Lincoln/Ashland/Belmont ReconstructionThis past Tuesday, CDOT held a public meeting in partnership with Ald. Tunney, Ald. Waguespack, and me to announce plans to reconstruct and make improvements to the intersection of Lincoln Avenue, Ashland Avenue, and Belmont Avenue along with others to the south. Jumping Jack Application NOW ONLINE - Applications Accepted Starting April 13As summer approaches, more and more block party applications are being submitted to my office. You can get this year's application packet by clicking here, or simply come into the 47th Ward Office to pick one up.
The Department of Cultural Affairs and Special Events announced that the 2016 Jumping Jack application will now be completed online. The easy online process is accessible by computer, smart phone or tablet. This new process will expedite handling applications more efficiently. Applicants will no longer have to wait several days/weeks to receive notification of availability.
Applications will no longer be accepted in paper form, email or fax. Applicants will not be able to select a date once that date has already reached capacity. All applicants will be notified via email within approximately 48 hours of their submission and followed up with a phone call to confirm delivery details. The Jumping Jack Program will operate on Saturdays and Sundays only - from May 28th through August 28th. As always, the Jumping Jack will be reserved for residential block parties only. Please remember, the Jumping Jack applications are accepted on a first come first applied basis with limited available units for each given day. The new online Jumping Jack process will open on Wednesday, April 13 at 9am. Click here for complete information, or to complete your application (beginning April 13). If your block hasn't held a block party before, 2016 is your year! To hold a block party for the first time all you need to do is circulate a petition amongst your neighbors acknowledging their support for the event. Then submit the petition along with your application packet to my office. The petition process ensures that a majority of residents support the event, and will help you plan the block party. Block parties are a great way to get to know your neighbors. And knowing your neighbors fosters a safer and more connected community. Have a great weekend!  |

LV2 Cubs Night Game Parking
The Cubs home opener and first night game will be on April 11th. We expect that LV2 passes will be in the mail to residents, and arrive at our office next week.
We will send out an email once the passes are available.
In addition to our regular office hours, we will hold two additional times for people to pick up their LV2 passes. On Saturday, April 2, the 47th Ward Team will be at Resurrection Covenant Church (3901 N. Marshfield) from 10am to 12pm issuing passes. We will also have later office hours from 5pm to 7pm on Wednesday, April 6.

Aldermanic Summer Internship Program
The 47th Ward office is now accepting applications for one paid summer internship running from June 6 to August 12 (ten weeks). The selected intern must have completed at least one semester or quarter of college during spring of the current year in an accredited program and must be able to show proof of Chicago residency at the time of hire. The pay per hour is $9.50 for undergrads and $10.50 for grad/law students. Internship projects could cover a range of issues such as public safety, schools, transportation, zoning, housing, public art and business development. Applicants should send a resume and cover letter highlighting relevant experience & skills and explaining specific interests to Ernie Constantino via ernie@chicago47.org.

New Anti-Discrimination Protections for Veterans & Military Personnel
Housing applicants who are rejected by landlords refusing to rent to military personnel or who refuse to accept the G.I. Bill as payment for rent will be able to file a complaint under a new legal protection in Chicago. Similarly, Individuals who are passed over for a job or a promotion because they are a current or former member of the military have a local recourse against the discriminating employer. Chicago has amended its Human Rights Ordinance and Fair Housing Ordinance to address discrimination targeting current and former members of the military. Discrimination on the basis of military status is now prohibited in the City of Chicago in all areas under the Commission on Human Relation's jurisdiction: employment, public accommodations, credit transactions, bonding and housing. This protection includes discrimination targeting individuals on the basis of his/her military discharge status and extends to individuals who are on active duty, or in any reserve component of any branch of any state or Federal armed forces, or a veteran thereof.

