Membership Dues Renewal: If you haven't done so already, please take a moment to send in your renewal dues payment for your 2013 membership. March 31, 2013 is the drop date for membership, so your membership benefits will no longer be available after this date without a dues payment. Please call me if you need additional time or would like to make payments as that is perfectly acceptable too!  Jane at 888 0752. 

 

 

Legislative Session: February 14 was the last day to introduce legislation and there were over 1500 bills introduced which includes 50 dummy bills which are blank bills to be used for emergency purposes only. Over the years, these 'dummy bills' have been used to sneak in legislation as every title is the same. It's an extra challenge to make sure these bills are not passed through committees under the radar, but it's become a normal part of the legislative process. 

NUCA of NM is currently working on over 50 bills that effect business and/or industry. There is only one week to go and the process is a bit overwhelming for everyone at this point with so many bills to consider and debate. Watch your email box for updates on Mondays and also join us on March 28, 2013 for breakfast with Lt. Governor John Sanchez for a legislative wrap-up. More details coming very soon. 

 

NUCA: In February, I attended the NUCA Convention in Phoenix, Arizona representing NUCA of NM. The event was full of relevant and informative seminars, educational sessions, networking and visiting with NUCA's vendors and members. The 2014 Convention is in the works and as soon as details are released, I'll update you on the details.

 

--Washington Summit -- The annual NUCA Washington Summit is scheduled for May 7-9 this is always a very worthwhile trip. The cost to fly in is quite affordable right now as Southwest Airlines is having a sale and now flies right into Reagan International Airport. Community Workforce Agreement Repealed by Santa Fe City Council 
 

After eleven long months of testimony, emails, phone calls, letters, and meetings, the Santa Fe City Council voted to repeal the Community Workforce Agreement (CWA) Ordinance that they passed back in February 2012. There were no projects run under the CWA and no projects will be subject to it either. The repeal ordinance vote passed with a 5-3 vote after hours of testimony from the public and councilors. Councilors Trujillo, Wurzburger, Rivera, Dominguez, and Dimas voted for repeal while Councilors Calvert, Ives and Bushee voted against it. Discussions have been heated and lively over the course of the debate, and it was not an easy decision for some councilors.

 

The CWA would have required any company bidding a project over $500K in the City of Santa Fe to sign a collective bargaining agreement and essentially become unionized for the duration of the project. Objections came strong and steady from the construction industry considering that less the 6% of the construction industry in New Mexico is currently unionized. 

 

Advocates of the CWA promised higher wages, a safer workplace, on-time projects, and training; however, testimony throughout this eleven month process proved that these allocations are not reserved for union companies alone. Both union and non-union construction companies must pay prevailing wages, adhere to strict safety standards, and penalties may be assessed for projects that exceed time expectations outside of agreed upon change orders. Training is offered and utilized in both union and non-union companies as well. "With respect to the stated intentions of the CWA (bringing projects in on time and on budget, providing worker safety and ensuring prevailing wage payment), no evidence was presented that the city of Santa Fe previously failed to meet these goals." Mayor Pro Tem Wurzburger (02/24/2013, Santa Fe New Mexican, Editorial). The taxpayers would have lost out too if this ordinance had not been repealed since the Santa Fe Economic Development Department estimated that CWA would have cost an additional 3-5 million dollars in its first few years alone.

Education Committee Out Educating 

 

In February, volunteer members from the Education Committee, Lisa Leyva, Golden Equipment Co.; Alex Candelaria, Highway Supply LLC; Glen Lohman, Baker Utility Supply; & Ron Fernandez, Sundance Mechanical and Utility, attended the Ernie Pyle Middle School Career Fair. 

 

Students come through the cafeteria in classes and get to visit with each booth and talk about jobs and careers. NUCA of NM members love talking about their industry and telling the kids how many different jobs are available. Most kids that we talk to have a family member in the construction industry. As a way to get the more shy kids to open up, we ask some construction trivia questions. The first member to email the correct answers to nucanm@nucanm.org will get a free lunch at any upcoming membership meeting.
