Dear Neighbor,

 

At Wednesday's City Council meeting, we passed the Chicago for All Ordinance -- a.k.a. the SRO Preservation Ordinance. In May of 2014, City Council passed a six-month moratorium on all Single Room Occupancy hotel demolitions and conversions. Mayor Emanuel, Ald. Walter Burnett, and I introduced the SRO demolition and conversion moratorium. Since then, I have been working with ONE Northside, the Chicago for All Coalition, SRO building owners, Mayor Emanuel, and Ald. Burnett to craft an ordinance which preserves and protects single room occupancy units in Chicago.  

 

There are roughly 6,000 units of SRO housing left in the City of Chicago. These buildings are often a housing of last resort for those who cannot afford more expensive rental properties. The passage of the ordinance is critical in preventing more people from going homeless in Chicago. Why? In recent years, developers have been purchasing SRO buildings and converting units to market rate apartments. The SRO conversions displaced thousands of our most vulnerable neighbors. And without many affordable options around the City, many displaced residents were left without many housing options and were at-risk for homelessness. Many SRO residents live on small fixed incomes. Nearly 25% of all SRO residents are veterans. So preserving the remaining SRO units (via the SRO Preservation Ordinance) will ensure thousands of our neighbors have a place to call home.

 

Here is how the SRO Preservation Ordinance works:

 

SRO Building owners have three options when selling properties:

  1. Building owners can negotiate in good faith for at least 180 days with non-profits or buyers willing to preserve affordable units;
  2. If after a good faith process, a deal to preserve affordability fails then the owner has 120 days to sell the building;
  3. If no sale takes place within the second 120 days, the process starts over.

Finally, building owners can skip the good faith purchasing process by paying $20k per lost unit into a SRO preservation fund and pay displaced tenants between $2,000 and $8,000 in one-time relocation assistance. The SRO Preservation fund will help building owners maintain SRO units and provide rental assistance to SRO tenants.

 

The SRO Preservation Ordinance was negotiated over many months -- I want to thank Mayor Emanuel, ONE-Northside, Ald. Burnett, David Spielfogel (Mayor's Office), Michael Negron (Mayor's Office), the Department of Planning and Development and the City's Law Department for their tireless dedication to preserve SRO housing in Chicago.

The passage of the SRO Preservation Ordinance follows my other legislative efforts focused on social policy and worker rights. Those efforts include:

  • adding credit history as a protected class to the Chicago Human Rights Ordinance to prevent employment discrimination solely on the basis of credit history;
  • passage of the Chicago Anti-Wage Theft Ordinance with Mayor Emanuel, Alderman Solis, and Ald. Mitts;
  • passage of the Debt Collectors Licensure Ordinance with Mayor Emanuel, Alderman Solis, and Ald. Mitts;
  • passage of the Chicago Sweat Free Procurement Ordinance with Mayor Emanuel and the City Council Asian American Caucus and Latino Caucus.

Rally to Restore No.11 BUS

In December of 2012, the CTA eliminated the #11 Lincoln bus service between the Western Brown Line station and Fullerton.  At that time, I was joined by Com. John Fritchey, State Rep. Ann Williams, thousands of neighborhood residents, local businesses, chambers of commerce and other community organizations in opposing the elimination of the #11 bus.  Since then, I have heard from thousands of people from all over the north side about how this cut continues to impact them.  I have not given up hope that we can see this bus line restored. I will continue to fight for the restoration of the #11 Lincoln Bus.

 

To that end, join me on Monday, November 17, 2014 at 6pm at the CTA Headquarters (567 W. Lake St) to Rally to Restore the #11 Lincoln Bus. I will be testifying before the CTA Board along with Rep. Ann Williams, Rep. Greg Harris, and Com. John Fritchey. Together, we will restate the community's case to restore bus service. I hope you will join me and make sure your voice is heard! My office is chartering buses to shuttle people down to the budget hearings. Street Sweeping
From April 1 until December 1 the Department of Streets and Sanitation has sweepers working in the 47th Ward to clear debris and dust from residential and arterial streets.  The schedule for street cleaning on residential and arterial streets can be found on chicago47.org.

