Dear Neighbor,

 

At this week's City Council Meeting on November 5th, the City Council voted to approve the issuance of $17 million in Social Impact Bonds (SIBs) to fund Pre-K for 2,620 students. I voted 'YES' on this ordinance. Currently, Pre-K programs run by Chicago Public Schools (CPS) can cost $10k or more per year. For many families, the program is cost-prohibitive. The issuance of the bond will enable students from very low income families to attend CPS Pre-K programs.  

 

Here are some Frequently Asked Questions about Social Impact Bonds and this program.

 

What is the Pre-K program and what does it do?

The expansion of Pre-K will provide early childhood education to 2,620 students over the life of the project through a half-day Child-Parent Center (CPC) model, a program that works with both students and their parents to improve educational outcomes. This is a proven model, and one that is only available to families with the means of paying tuition. Expanding access to more families is critical.  Why? Because access to quality early educational programs directly impacts the success of students in elementary school and beyond. To learn more, see the White House website on Early Learning

 

How are we paying for this program?

The City and CPS are using funds from the issuance of a Social Impact Bond.  

 

What are Social Impact Bonds?
Social Impact Bonds are Pay for Success Bonds. This means, investors are repaid only if outcomes outlined in the terms of the bond are achieved. Simply put, investors fund programs aimed at saving public sector organizations money. If the savings are realized, the investors are repaid with the money saved through the program. In this case, CPS believes that by investing in Pre-K today it will save money on remedial and special education programs in the future. The future savings will be used, in part, to repay the bond investors. If there are no savings or positive outcomes, investors will not recover their investment. Most important, regardless of the outcomes, over 2600 students who did not have access to Pre-K will benefit from the program.  

 

How are Social Impact Bonds different from General Obligation Bonds?

A General Obligation Bond (GO), the normal means of issuing debt, is repaid with general revenues and the loan is secured by the full faith and credit of the City of Chicago. This means, if the City can't meet its debt obligations, the bond contract requires the City to raise taxes or identify other revenue to pay bondholders. Social Impact Bonds (SIBs) are not secured by the full faith and credit of the City of Chicago. And just as important, SIBs are structured differently than a GO Bond. How? SIBs fund programs intended to save public institutions' money and are repaid with a portion of the savings. If the program saves the public entity money, bondholders are repaid principal plus interest. This means, the SIB bondholders are only paid if the program is successful. If the program fails, investors have no ability to demand repayment from the public entity.

 

How are investors repaid?

We know that investing in early childhood education better prepares students for their entire academic career. In this case, the SIB loan totals $17 million. The loan will fund tuition for over 2600 students, provide support services to parents and pay for evaluation tools to study the program results. Investors are repaid $2,900 by CPS per student for benchmarks achieved in kindergarten. The City of Chicago will pay $750 per student who scores above the national average on reading tests. CPS will pay the $2,900 through savings achieved by reducing spending on remedial and special education programs. If the students do not meet benchmarks, investors do not get paid. And again, regardless of whether the benchmarks are met, thousands of families who cannot afford Pre-K will now have access to this program.

 

If this program is successful, there may be opportunity to expand the current model to include more students. The goal is to one day provide free Pre-K to all families. We're not there yet and I don't know if SIBs are the appropriate way to finance a large-scale expansion. I also have concerns about using testing as a way to measure success for repayment. That said, I do believe that in the absence of a dedicated revenue stream to expand Pre-K, the only other option would be to do nothing. And Social Impact Bonds are seen as an innovative way to address social problems.  The Center for American Progress has written extensively on the potential for Social Impact Bonds. The ordinance to finance the expansion of Pre-K has to be reauthorized annually by City Council. I am excited about the opportunity this program provides to thousands of families. I will keep you posted on the progress of this program and provide an analysis before the re-authorization ordinance comes before City Council next year.

2014-2015 Block Audits Due November 25th

Each year, every ward is allocated $1.32 million in aldermanic menu funds to pay for infrastructure improvements. The 47th Ward's aldermanic menu dollars have been spent for this year, and a full report on last year's process and results is available on our website.  It's now time to begin the process for the 2015 Aldermanic Menu Program. 

  

We give everyone the opportunity to complete an audit of their block. This audit is the first step in our menu process, and provides our office with information on which improvements are needed in particular areas. The block audit for 2014-15 is now online and you can participate by clicking here.  If you, or someone you know, would like to complete this on paper they can pick up a copy from the 47th Ward Office at 4243 N Lincoln Avenue.  We will be accepting completed audits until midnight on November 25, 2014. 

 

The 47th Ward Team will then score the audits in December and January, and we will hold our annual vote for menu spending in February or March of 2015.  We expect the menu submission for 2015 to be ready for submission to the City by April.

The Arts Scene at Queen of Angels Church

The Arts Scene is a concert series at Queen of Angels church located in Lincoln Square. (2330 W. Sunnyside) It will feature quality artists from Chicago and beyond bringing a wide range of sacred and secular music. October is Adopt-a-Shelter Dog Month. What? It's not October?

Well, whatever month you're ready for a new member of your family is the perfect month to adopt a pet from a shelter. Neighbor Susan R. wrote this touching book that reminds us; there is a lot of love out there for you.

Susan publishes our Adoptable Section every month. She does many things on behalf of shelter animals, including being a volunteer at Chicago Animal Care & Control. She wrote the book Shelter Dog Kisses. Our copy is on the Welcome Desk in our office; come in a take a look.

