- PAB Legislation: Congressman Tom Reed (NY-23) has agreed to introduce legislation this Congress to lift the volume cap on Private Activity Bonds (PABs). NUCA of NM has sent a letter of support and followed-up with NM's Delegation in support of raising the cap. This was a major topic of discussion during the NUCA Washington Summit in May. The letters collected from chapters across the country will be used to show Ways and Means Committee Chairman Dave Camp (MI-4) the importance of water infrastructure funding with the goal of introduction and inclusion in larger legislation.
- New Mexico One Call Law: As a result of House Bill 494 which NUCA of NM supported, changes have been made to the NM One Call Law and the changes will be introduced to the PRC in the next week or two. For a copy of the actual proposed changes, please contact the NUCA of NM office at 505 888 0752 or nucanm@qwestoffice.net. The proposed changes include the following:
- Changing the 12X18 inch marking zone to 18X18. This change brings New Mexico to match the Common Ground Alliance's Best Practices on marking zones.
- Positive Response will also be a part of the One Call Law.
- Changes to meetings for wide area locates.
- Public Private Partnerships (P3s): An interim committee will be meeting during the summer to prepare legislation for the 2014 Session. In 2013, the P3 legislation passed the House but ran out of time in the Senate. There were some concerns from lawmaker which will be addressed during the interim committee. NUCA of NM Executive Director Jane Jernigan will be participating in the meetings.
- Water Resources Development Act: The Senate passed this legislation and it awaits action in the House Committees.
- Resident Veteran's Preference: The Military & Veterans' Affairs Interim Legislative Committee will be taking another look at the resident veterans procurement preference passed during the 2012 legislative session. Any information, opinions, or input you can provide regarding how the law is being implemented across jurisdictions and what level of impact it is actually having on contract awards would be appreciated and forwarded to the committee.