If temperatures dip below freezing and/or there is accumulating snowfall, street sweeping is cancelled. 
2014-2015 Residential Pick-up/Van Permits Available

If you are the owner of a pickup truck or van, you need a special permit to park on the residential streets in the 47th Ward.

 

The permits for the 2014-2015 season are now available.  Please bring your registration and city sticker information into our office along with your truck to receive your permit. 

2014-2015 Block Audits Due November 25th

Each year, every ward is allocated $1.32 million in aldermanic menu funds to pay for infrastructure improvements. The 47th Ward's aldermanic menu dollars have been spent for this year, and a full report on last year's process and results is available on our website.  It's now time to begin the process for the 2015 Aldermanic Menu Program. 

  

We give everyone the opportunity to complete an audit of their block. This audit is the first step in our menu process, and provides our office with information on which improvements are needed in particular areas. The block audit for 2014-15 is now online and you can participate by clicking here.  If you, or someone you know, would like to complete this on paper they can pick up a copy from the 47th Ward Office at 4243 N Lincoln Avenue.  We will be accepting completed audits until midnight on November 25, 2014. 

 

The 47th Ward Team will then score the audits in December and January, and we will hold our annual vote for menu spending in February or March of 2015.  We expect the menu submission for 2015 to be ready for submission to the City by April.

The Arts Scene at Queen of Angels Church

The Arts Scene is a concert series at Queen of Angels church located in Lincoln Square. (2330 W. Sunnyside) It will feature quality artists from Chicago and beyond bringing a wide range of sacred and secular music. Concerts will include solo and vocal ensembles, instrumental concerts, organ recitals on the historic Möller organ and the Christmas Festival featuring the choirs of Queen of Angels performing The Messiah, and various collegiate choirs. Science Fair Judges Needed on December 9

Ravenswood School is hosting a middle-school Science Fair for its sixth-, seventh- and eighth-grade students on Dec. 9. A lot of volunteer help is needed: We need 30 judges and three scorers (as well as other help). Volunteers can sign up here.

 

You don't need a deep science background to be a judge. All the information you need will be explained in a short training session before judging begins.

 

Winners of the Ravenswood Science Fair will advance to the Regional Science Fair competition and may have the opportunity to compete at the City or State science fairs.

Ravenswood School offers a comprehensive school tour on the second Tuesday of every month that school is in session. We'll gather at 9 a.m. in the multi-purpose room, grab a cup of coffee and set off to observe classrooms, discuss the curriculum and learn what makes Ravenswood School a truly hidden gem. 47th Ward Infrastructure Update

Lawrence Avenue Streetscape 

  • Street paving on Lawrence between Ravenswood and Clark was recently completed and thermoplastic striping and stamped asphalt crosswalk markings have been installed along this stretch.  Sidewalks, ramps, curbs/gutters, and bus pads have also been completed, meaning the great majority of hardscape work has been finished along the project limits (Western to Clark).
  • Ashland (from Lawrence to Montrose) will be milled and paved in mid- to late-November.  Crosswalks will be installed at the Ashland/Lawrence intersection if the weather cooperates; otherwise, this task will be finished in the spring.
  • New pedestrian refuge islands (including ADA compliant ramps) have been installed along the entire stretch between Western and Clark.  ADA ramps are being installed to line up with the street crossings at the pedestrian islands.  Damaged trees are under warranty and will be replaced in the spring.
  • The installation of bike racks, chairs, trash receptacles, and benches is wrapping up and new signage is scheduled to be erected by the end of November.
  • Sewer and electrical work continues along the corridor. Most of the new street light poles have been installed and old poles have been removed.  As the remaining poles are removed, these areas will be filled in with brick pavers or concrete.  All traffic signals will also be re-timed this fall to help improve traffic flow and pedestrian countdown clocks will be programmed as well.
  • Landscaping work for fall plantings in Claremont Plaza and elsewhere between Western and Damen will be finished in early November.  Fencing in Claremont Plaza is expected to be completed by the end of December.  Plantings between Damen and Clark will be performed in the spring along with any remaining punch list items.  Infiltration planters will be addressed in preparation for the winter.
  • Neighborhood identifiers are expected to be installed on street light poles by the end of December.
  • The majority of punch list items will be addressed by the contractor by the end of November.  As always, pay close attention to parking restrictions.