Our trees need attention before the harsh Winter weather sets in

Put a hose on a slow drip overnight to get a good soaking to the roots

Prune only after your tree has entered dormancy after the risk of new growth

Apply a fertilizer that promotes root growth over leaf growth

Mulch around the base of the tree to moderate heat loss and to keep in moisture

Leave space between the tree and mulch to discourage mice.

 

Earlier this year, United Airlines awarded an EcoSkies grant to Envision Unlimited to create a new therapeutic garden for their clients at 4919 N. Clark Street. The funds were used to remove asphalt and replace the hard surfaces with new native flowers and plants. This project was one of only five selected from across the country!

47th Ward Infrastructure Update

Lawrence Avenue Streetscape 

  • Street paving on Lawrence between Ravenswood and Clark is scheduled to be completed on Saturday (Nov. 1).  This stretch will be striped in early November.  Additionally, the new crosswalks will be installed (in early- to mid-November) after the street has been resurfaced, which will take approximately a week as long as the weather cooperates. The stretch between Western and Ravenswood has been completed and thermoplastic striping and stamped asphalt crosswalk markings have been installed along this stretch. As always, pay close attention to parking restrictions.
  • New pedestrian refuge islands (including ADA compliant ramps) have been installed along the entire stretch between Western and Clark. ADA ramps are being installed to line up with the street crossings at the pedestrian islands.
  • Sidewalk and curb/gutter replacement has been finished up along the last stretch, which is on the south side of Lawrence between Ravenswood and Clark.  Sidewalks, ramps, and bus pads have been poured.
  • Bike racks, chairs, trash receptacles, and benches are being installed all along the corridor.
  • Sewer and electrical work continues along the corridor. Most of the new street light poles have been installed and old poles have been removed.  As the remaining poles are removed, these areas will be filled in with brick pavers or concrete.
  • Landscaping work for fall plantings in Claremont Plaza and elsewhere between Western and Damen will continue through early November.  Plantings between Damen and Clark will be performed in the spring and any additional punch list items that are not addressed this fall will be completed in the spring.

Water Main Replacement for Ashland Avenue between Irving Park and Lawrence

Contractors working with the Dept. of Water Management are replacing the water mains from 1897 under Ashland Avenue from Irving Park to Lawrence.   

 

Phase 3 (southbound between Lawrence and Montrose) is underway. A FULL Closure of southbound traffic between Lawrence and Montrose occurs Monday - Friday 7am to 8pm, the designated detour is Damen via Lawrence Avenue.  Please follow all detour signs and avoid travel in the area, if possible. 

 

Phases 1 & 2(northbound between Irving Park and Lawrence) are reopen and crews have completed most of the resurfacing.  There are spots of landscape restoration and other punch list items still to go.

 

Phase 4 (Montrose & Ashland) crews will need to connect the new 16" main under southbound Ashland to the existing 32" main at Montrose.  This work will continue next week and is nearly complete.  Watch for lane shifts on Montrose.

Water Main Replacement for Berteau from Damen to Bell

Contractors working with the Dept. of Water Management are replacing the water main from 1894 under Berteau Avenue between Damen and Bell. Parking restrictions and road closures are in effect, where posted, M-F from 7am  to 4pm.  The project is expected to be completed by December 2014 with street resurfacing and landscape restoration following in Spring 2015.  For more information on this project, please click here

 

Water Main Replacement for Rockwell from Lawrence to Montrose & Eastwood from Virginia to Western

Contractors working with the Dept. of Water Management have begun replacing the water mains from 1906 under Rockwell from Lawrence to Montrose and Eastwood from Virginia to Western.  Parking restrictions and road closures will be in effect, where posted, M-F from 7am to 4pm.  The main installation on Rockwell is expected to be complete by the middle of next week. Once the crews finish on Rockwell they will move to Eastwood and then come back to do service transfers. The project is expected to be completed by January 2015 and concrete will be poured in the trench to grade to make the road passable, with resurfacing and landscape restoration following in Spring 2015. Please note that if you live on a dead end street and crews are in your way, you are encouraged to talk with the workers and they will find a way to get you to your home. 

 

Water Main Replacement for Seeley from Montrose to Wilson

Contractors working with the Dept. of Water Management will begin replacing the water main from 1890 under Seeley from Montrose to Wilson starting at the end of next week. No parking will be necessary M-F from 7am to 4pm.  The project is expected to be complete by mid-December 2014 with street resurfacing to be completed in Spring 2015.  For more information on this project, please click here

 

Water Main Replacement for Leavitt from Grace to Irving Park

Contractors working with the Dept. of Water Management will begin replacing the water main from 1896 under Leavitt between Grace and Irving Park.  Work will start in the next couple of weeks.  No parking will be necessary M-F from 7am to 4pm. The project is expected to be complete by early January with street resurfacing to follow in the Spring of 2015.  For more information on this project, please click here.   

 

Water Mains Coming Soon:

Western (Roscoe to Addison), Roscoe (Western to Claremont) - Scheduled to begin in late December/Early January.  Sign boards have gone up north of the project area to alert to the work that begins on Monday, November 10th at Western and Logan Blvd.  

   

METRA Traffic Closures and Detours Around Ravenswood Avenue 

  • New Metra Station (west side) is scheduled to open by the end of November
  • Ravenswood (west side) from Lawrence to Leland Ave IS OPEN!
  • Ravenswood (west side) between Wilson and Sunnyside Restoration work continues along the 4500 block as the brick surface is restored.
  • METRA Phase II: Design and engineering for improvements on the east side of the tracks will be starting soon and will be put out to bid once complete.  Construction is currently expected to start in Fall 2015 and will last 18 months.