Cook County Assessor Disabled Veteran Exemption Information
It has come to our attention that some disabled veterans in Cook County who are eligible for complete (100%) exemption from property taxes are having difficulty getting their banks/mortgagors to eliminate monthly payments into the tax/escrow portion of their mortgage accounts. The Cook County Assessor's Office (CCAO) thanks all veterans for their service and is happy to help address this problem.
As you know, the disabled veterans eligible for complete exemption are those whose service-connected disability is 70% or more. CCAO has composed a letter which will be customized for each veteran to provide to a lender proof of complete exemption. Our letter states particulars including approval for and application of the complete exemption, State of Illinois (IL) law and Illinois Department of Revenue (IDOR) policy and other details.
Please instruct all disabled veterans qualifying for complete exemption to contact the Cook County Assessor's Office at 312-443-7550 to provide the following information for inclusion in his/her customized letter:
- Name of disabled veteran receiving full exemption
- Property Identification Number (PIN) of the parcel for which the exemption has been approved
- Name and address of the lender (bank, mortgagor)
- Loan number of the disabled veteran's mortgage
Disabled veterans should please remember that the Disabled Veterans Homeowner Exemption must be applied for each year. Applications are made to the Cook County Assessor's Office with accompanying VA certification of the vet's level of disability.

GROWCommunity marked March by coordinating a series of visits to feeder elementary schools by high school 'student ambassadors' from Amundsen and Lake View. For some of the high school students, this was a chance to return to their elementary school alma mater -- always fun!
More importantly, the visits were an opportunity for middle school students to hear firsthand from current Amundsen and Lake View students about the transition from elementary to high school and the wide range of academic and extracurricular opportunities at both high schools. Lake View's Conspiracy Theory Club and travels by Amundsen's French Club to Paris drew 'oohs and ahhs' from the crowd. The
middle-school students had no shortage of questions, asking about everything from navigating a much bigger school building to the typical homework load to opportunities for budding artists and athletes and everyone in between.
GROWCommunity is particularly looking for volunteers to support our activities in marketing/communications and fundraising and development, but we welcome all volunteers. Compared to the methods that are most commonly used to control rats, which are not only short-term solutions; they are also ineffective because if one rat is eliminated by poisoning, another will take its place. Montrose Metra Community Gardens will be holding a Spring Planting & Clean Up from 10am-12pm; bring the kids and enjoy a day in the gardens with neighbors: southbound Ravenswood from Montrose to Berteau. Or head over to Chase Park to lend a hand to their clean-up efforts. Have extra plastic bags in your house? Take these items to the local Jewel: plastic grocery bags from any retailer, dry cleaning bags, produce bags, trash can liners bread bags. These recyclables are used to make durable fencing and decking. Another win-win-win: keeping these out of the garbage, getting them out of your house and creating items that are good for the environment.

With winter comes SNOW! Please be a Snow Angel for an elderly neighbor or a neighbor living with a disability in a single family home. All that is required is when the snow is over 2", shovel the front walk and stairs. The reward comes from the great feeling you get from helping a neighbor.

