Dear Neighbor,

 

On Wednesday, November 19, 2014, the Chicago City Council passed a balanced budget for 2015. I voted YES on the 2015 budget.

 

Included in the 2015 budget is funding for the Chicago City Council Office of Financial Analysis (COFA). I passed the enabling legislation for the creation of this office with Ald. Pat Dowell and Ald. Michele Smith in December of 2013 - unfortunately, the COFA oversight committee (the committee tasked with hiring the director) was not able to reach a consensus on who to hire to run the new independent budget office. My goal for FY2015 is to work with my fellow members of the COFA oversight committee to reach a consensus around hiring a COFA director. Why? In the coming years, City Council will be making tough decisions regarding pensions, long term debt, basic City services, and vote on major public policy proposals. Obtaining independent analyses of proposals independent of the executive branch will ensure there is a healthy push and pull between the legislative and executive branches of City government. After the parking meter deal, taxpayers deserve a real push and pull and independent analyses of major public policy proposals. Once fully implemented COFA will do just that. The COFA office will be tasked with providing the following to City Council:

  • a financial analysis of the mayor's proposed annual budget
  • an annual budget options report of potential cost saving reforms and efficiencies
  • a summary and analysis of the City's annual audit
  • a review of proposed public-private partnerships and asset leases
  • a review of the annual financial analysis
  • an analysis of rating agency actions
  • other analyses upon the request of the chairman of the Committee on the Budget and Government Operations

I will keep you posted on the COFA hiring process.

 

Now back to the budget. Highlights from the FY2015 budget include:

  • An additional $10 million in funding to double the size of the City of Chicago's pothole repair team and provide year-round maintenance;
  • A $60 million surplus will be taken from TIF districts through the City and be directed back to taxing bodies, this will result in $17 million for the City and $30 million for Chicago Public Schools;
  • $8.8 million in additional city services including snow removal, rodent control, graffiti abatement and forestry services;
  • $16.1 million in funding for summer jobs for 24k youth;
  • $15 million for early childhood education - providing free Pre-K to four-year-old children who qualify for the federal free and reduced student lunch program.

I voted for this budget because it continues to address the City's structural issues without raising property, sales, or gas taxes in 2015. However, without pension reform in 2015, the 2016 budget could result in a large property tax increase and service cuts. In 2015, the focus must turn to Springfield and I know our local state legislators (Senate President Cullerton, Sen. Steans, Rep. Williams, Rep. Harris) are working very hard to pass pension reform. I will keep you posted on their efforts in Springfield and how those efforts impact individuals and families in Chicago.  

 

RALLY TO RESTORE #11 BUS

In December of 2012, the CTA eliminated the #11 Lincoln bus service between the Western Brown Line station and Fullerton.  At that time, I was joined by Com. John Fritchey, State Rep. Ann Williams, thousands of neighborhood residents, local businesses, chambers of commerce and other community organizations in opposing the elimination of the #11 bus. Despite our efforts, the CTA eliminated the #11 Bus (between Western Brown Line and Fullerton).  We have continued fighting this cut and even established a grocery shuttle for seniors with the help of the Ravenswood Station Developers Barrett & Porto.  This summer we launched a survey to gauge the impacts of the #11 bus cut. Thousands of people all over the north side responded and over 80% of the respondents agreed that the line should be restored.  To continue raising awareness and to push the CTA to bring back the bus, I joined Rep. Greg Harris and over a hundred of our neighbors wearing 'Bring Back #11 Bus' t-shirts at the 2015 CTA Public Budget Hearing. (Please note: the t-shirts and chartered buses to transport community members were paid for by the Friends of Ameya Pawar. No taxpayer funds were used.) We made our concerns clear to the CTA board and reiterated our demand to restore the No.11 Bus.


I am so proud of our community for staying vigilant and committed to the restoration of the bus line. The entire budget hearing room was packed with supporters - it was a sea of yellow! Thank you for making your voice heard. After hearing from us, I remain hopeful that the CTA Board and President Claypool will rethink their decision and reinstate the #11 Bus. And until they do, I will continue fighting.

On Monday, November 17, 2014, I filed the necessary petitions and paperwork to run for a second term as Alderman of the 47th Ward. It has been a tremendous honor to serve you, and I hope you will have me back for a second term.

Street Sweeping
From April 1 until December 1 the Department of Streets and Sanitation has sweepers working in the 47th Ward to clear debris and dust from residential and arterial streets.  The schedule for street cleaning on residential and arterial streets can be found on chicago47.org.

If temperatures dip below freezing and/or there is accumulating snowfall, street sweeping is cancelled.  Right now we are projecting street sweeping will continue.  There was a section missed last week due to sweeper breakdown and we are working to have another day scheduled.  Signs will be reposted. 
2014-2015 Residential Pick-up/Van Permits Available

If you are the owner of a pickup truck or van, you need a special permit to park on the residential streets in the 47th Ward.

