Dear Neighbor,

On Tuesday, Mayor Emanuel delivered his annual budget address to City Council. Over the coming weeks, I will be participating in hearings at City Hall on the proposed budget. In addition, I will be hosting three town halls to discuss the proposed budget with you. See the flyer below for town hall information.

As always, I will provide you with an analysis of the budget, and how I will vote in an upcoming newsletter. While I have questions about certain elements of the budget, the tough decision on raising property taxes to fund police, fire and other municipal pensions has to be made to stabilize the city's finances. Kerry Wood Cubs Field 
Yesterday, we cut the ribbon for the Kerry Wood Cubs Field. After breaking ground in 2012, there were many fits and starts for this project, but I am proud that we have finally completed this great addition to the 47th Ward.

I want to thank the Chicago Cubs, Kerry and Sarah Wood, Governor Pat Quinn, Mayor Emanuel, Senate President John Cullerton, Chicago Park District, Chicago Public Schools, Turner Construction, DeVry University and DePaul University for their hard work and partnership. It took many intense discussions, coordination, a legislative process, and environmental clean-up to bring over $7 million together from various government entities and the private sector to make this project possible. I also want to thank the Clark Park Advisory Council for their vision and advocacy on behalf of Clark Park and the community. Most importantly, our high school baseball teams in Chicago will now have a place to call home during the IHSA playoffs each year.


47th Ward Health & Wellness Event

Tomorrow, Saturday, September 26th, my office is partnering with the Chicago Department of Public Health, the Chicago Public Library, Forward Chicago and local healthcare providers for the 47th Ward Health and Wellness Fair taking place at Sulzer Library from 10am to 2pm. At this fair, you can receive free flu shots provided by the Chicago Dept. of Public Health, and health screenings from many local healthcare providers. For more information on this event, see the flyer immediately below this letter.  I want to thank the 47th Ward Senior Council, Forward Chicago, and Dara Salk for organizing this event.

PAWS Chicago THANKS LINCOLN SQUARE
PAWS Chicago is proud to announce that the conducted 70 adoptions last Saturday in Lincoln Square. Seventy formerly-homeless animals, at risk of euthanasia, were saved.  THANKS TO YOU!

Because of the incredible, ongoing support that PAWS Chicago has received, they are deeply grateful for all the energy, promotion and hosting that the merchants of Lincoln Square have offered us. PAWS Chicago will conduct more than 6000 adoptions, nearly 20,000 low/no cost spay/neuters and helped reduce euthanasia in Chicago by 77% since our inception. Thank you very much for helping to save even more lives this year!!

Cubs season is in full swing. The map of the LV2 parking area can be found on our website.

 

You can come into our  office any time during normal business hours to pick up your passes.  Bring proof of residence along with your license plate & city sticker numbers.Complete information on LV2 and what you'll need to bring with you is available on our website.

Help the Chicago Police Department Fight Crime Anonymously
Chicago residents can now ANONYMOUSLY and SAFELY send text messages to the Chicago Police Department to report crimes they are witnessing from your cell phone to help rid your community of crime with TXT2TIP.
  1.  Create a new text message or sms text on your cellular phone
  2. Enter the number 274637 in the "TO" line
  3. In the message box, type the word CPD, a space, and then your crime tip information
  4. Hit "send" to send the text message
After you have sent the message you will receive a system generated message back on your cell phone acknowledging your tip.  Your identity will not be sent to the Chicago Police Department!

As always if you see a crime in progress or need to report an emergency, you can also call 911.
To make an emergency call in Chicago:  
  • A call taker will answer the call and write down the information you provide. 
    Note: For persons who speak languages other than English, the AT&T Language Line provides interpreters in more than 140 languages.  
  • Remain calm-speak slowly and clearly.  
  • Explain what type of emergency you are reporting. If the crime is taking place while you are calling, tell the call taker the incident is in progress.  
  • The call taker will request your name. However, you do not have to identify yourself when reporting a crime, unless you yourself are the victim of the crime. 
  • Give your location, if it is different from the scene of the emergency. 
    Note: In some instances, you may not want the police to come to your home or otherwise identify you as the person who made the call. Expressly tell the call taker if you do not want the police to come to your home.  
  • Give the phone number you are calling from.  
  • Stay on the line, while the call taker passes your information to the dispatcher, in case there is additional information or instructions.

Small Accessible Repairs for Seniors (SARFS)  
The Small Accessible Repairs for Seniors (SARFS) program provides safety, security and accessibility improvements that help senior citizens to remain in their homes. Repair types are limited to minor repairs that may include, but are not limited to:
  • Grab bars
  • Lever faucets
  • Door repairs
  • Carbon monoxide detectors
  • Smoke detectors
  • Wheelchair ramps
SARFS is for Chicago seniors who earn no more than 80 percent of the area's medium income and are at least 60 years of age. Qualified recipients may be owners or renters residing in a one- to four-unit building (a renter must have permission from the landlord and the landlord needs to certify that he or she will not increase the rent as a direct result of SARFS improvements).
Delegate agencies, under contract to the Department of Planning and Development are available to assist seniors with the following:
  • Application process
  • Make on-site assessments to determine service needs
  • Provide limited home improvements at no cost to the applicant
Residents must provide proof of age, income, and ownership, or owner/agent approval at time of application.

One of the reasons we moved to this area is because of the neighbors who were already here. They were involved in the neighborhood; advocating & caring for one another, the parks, streets, schools, churches. Now we're stepping up, attending to these same issues; keeping our neighborhood one of the best places to live in Chicago.

