The 2013 Headwaters to Ocean (H2O) Conference registration is now open. The conference consists of roughly 100 presentations with the latest information relating to coasts, oceans, beaches, wetlands, rivers and watersheds.

May Revision MayRevision
Yesterday Governor Brown released the May Revision which proposes to spend $96.4 billion. The revised budget is $1.3 billion more than the FY 2012-13 budget released in January. The budget for natural resources is only $2.1 billion of the total budget and, although most categories saw an increase in funding, local governments took a big hit in the May Revision. One proposal, to loan the state general fund $500 million from California's cap-and-trade program, which was designed to reduce green-house emissions, is opposed by a number of environmental groups. It is ironic that the state would delay programs to reduce global warming in light of the article below about California having the nation's second highest level of energy-related emissions of carbon dioxide. We will continue to follow the state budget as the governor negotiates with the Legislature on a final spending plan. -- WAVE Editor, Steve Aceti

Draft Statewide Order for Composting Facilities
A 3-page handout summarizing the requirements for the Draft Statewide Order for Composting Facilities is attached and is also available for download online at: http://www.waterboards.ca.gov/water_issues/programs/compost/.  The contents in the handout will be discussed in detail at the informational meetings scheduled as follows:

Deadline to Submit Abstracts for ASBPA's Fall Conference is May 17th

 

Please consider submitting an abstract for the American Shore and Beach Preservation Association (ASBPA) 2013 National Coastal Conference, October 22-25 at the Isla Grand Resort in South Padre Island, TX. The deadline for abstract submission is May 17th. Students are especially encouraged to submit an abstract for oral presentation OR poster presentation. ASBPA is the nation's first organization to promote science-based policies for the preservation of coastal areas. The theme of the 2013 conference is "Responding to Waves of Change."   

 

Technical and policy-oriented PowerPoint presentations or posters are invited for a broad range of coastal issues related to changes in coastal ecology, erosion, engineering, and economics.

DWR Seeks Public Comment on Draft California Flood Future Report

  

The California Department of Water Resources (DWR) is seeking comments on the public review draft of California's Flood Future: Recommendations for Managing the State's Flood Risk, which was released April 3, 2013. This report was developed by DWR and the U.S. Army Corps of Engineers to provide a look at statewide exposure to flood risk and to identify and address the barriers to improved flood management.

California Sea Grant Announces Funding Opportunities

There are two funding opportunities open through California Sea Grant:
  1. Delta Science Fellowship Application - deadline May 20, 2013. The aim of the program is to bring together junior scientists with Delta agency scientists and senior research mentors in collaborative data analysis and research projects relevant to Delta policy and management, including analyses of the immense monitoring database collected and maintained by the implementing agencies.   2. The North Coast MPA Baseline Program Request for Proposals is open from April 24 through August 14, 2013. This program is a collaboration among the MPA Monitoring Enterprise (Monitoring Enterprise), a program of the California Ocean Science Trust (OST), California Department of Fish and Wildlife (DFW), California Ocean Protection Council (OPC), and California Sea Grant (Sea Grant). Members of the North Coast community, including North Coast Tribes, elected officials, scientists, ocean users, and interested members of the public, informed the development of this RFP. Administrative Draft EIR/EIS Released for BDCP

 

A 20,000-page consultant-prepared document describing the potential environmental effects of the Bay Delta Conservation Plan was posted May 10 on the BDCP website. The consultant draft Environmental Impact Report and Environmental Impact Statement (EIR/EIS) provides a preliminary view of the potential effects of the plan and alternative ways to address water supply reliability and ecosystem restoration in the Sacramento-San Joaquin Delta. Federal, state and local agencies are reviewing the document in preparation for an October 1, 2013 release of the public review draft of the EIR/EIS, which also will mark the beginning of the period for formal public comment.

Senate Committee Hearing to Focus on Drinking Water Program State Revolving Fund

The Senate Environmental Quality Committee is holding a special hearing at the State Capitol this morning (May 15, 2013) on the state's drinking water program. The hearing is expected to focus on the status of California's safe drinking water State Revolving Fund. The hearing agenda is available here. [Source: ACWA]

Japan Tsunami Marine Debris Found in California

 

NOAA is leading efforts with federal, state and local partners to collect data, assess the debris and reduce possible impacts to natural resources and coastal communities. A portion of the debris has already begun to reach U.S. and Canadian shores, and is expected to continue over the next several years. Marine debris is an on-going problem with everyday impacts, especially around the Pacific, and natural disasters can make the problem worse. Local authorities should be notified of significant sightings at sea or on shore, and sightings should also be reported to DisasterDebris@noaa.gov.