Water Main Replacement for Ashland Avenue between Irving Park and Lawrence

Contractors working with the Dept. of Water Management are nearly FINISHED replacing the water mains from 1897 under Ashland Avenue from Irving Park to Lawrence.   

 

Phase 3 (southbound between Lawrence and Montrose) is underway. A FULL Closure of southbound traffic between Lawrence and Montrose occurs Monday - Friday 7am to 8pm, the designated detour is Damen via Lawrence Avenue.  Please follow all detour signs and avoid travel in the area, if possible.  The last day of this full closure will likely be November 17th.  

 

Phases 1 & 2(northbound between Irving Park and Lawrence) are reopen and crews have completed most of the resurfacing.  There are spots of landscape restoration and other punch list items still to go.

 

Phase 4 (Montrose & Ashland) crews have connected the new 16" main under southbound Ashland to the existing 32" main at Montrose.

Water Main Replacement for Berteau from Damen to Bell

Contractors working with the Dept. of Water Management have replaced the water main from 1894 under Berteau Avenue between Damen and Bell. Parking restrictions and road closures are in effect, where posted, M-F from 7am  to 4pm.  Crews will return to pour concrete in the trench pending full asphalt restoration in the spring as soon as weather allows.  For more information on this project, please click here

 

Water Main Replacement for Rockwell from Lawrence to Montrose & Eastwood from Virginia to Western

Contractors working with the Dept. of Water Management have begun replacing the water mains from 1906 under Rockwell from Lawrence to Montrose and Eastwood from Virginia to Western.  Parking restrictions and road closures will be in effect, where posted, M-F from 7am to 4pm.  The main installation on Rockwell will resume with service installation on the north end of the project in the middle of next week. Eastwood main installation should be ready for pressure testing by the beginning of next week. The entire project is expected to be completed by January 2015 and concrete will be poured in the trench to grade to make the road passable, with resurfacing and landscape restoration following in Spring 2015. Please note that if you live on a dead end street and crews are in your way, you are encouraged to talk with the workers and they will find a way to get you to your home. 

 

Water Main Replacement for Seeley from Montrose to Wilson

Contractors working with the Dept. of Water Management will begin replacing the water main from 1890 under Seeley from Montrose to Wilson starting at the end of next week. No parking will be necessary M-F from 7am to 4pm.  The project is expected to be complete by mid-December 2014 with street resurfacing to be completed in Spring 2015.  For more information on this project, please click here

 

Water Main Replacement for Leavitt from Grace to Irving Park

Contractors working with the Dept. of Water Management will begin replacing the water main from 1896 under Leavitt between Grace and Irving Park.  Work will start in the next couple of weeks.  No parking will be necessary M-F from 7am to 4pm. The project is expected to be complete by early January with street resurfacing to follow in the Spring of 2015.  For more information on this project, please click here.   

 

Water Mains Coming Soon:

Western (Roscoe to Addison), Roscoe (Western to Claremont) - Scheduled to begin in late December/Early January.  Sign boards have gone up north of the project area to alert to the work that is underway near Western and Logan Blvd.  This work will progress northward.    

   

METRA Traffic Closures and Detours Around Ravenswood Avenue 

  • New Metra Station (west side) is scheduled to open by the end of November
  • Ravenswood (west side) from Lawrence to Leland Ave IS OPEN!
  • Ravenswood (west side) between Wilson and Sunnyside
    Restoration work has been completed.
     
  • METRA Phase II: Design and engineering for improvements on the east side of the tracks will be starting soon and will be put out to bid once complete.  Construction is currently expected to start in Fall 2015 and will last 18 months.
