Dear Neighbor,
In December of 2012, I introduced an ordinance with Ald. Pat Dowell and Ald. Michele Smith to create an independent budget office for our City Council. We introduced the legislation to create an office that would ensure an independent evaluation of the annual budget, major public policy proposals and public private partnerships. Had such an office been in existence in 2008, we likely could have prevented the passage of the parking meter deal. The legislation to create the office passed in December of 2013. Today, I am pleased to announce that after working for nearly a year with Chairman Carrie Austin, Ald. Dowell, Ald. Smith, and the oversight committee (established to oversee the independent budget office), we hired Ben Winick as the first-ever director for the City Council Office of Financial Analysis (COFA). Mr. Winick's appointment sailed through City Council on Wednesday with a unanimous 50-0 vote. The creation of this office was supported by the editorial boards of the Chicago Sun-Times and Chicago Tribune. In fact, the Chicago Tribune billed the creation of the office as "bona-fide reform." The hiring of Mr. Winick will launch this reform effort. Mr. Winick will bring a significant amount of experience to City Council. Mr. Winick has served as: Vice President of Innovation Illinois, the former Chief of Staff and Acting Director at the State of Illinois Department of Management and Budget, and as a Senior Advisor to Governor Quinn. Mr. Winick will leverage his experience to lead COFA in providing independent analyses on the following: - a financial analysis of the Mayor's proposed annual budget;
- an annual budget options report of potential cost saving reforms and efficiencies;
- a summary and analysis of the city's annual audit;
- a review of proposed public-private partnership agreements or asset leases;
- an annual report on the council financial office's activities;
- a review of the annual financial analysis;
- an analysis of rating agency actions; and
- a quarterly report of all fiscal impact statement prepared in that quarter; and
- other analyses upon the request of the Chairman of the Committee on the Budget and Government Operations.
Chicago is now the 4th City in the country to create such an office! The creation of the Council Office of Financial Analysis represents a major structural reform in city government and I want to thank Mayor Emanuel and Chairman Austin for their partnership and leadership on this effort. I also want to thank Ald. Dowell and Ald. Smith for working tirelessly with me since December of 2012 to pass this important reform legislation. And finally, I have to thank my wife, Charna Epstein - she gave me the idea for the legislation and then pushed me to introduce the ordinance. Most importantly, her counsel and advice over the last three years proved invaluable. Plastic Bag Ban Begins August 1st - TOMORROW
Last year, the City Council passed an ordinance that will prohibit stores over 10,000 square feet in area from using the ubiquitous thin plastic bags starting tomorrow, August 1st. These bags are a major source of pollution and this elimination will help protect Lake Michigan and our environment. Please remember to bring reusable bags when you make a trip to the store. The ban will go into effect for smaller stores on August 1, 2016.
Water Main Replacement - Damen from Montrose to Irving Park
Contractors working with the Department of Water Management will begin replacing the water mains from 1891 under Damen Avenue between Montrose and Irving Park, Cullom Avenue from Damen to Lincoln, and Pensacola Avenue from Damen to Lincoln on Monday, August 10th. Packets have already begun being circulated to residents. Parking will be restricted on the affected street(s) Monday through Friday from 7am to 4pm. Traffic will flow on Damen Avenue during this work and bus service will be uninterrupted. We will continue to update you via the 'Infrastructure Update' section of the newsletter. Restoration of the affected portions of the street is scheduled to take place before the winter.

From our Riverbank Neighbors who volunteer to care for the riverbank. There will be a riverbank workday on the east side of the river, from Berteau to Pensacola this Saturday, August 1, from 9-12:00. We will be building fences and retaining walls, watering, and weeding. Many hands would be welcomed.
There will also be workdays on the following Saturday, August 1, same times. This year we have planted thousands of new native plants on our bank, mainly on the new areas created by the bank stabilization project. We have also installed beautiful new fencing and stairways. Many more are planned, including sturdy benches to rest on along the river's edge. Please remind visitors to stay on the pathways provided, and not to enter planted areas. 47th Ward Infrastructure Update

Lawrence Avenue Streetscape
- Landscaping work has been delayed, but will soon be performed along the rest of the project. Sod will be installed in mid-July since the original shipment was of poor quality and new topsoil will be added before plants are installed. Dead and damaged trees will also be replaced along the entire corridor. As always, please pay close attention to parking restrictions as crews will need to access these areas.
- New stamped asphalt will be installed to connect Claremont Plaza to Giddings Plaza starting Monday at 8am In Claremont Plaza, the brick pavers were adjusted and additional work will include a new fence to shield the dumpsters, which is expected to start in late July.
- There have been some issues with sidewalks and curbs/gutters spalling and the contractor will be removing and replacing a number of sections along the corridor. We will provide additional information on replacement timelines when they become available. This additional concrete work will extend the final project completion timeline.
- The new traffic signal controller at Damen was recently installed and timings have been adjusted. Remaining electrical work, which includes additional traffic signals, is expected to be completed by late July.
- Gateway identifier poles and bike arcs were recently installed and neighborhood identifier poles and banner arms are in place. New benches and trash cans were also installed along the corridor.
- Remaining punch list items (including bike symbol markings) are scheduled to be addressed by mid-August.
As always, pay close attention to parking restrictions.
Ravenswood Metra Station
- The new station opened in early May (west side, for outbound trains)!
- Metra Phase II: Design and engineering work is currently being performed for improvements to the east side of the tracks and will be put out to bid once complete. Construction of the 11 new bridges and new station (east side, for inbound trains) is expected to start in spring 2016 will last approximately 18 months. Work on the east side will move faster than on the west side since the track is currently in place there and extensive retaining wall work is not necessary. The middle track will also be removed as part of this project.

Contractors working with the Dept. of Water Management are replacing the water mains from 1890 under the streets listed above. Concrete has been poured in the trenches on every street except Eastwood. No parking is in effect, where needed, from 7am to 4pm M-F.
