relied on public funding. I have been critical of that because I felt that the private sector and the community should be at the front leading the way for support of this project. I have always believed that the private sector should step up if they want this park in the community.

 

This support is happening. The gap between the public tax money and the private money is starting to close. And I for one, am thrilled. Over the next few council meetings, I plan to talk about these companies and community members that have pitched in to help get this project completed and open to all the people.  I can only hope that others who have not stepped up yet will be inspired to join in with those that already have.

 

Tonight I want to recognize and thank, RMCI, Inc and their team that helped with A Park Above.

RMCI is an underground utilities company. Like many businesses that are in the building industry, they have been struggling during the recession.  However, they still came forward to help jump start this project and move it forward. They understood the importance to the families in this community that need help and they could see the vision. RMCI, Inc. pulled together a team to install all underground utilities in the park including sewer, water, and storm drain.  The team included 4Rivers Equipment, Complete Concrete & Excavating, Ferguson Waterworks, HD Supply, and Golden Equipment Company. These companies are located in Albuquerque and do work all over the state and here in Rio Rancho.  Tonight, I would like to thank each one of them.  And especially

NMRCGA  & DRETS 

The next New Mexico Regional Common Ground Alliance (NMRCGA) is scheduled for October 30, 2014. You should consider attending. This group focuses solely on damage prevention and is open to all stakeholders in damage prevention. Since it's inception, this group has made fundamental changes to the New Mexico One Call Law and has also reached consensus on several Best Practices for NM. Contractor participation is essential to ensure that our voice is heard and our concerns are considered. Jane Jernigan, NUCA of NM Executive Director, serves on the Board of Directors and attends the meetings as well as a few other contractors, but we always welcome more members to attend and encourage input on the damage prevention issues that we face in the field.  Through the NMRCGA, the Damage Reporting and Enforcement Tracking System (DRETS) Task Force has been formed. This task force will take the data collected in 2013 reported through the DRETS website to analyze and make recommendations for the purposes of damage prevention in New Mexico. This is similar to what the national Common Ground Alliance (CGA) does each year with the publication of their D.I.R.T Report but the DRETS Task Force will only be using data collected in New Mexico. It will give us a picture of root causes and how to improve damage prevention in our state. This task force is well represented by contractors including NUCA of NM's Executive Director, Jane Jernigan, Kari Biernacki, AUI Inc. Chair of the Task Force, and Belen Mora, MWI, Inc. Also represented on this task force is Kelly Cable, PNM, NMGC, PRC/PSB,  NM811, and Century Link.

Three things standout for NM companies and their workers:

  • Based on the preliminary numbers, the 2013 nationwide fatal injuries appear to be 6% lower than 2012 numbers.  NM injuries increased by 35%.
  • Compared to 2012 numbers, fatal work injuries counts were lower for all major racial/ethnic groups in 2013 except Hispanic or Latino workers.  They were 7% higher with 66% accounting for foreign-born workers.
  • NM fatal occupational injuries totaled 39 in 2012 and 53 in 2013.  Transportation related events accounted for 34 of the 53 fatalities.  The 34 transportation fatalities in 2013 almost equaled the total for 2012.

 

Something to think about - Transportation is dangerous and distracted driving directly contributes to many of the accidents.

NUCA's annual Safety Directors Forum brings together utility construction safety and risk management professionals for two days of networking and knowledge building. The 2014 program will be held at the Embassy Suites, New Orleans Convention Center from October 28-29 and will include open forum/roundtable discussion of key safety issues and expert presentations on construction safety.  Register online today 
NUCA Update 

T&I Panel Releases Report on P3s

Last week the Transportation and Infrastructure Committee's Panel on Public-Private Partnerships released its final report and recommendations on how to balance the needs of the public and private sector when undertaking P3s to finance the Nation's infrastructure. The committee examined the current use of P3s across the Committee's jurisdiction - including all modes of transportation, public buildings, water, and maritime infrastructure. John J. Duncan, Jr. (R-TN) pointed out that, "Billions of dollars of infrastructure needs in the U.S. are in search of funding, and well-executed public-private partnerships can enhance the delivery and management of infrastructure." Read the press release about the  T&I P3 report
