Greetings Members!!

 Some of the most exciting news to come our way from Washington D.C. happened this month. On June 6, 2014, the President signed the Water Resources Reform and Development Act into law. This will infuse billions into our industry over the next few years and get our industry back to work again. Congratulations to everyone at NUCA and NUCA of NM who have advocated for this legislation and to those who have spent time educating our leaders in Washington about the importance and positive effects of investing in our nation's infrastructure. 

Also, lots of appreciation and thanks to Sam Baca, AUI Inc., who represented NUCA of NM at the NUCA D.C. Summit this year. He attended the NUCA meetings and met with NM's Delegation in my absence. 

Our membership is growing and our voice is being heard at the city, county, state and federal level. I am very proud to be your voice for our industry. There is still a lot of work to be done of course, but we do not plan to slow down.

Water Resources Reform and Development Act Signed into Law
 For years, NUCA and NUCA of NM have been advocating and educating our elected officials the benefits and need to invest in our nation's infrastructure, and our efforts have really paid off with the passage of the Water Resources Reform and Development Act! 

The WRRDA will infuse billions into our industry and over the next four years and we will see a positive impact right here in New Mexico. Thanks to members of NUCA of NM who have traveled to Washington D.C. over the past few years to talk to our congressional delegation and thank you members for contacting your representatives during decision time. 

WRRDA 

The Water Resources Reform and Development Act of 2014, signed into law by President Obama on June 10, authorizes the Army Corps of Engineers to undertake water resources projects - including flood control, navigation, ecosystem restoration, water supply and emergency management - under their jurisdiction. It also contains innovative financing measures such as Public Private Partnerships (P3s) and WIFIA as pilot programs.  (Source http://www.cleanwatercouncil.org/#!state/c1rrs)

 

WIFIA 

The Water Infrastructure Finance and Innovation Act, contained within WRRDA, would make low-interest federal loans for large water infrastructure projects available in communities across the U.S. This legislation is critical to funding large and expensive projects, which often can't access EPA State Revolving Funds. WIFIA authorizes the Army Corps and the EPA to provide up to $200 million in direct loans and loan guarantees for the construction of critical water infrastructure projects, including those delivered through P3s. WIFIA is modeled after the Department of Transportation's Transportation Infrastructure Finance and Innovation Act, which has supported major P3 transportation projects. WRRDA also creates a 15-project pilot program called the Water Infrastructure Public-Private Partnership Program to evaluate the ability of P3s to accelerate projects in a variety of areas, such as storm and flood damage reduction and coastal harbor improvement. These pilot projects authorize the Army Corps to enter into agreements with private entities and state and local governments to help reduce a lengthy project backlog. The Highway Trust Fund is scheduled to become insolvent in July and MAP-21 expires on Sept. 30. The Federal Highway Trust Fund, which is the origin of Federal construction dollars received by the New Mexico Department of Transportation amounting to roughly half of the annual NMDOT budget, has been projected to run short later this year, and may be unable to support any new highway, bridge and public transportation improvements beginning in fiscal year 2015.  For more information on collaborative efforts, visit HardHats for Highways here

OSHA Stand Down -- Fall Protection 

  

 The 2014 OSHA Stand-Down for Fall Protection was a great success this year. NUCA of NM and other sponsors - see them listed to the left - held a two hour training on June 2nd with approximately 45 in attendance from several companies. Overall, 500 NUCA of NM members stood down for safety and fall protection during the week of June 2nd.

Train the Trainer 

 NUCA's Train the Trainer Program is scheduled for July 21-25, 2014

 

To qualify as a NUCA instructor, applicants must have experience in the construction industry, be an OSHA instructor or possess a strong knowledge of OSHA standards, have had prior experience instructing classes or groups, and be willing to make a commitment to the industry. NUCA membership is required before attending the class or the applicant must be sponsored by and work for a NUCA member in good standing.

If you would like to be considered for the NUCA instructor programs, please complete the Train-the Trainer (TTT) application no later than June 23 for training scheduled July 21-25 in Coppell, Texas, and fax it and supporting documentation to the NUCA office at (703)358-9307 or email it to gkennedy@nycap.rr.com.  The application form will be made available each year a few months before the training is held.  If you have any additional questions, please contact George Kennedy, Vice President of Safety, at (518) 885-2560 or gkennedy@nycap.rr.com.