 

The permits for the 2014-2015 season are now available.  Please bring your registration and city sticker information into our office along with your truck to receive your permit. 

2014-2015 Block Audits Due November 25th

Each year, every ward is allocated $1.32 million in aldermanic menu funds to pay for infrastructure improvements. The 47th Ward's aldermanic menu dollars have been spent for this year, and a full report on last year's process and results is available on our website.  It's now time to begin the process for the 2015 Aldermanic Menu Program. 

  

We give everyone the opportunity to complete an audit of their block. This audit is the first step in our menu process, and provides our office with information on which improvements are needed in particular areas. The block audit for 2014-15 is now online and you can participate by clicking here.  If you, or someone you know, would like to complete this on paper they can pick up a copy from the 47th Ward Office at 4243 N Lincoln Avenue.  We will be accepting completed audits until midnight on November 25, 2014. 

 

The 47th Ward Team will then score the audits in December and January, and we will hold our annual vote for menu spending in February or March of 2015.  We expect the menu submission for 2015 to be ready for submission to the City by April.

Northcenter Companies Partner on new Manufacturing Initiative

DesignHouseChicago.org was founded by Susan Page Estes of the Northcenter Neighborhood Association along with Pam Daniels and Paul Hatch to marry the technologies of manufacturing, design and 3D prototyping in creating goods appropriate for manufacturing locally. A first product, the Reveal picture frame, will be manufactured by Skol Manufacturing on Ravenswood Avenue.

 

As explained by the Chicago Tribune: "A picture frame that grew out of a Chicago Ideas Week event launched on Kickstarter, part of a local design group's efforts to boost manufacturing here. Reveal is an aluminum frame aimed at people who want to print digital photos, and it features perforations where users can insert or remove printed images quickly. Skol Manufacturing, a fourth-generation metal-fabrication shop jn the 47th Ward, will make the product if the Kickstarter campaign succeeds. Ray Skol, president of Skol Manufacturing, said he appreciates the business and the pay-up-front model of Kickstarter."

 

The DesignHouse organization seeks $20,000 for this first production run. Any additional funds raised will be used for further manufacturing research and designing the next opportunity. For more information click here.

The Arts Scene at Queen of Angels Church

The Arts Scene is a concert series at Queen of Angels church located in Lincoln Square. (2330 W. Sunnyside) It will feature quality artists from Chicago and beyond bringing a wide range of sacred and secular music. Ravenswood School

Science Fair Judges Needed on December 9

Ravenswood School is hosting a middle-school Science Fair for its sixth-, seventh- and eighth-grade students on Dec. 9. A lot of volunteer help is needed: We need 30 judges and three scorers (as well as other help). Volunteers can sign up here.

 

You don't need a deep science background to be a judge. All the information you need will be explained in a short training session before judging begins.

 

Winners of the Ravenswood Science Fair will advance to the Regional Science Fair competition and may have the opportunity to compete at the City or State science fairs.

Ravenswood School offers a comprehensive school tour on the second Tuesday of every month that school is in session. A Community Thanksgiving Dinner will be hosted by St. Benedict Church, 2215 W. I am hoping you saw the sand hill cranes flying over the area. Their odd songs/flight formation was a rambunctious event; especially startling as it echoed along the streets and Lincoln Square. It was mid-afternoon during Monday's blowing snow flakes; an unexpected bonus from the cold snap. (I did see & hear them - but didn't know what they were!)

We are fortunate to have many strong Chambers of Commerce in our ward. They represent their member businesses and keep our neighborhoods vibrant, livable and diverse. Please remember to Shop Local this holiday season. Money spent in our communities stay in our communities.


Graceland West Community Association will be cleaning & sweeping up leaves from their corners this weekend. Lake View High School students did the same on Cuyler during the Fall Workday. With so many leaves still on the trees, it is very important that we all pitch in to bag the rest of the leaves before the snow comes and the leaves all freeze on the streets over the winter. We have heavy-duty bags, if you need some.

 

Ravenswood Elementary is collecting new and gently used ballet, tap and jazz dance shoes to support our new dance program and students' learning of various dance styles. To donate, please drop shoes off at Alderman 47th Ward's office or at one of our many neighborhood partners' facilities including Lill Street Arts Center, Old Town School of Folk Music or Ravenswood Community Services.  These shoes will benefit Ravenswood Elementary dancers for years to come as they embark on a journey to learn many styles and techniques of dance.

 

Senior Council looking for members. Are you interested in issues facing our neighborhood seniors, finding solutions and enjoy planning events? Meet others who share your interests and are "doers". Keep the water flowing in your street and avoid ice in the streets this winter. Sweep and bag all of the leaves from your sidewalks and gutters. Put the bags near your garbage cart and they will be taken away.

Used games for Sulzer Library's Game Night, unwanted CD's can become part of an art project. Artists and teachers need them. Bring these to the alderman's office.