Many thanks to next-door neighbors and GWCA members Donna & Terry, for replanting the bio-swale with native plants at Clark and Berteau Streets. These plants will help to keep the area from flooding.
 
Interested in shaping the future of the Chicago River? Join in a conversation with Great Rivers Chicago. Please adopt the sewer on your block. Clean the top; remove leaves/debris from the street. This will keep the water flowing - slowly flowing. Does the sewer on your block drain gradually over 24 hours? If so, it is working perfectly. The sewer is built to keep water in the street so our basements don't flood. However, if it doesn't drain in 24 hours, please call us.

Doctors recommend that everyone over 6 months of age receive a flu shot. Take advantage of free flu immunizations, presentations by health care providers and many health screenings on Saturday, September 27 at Sulzer Library, 10am -2pm
  
Have you been by the new Montrose Metra Community Gardens? There is a reason the name is plural. Not only are there many vegetable gardens there are also various gardens being created. One of these is on the ground level in front of the vegetable plots. Fight for the return of the #11 bus continues! Many people have been diligently working to restore the #11 bus. For months the 31/11 Coalition of north and south-siders have gone to the CTA Board Meetings and spoke passionately about the loss of our buses. Aldermen Pawar and Thompson will speak to the board on October 14.

FREE, yes FREE, Rain Barrels are available to everyone who wants to disconnect their downspouts. Thanks to the 47th Ward partnership with Metropolitan Water Reclamation District & Chicago Historic Bungalow Association. You may request up to 4 rain barrels! The next helpful step you can take is to plant a rain garden for your overflow; instead of having water in your basement, alley or the street.

There is less open land in our neighborhood, with that comes more water with nowhere to go. Our streets are designed to hold water, then to slowly drain - but with these larger rain events there is more water than our combined system can handle. Does your alley flood? Does storm-water runoff from your garage go into the alley; does it seem that there is more water on your property than ever before?

Safe Cycling Classes
Are you interested in the fun and convenience of bicycling but feel nervous about getting out on 2-wheels? Consider taking the Save Cycling Class, a 3-hour introduction to the basics of riding a bike safely in traffic, offered by the Active Transportation Alliance. Covering the rules of the road for cyclists, handling intersections, commuting tips/tricks, as well as picking out the right bike and basic maintenance, you will spend 1/5 hour in the classroom & 1.5 hours in a practice area before practicing on low-traffic streets. Used games for Sulzer Library's Game Night, eyeglasses, unwanted CD's can become part of an art project. Artists and teachers need them. Bring these to the alderman's office.
47th Ward Infrastructure Update

Lawrence Avenue Streetscape  

LANDSCAPING UPDATE: Plants were installed in the stormwater infiltration planters along the project corridor from Western to Clark.  All of the planter areas were cleaned out and replaced with new topsoil prior to planting and new sod was also installed. Landscaping continues as the dead and damaged trees, which are under warranty, are being replaced along the corridor. Supplemental waterings will also be provided. A few remaining trees and plants that were not previously available at the nursery will be planted by the end of next week. The planters are designed to sit lower than street level in order to help capture stormwater and help mitigate flooding... and excess water is diverted to the pipe underdrain system to reach the trees. Once the plants establish themselves, they will grow and fill in the planter areas.
 
CONCRETE UPDATE: There have been some issues with sidewalks and curbs/gutters spalling and the contractor recently removed and replaced a number of sections along the corridor as part of Phase I.  We will provide scheduling details for Phase II once these are provided by the contractor. The contractor will be working on restoring parts of the project that were affected by recent concrete work, which includes pavers and planter railings.
 
PUNCH LIST ITEMS UPDATE: The stamped asphalt project to connect Claremont Plaza to Giddings Plaza was recently completed. Work on a new fence to shield the dumpsters in Claremont Plaza has begun and will be completed by the end of next week. Remaining punch list items will be completed shortly.
 
As always, pay close attention to parking restrictions.
  
Ravenswood Metra Station
  • The new station opened in early May (west side, for outbound trains)!
  • Metra Phase II: Design and engineering work is currently being performed for improvements to the east side of the tracks and will be put out to bid once complete. Construction of the 11 new bridges and new station (east side, for inbound trains) is expected to start in spring 2016 will last approximately 18 months. Work on the east side will move faster than on the west side since the track is currently in place there and extensive retaining wall work is not necessary.  The middle track will also be removed as part of this project.
Water Main Replacement Damen from Irving Park to Montrose, Cullom from Lincoln to Damen and Pensacola from Lincoln to Damen
Contractors working with the Department of Water Management are replacing the water mains from 1891 under Damen from Irving Park to Montrose, Cullom from Lincoln to Damen and Pensacola from Lincoln to Damen. Contractors have capped all of the trenches and the replacement is complete. Restoration of curbs, street surface and landscaping will occur in the coming weeks. Where needed, Parking will be restricted M-F 7am to 4pm and restrictions will be staged to the greatest extent possible. For more information on this project, please click here.   
 
Water Main Replacement Oakley from Addison to Cornelia, Claremont from Addison to School, and Roscoe from Western to Leavitt 
Crews from the Department of Water Management are replacing the water mains from 1889 under Oakley from Addison to Cornelia, Claremont from Addison to School and Roscoe from Western to Leavitt. Sewer Main Replacement for Wolcott from Lawrence to Winnemac
