"Is this really a democracy?" The question came up when the Hayward City Council recently discussed requiring private property owners to pay for clean-up or be fined if someone illegally dumps debris in front of or near their properties.

The Hayward City Council will discuss this issue again tonight/Tuesday November 13th at 7 p.m.
There is a problem with dumping but penalizing adjacent property owners isn't the right solution. Going after those who illegally dump must be enforced.