Lawrence Avenue Streetscape 

  • Street paving on Lawrence between Ravenswood and Clark was recently completed and thermoplastic striping and stamped asphalt crosswalk markings have been installed along this stretch.  Sidewalks, ramps, curbs/gutters, and bus pads have also been completed, meaning the great majority of hardscape work has been finished along the project limits (Western to Clark).
  • New pedestrian refuge islands (including ADA compliant ramps) have been installed along the entire stretch between Western and Clark.  ADA ramps are being installed to line up with the street crossings at the pedestrian islands.  Damaged trees are under warranty and will be replaced in the spring.
  • The installation of bike racks, chairs, trash receptacles, and benches is wrapping up and new signage is scheduled to be erected by the end of November.
  • Sewer and electrical work continues along the corridor. Most of the new street light poles have been installed and old poles have been removed.  As the remaining poles are removed, these areas will be filled in with brick pavers or concrete.  All traffic signals will also be re-timed this fall to help improve traffic flow and pedestrian countdown clocks will be programmed as well.
  • Landscaping work for fall plantings in Claremont Plaza and elsewhere between Western and Damen has been finished up for the season and the remaining plantings will be done in the spring.  Fencing in Claremont Plaza is expected to be completed by the end of December.  Infiltration planters have been addressed in preparation for the winter.
  • Neighborhood identifiers are expected to be installed on street light poles by the end of December and punch list items are currently being addressed.

As always, pay close attention to parking restrictions.

 


Water Main Replacement for Ashland Avenue between Irving Park and Lawrence

Contractors working with the Dept. of Water Management are nearly FINISHED replacing the water mains from 1897 under Ashland Avenue from Irving Park to Lawrence.   

 

Phase 3 (southbound between Lawrence and Montrose) is almost done.  If Mother Nature cooperates, we expect the roadway to be resurfaced TOMORROW, Saturday, November 22nd.

 

Phases 1 & 2(northbound between Irving Park and Lawrence) are reopen and crews have completed most of the resurfacing.  There are spots of landscape restoration and other punch list items still to go.

Water Main Replacement for Berteau from Damen to Bell

Contractors working with the Dept. of Water Management have replaced the water main from 1894 under Berteau Avenue between Damen and Bell. Parking restrictions and road closures are in effect, where posted, M-F from 7am  to 4pm.  Crews have poured concrete in the trench pending full asphalt restoration in the spring as soon as weather allows.  For more information on this project, please click here

 

Water Main Replacement for Rockwell from Lawrence to Montrose & Eastwood from Virginia to Western

Contractors working with the Dept. of Water Management have begun replacing the water mains from 1906 under Rockwell from Lawrence to Montrose and Eastwood from Virginia to Western.  Parking restrictions and road closures will be in effect, where posted, M-F from 7am to 4pm.  The main installation on Rockwell will resume with service installation on the north end of the project in the middle of next week. Eastwood main installation should be ready for pressure testing by the beginning of next week. The entire project is expected to be completed by January 2015 and concrete will be poured in the trench to grade to make the road passable, with resurfacing and landscape restoration following in Spring 2015. Please note that if you live on a dead end street and crews are in your way, you are encouraged to talk with the workers and they will find a way to get you to your home. 

 

Water Main Replacement for Seeley from Montrose to Wilson

Contractors working with the Dept. of Water Management have begun replacing the water main from 1890 under Seeley from Montrose to Wilson. No parking will be necessary M-F from 7am to 4pm.  The project is expected to be complete by mid-December 2014 with street resurfacing to be completed in Spring 2015.  For more information on this project, please click here

 

Water Main Replacement for Leavitt from Grace to Irving Park

Contractors working with the Dept. of Water Management will begin replacing the water main from 1896 under Leavitt between Grace and Irving Park on Monday, November 25th.  No parking will be necessary M-F from 7am to 4pm. The project is expected to be complete by early January with street resurfacing to follow in the Spring of 2015.  For more information on this project, please click here.   

 

Water Mains Coming Soon:

Western (Roscoe to Addison) - Scheduled to begin in late December/Early January.  Sign boards have gone up north of the project area to alert drivers to the extensive work that is beginning at Logan Blvd (Kennedy) and Western Ave.  Crews will work their way north.  They are currently not slated to arrive in the 47th Ward until January 2015.    

   

METRA Traffic Closures and Detours Around Ravenswood Avenue 

  • New Metra Station (west side) is scheduled to open by the end of November
  • Ravenswood (west side) from Lawrence to Leland Ave IS OPEN!
  • Ravenswood (west side) between Wilson and Sunnyside
    Restoration work has been completed.
     
  • METRA Phase II: Design and engineering for improvements on the east side of the tracks will be starting soon and will be put out to bid once complete.  Construction is currently expected to start in Fall 2015 and will last 18 months.