Friendship Pet Food Pantry (FP2) FP2's priority wish list includes dry cat food and Friskies canned cat food. Lawrence Ave.) on Thursdays from 2 to 5 p.m. In 2016, pet food distribution will shift to the third Saturday of every month, from 9 to 11 a.m. Any one high-school age or older is welcome to volunteer, though a brief training is required. Thanks to the 47th Ward partnership with Metropolitan Water Reclamation District & Chicago Historic Bungalow Association. You may request up to 4 rain barrels! The next helpful step you can take is to plant a rain garden for your overflow; instead of having water in your basement, alley or the street.
There is less open land in our neighborhood, with that comes more water with nowhere to go. Our streets are designed to hold water, then to slowly drain - but with these larger rain events there is more water than our combined system can handle. Does your alley flood? Does storm-water runoff from your garage go into the alley; does it seem that there is more water on your property than ever before? Talk to your neighbors. Help one another to disconnect gutters. Western Avenue Viaduct Removal Project
The half-century old viaduct over Belmont on Western Avenue has been deteriorating for some time, and is reaching the end of its useful life. CDOT hosted an open house to discuss their plans to remove this viaduct.
This project will not only remove the viaduct, but will also rehabilitate the Western Avenue Bridge over the Chicago River, reconstruct/resurface the roadway on Western from Jones to Waveland, provide 13'-wide sidewalks, add a third travel lane in each direction during peak hours, provide over 80 new on-street parking spaces, and make pedestrian-minded intersection improvements like the addition of countdown timers and pedestrian refuge islands at unsignalized crossings. This project is expected to take 18-24 months to complete, and traffic lanes on Western Avenue will be reduced/shifted during the various phases of the project to allow for this work.
Work on Stage 1 will continue through August 2016. There will be one lane of traffic open in each direction of Western Avenue for the duration of this work.
Starting Monday, March 28th, the contractor will begin sewer work between Addison and Roscoe. The sewer work extends down the center of the roadway. This will limit the ability for Western Ave motorists to make left turns for approximately a 4 - 6 weeks. The contractor will be patching the roadway and constructing the new raised medians behind the sewer work. During this time, the Lane Tech parking lot will only be able to be accessed from southbound Western Ave. Signs will be installed indicating that left turns are prohibited across the work zone. Left turns will still be able to be made at Addison and Roscoe. Stage 1, currently underway, includes: removal of the viaduct (complete), deck replacement on the River Bridge, and roadway construction. The work zone during this phase will extend from the south approach of the Chicago River Bridge north to Roscoe. During this time, there will be only one lane in each direction along Western Avenue. This is the most severe restriction in place during the project, and will last approximately 5 months. Once stage 1 is completed, there will be two lanes of traffic in each direction for the remainder of the project (approx. 18 months). 47th Ward Infrastructure Update
Water Main Replacement Lincoln Avenue from Belmont to Addison, Marshfield from Roscoe to School, Newborth from Ravenswood to Lincoln & School from Marshfield to 130' east of Marshfield
Contractors working with the Department of Water Management are replacing the water mains from 1890 under the streets detailed above. The contractor has capped the trench and restoration is mobilizing. No Parking will be posted M-F from 7am to 4pm where needed for curb and sidewalk work. No parking will be staged to the greatest extent possible. For more information, please click here. Water Main Replacement Damen & Lincoln from Addison to Irving Park
Contractors working with the Department of Water Management have replaced the water mains from 1890 under Damen & Lincoln from Addison to Irving Park. Contractors have capped their trench with concrete on Lincoln. Full restoration will come when the weather warms in the Spring. For more information on this project, please click here.
Sewer Main Replacement for Wolcott from Lawrence to Winnemac
Contractors woking with the Dept. of Water Management are replacing the sewers from 1905 under Wolcott from Winnemac to Lawrence. Temporary concrete is in place and parking is restored on the 4800 block. Crews have resumed installation of sewer main on Wolcott from Ainslie to Winnemac. The 1800 block of Argyle can be accessed via the N/S alley just east of Wolcott. Sewer installation is expected to be complete in mid or late April 2016. At that point, the contractor will mobilize to begin restoration. Final asphalt, concrete, and landscaping restoration is expected to be completed in May of 2016. Metra Project- Phase II Metra and Union Pacific expect to start construction on the second and final phase of their project along Ravenswood in late 2016 or early 2017. The project is expected to last approximately 3 years and this work is funded by the Federal Transit Administration. Phase II work on the east side will mirror much of the Phase I work on the west side, which was completed in 2015. Phase II includes the construction of a new inbound Ravenswood station on the east side of the tracks between Leland and Lawrence, and the replacement of 11 bridges on the east side of the tracks from Grace up to Balmoral. Design and engineering work is being completed and the project will go out to bid this spring/summer. A community meeting will be scheduled for this summer to notify residents and businesses of the work that is planned.
