Dear Neighbor,

 

When I first took office in May of 2011, we received many calls from residents along Ashland Avenue from Irving Park to Lawrence regarding failing utility cuts and other street surface issues that resulted in vibration damage to nearby homes. At that time, I directed Bill Higgins and Jim Poole to begin developing a plan to resurface Ashland Avenue from Irving Park to Lawrence. Since Ashland is a Cook County roadway, my team worked closely with Commissioner Bridget Gainer and Commissioner John Fritchey to develop a coordinated plan to replace a century-old water main and resurface Ashland Avenue.  

 

Their work resulted in a plan that involves cooperation between the City of Chicago and Cook County. The Dept. of Water Management (DWM) will fund the replacement of century-old water mains under Ashland and the County will fund the resurfacing of the roadway. This partnership saves money for taxpayers, and ensures that a newly-resurfaced roadway will not be destroyed by a major water main replacement project in the coming years.  This project is a first for Cook County and the City of Chicago. I am pleased to see such robust coordination across units of government. 

 

Starting next week (Wednesday, September 3rd), contractors working with DWM will begin replacing the water mains installed in the late 19th and early 20th centuries under Ashland Avenue from Irving Park to Lawrence. After the water main work is complete, Cook County will be resurfacing the entire stretch of Ashland between Irving Park and Lawrence. Please note that the southbound lanes of Ashland between Montrose and Irving Park will not have the water main replaced, but will be resurfaced as part of this project.

 

The entire project, including restoration, is expected to be completed by the beginning of December.   Crews will work in four-block segments on Ashland, and full lane closures will be necessary during their work for safety reasons. Work will be in progress, and the affected roadway will be CLOSED Monday through Friday from 7am to 8pm.  Thanks, in advance, for your patience as the City completes this needed update to our aging infrastructure.  Residents can park outside of working hours on Ashland during this project.  Please be sure to move your cars during restricted hours.  If you live in the area, and have access to a garage please use your garage as much as possible to help keep parking at a maximum.  

 

Crews will begin on the northbound lanes at Ashland and Irving Park and work their way to Montrose. They will then move to the northbound lanes between Montrose and Lawrence. During working hours, ALL northbound traffic on Ashland will be detoured to Clark St. They will then move to the southbound lanes between Lawrence and Montrose. Southbound traffic will be detoured to Damen via Lawrence during this time. The project is expected to be fully completed by late November. As crews make progress, there will be interruptions to E/W traffic across Ashland Avenue. 

 

Please allow for extra time, plan alternate travel routes, follow all detour signs and, if possible, avoid travel in this area.  The  infrastructure map on our website will be updated regularly along with the "Infrastructure Update" section of our weekly newsletter to keep you informed. We will have detailed detour maps available in the next few days, which we will post on our website and send to you once they are available.

 

You should also know that sand excavated from the Ashland Avenue project will be reused. Being able reuse the sand will save the City of Chicago approximately $240,000 -- the reuse also allows for the work to completed with less trucks and other excavation resources. This results in significant fuel savings, noise reduction, decreased air pollution and considerably less wear on local streets.

While this project will cause disruption, the long-term benefit to improved water infrastructure and a new road surface on Ashland is great for our community. I want to thank DWM Commissioner Tom Powers, Cook County Superintendent John Yonan, Comissioner Bridget Gainer, Commissioner John Fritchey, and my entire team for working collaboratively on this project.  Thank you for your patience over the coming weeks as we complete this needed infrastructure upgrade and street resurfacing.

Roof & Porch Applications Accepted Starting 9/4

The Chicago Department of Planning & Development has made some changes to the Roof & Porch Repair Program (formerly known as EHAP). This program provides grants for emergency roof and porch repairs on behalf of income-eligible applicants.

Street Sweeping
From April 1 until December 1 the Department of Streets and Sanitation has sweepers working in the 47th Ward to clear debris and dust from residential and arterial streets.  The schedule for street cleaning on residential and arterial streets can be found on chicago47.org
2014-2015 Residential Pick-up/Van Permits Available

If you are the owner of a pickup truck or van, you need a special permit to park on the residential streets in the 47th Ward.

 

The permits for the 2014-2015 season are now available.  Please bring your registration and city sticker information into our office along with your truck to receive your permit. 

Report Graffiti

Be sure to report any graffiti to our office ([email protected], 773-868-4747), 311, or through the Chicago Works app.  You'll need to know the address, type of surface, and whether or not the tag is more than six feet from the ground.  Graffiti that contains profanity, hate language or is done on a church or school receives special attention. 


The faster we remove graffiti the less likely vandals are to target that area again.  Thanks for your help!

Chicago Fire Department Accepting Applicants
The application period for the entry-level Firefighter/EMT exam is NOW OPEN and will run through September 16.  This is the period of time when applicants can sign up for the exam, which will be administered on December 13 and 14, 2014.  In 2006, the age to sit for the exam was 19 and the age to enter the academy was 20. CFD has lowered the age to sit for the exam and enter the academy to 18. It is their hope that younger individuals who get on the eligibility list will be motivated to attend college and stay out of trouble and will find a sense of opportunity about their futures.

Northcenter Special Service Area Reconstitution 2016

The Northcenter Chamber of Commerce is seeking signatures of support for Special Service Area (SSA) #38 Northcenter from property owners within the SSA boundaries. Since 2006, SSA #38 has been providing supplemental street services in Northcenter like sidewalk snow plowing, litter pickup, landscaping and streetscape maintenance. An SSA reconstitution process must be completed now in order for these services to continue. Without the SSA, no one, not even the City of Chicago, would step in to provide these valued services. Please keep in mind that all tax revenue collected through the SSA tax levy stays in the neighborhood in order to provide services to the neighborhood.

Pet Summer Safety Tips
  • Water - Give your pets plenty of fresh, clean water.  Animals can get dehydrated very quickly especially in the heat.
  • Shade - Make sure your pet has a place to go to get out of the sun.  Try to keep them indoors during extreme heat.
  • Rest - Do not over-exercise your animal in the heat.  On a sweltering day, the best time to exercise your pet is in the early morning or late evening.
  • Watch - Never leave your animals alone in a parked vehicle.  In extreme heat, the temperature can rise in your vehicle very quickly.  This can leave your pet vulnerable to heat stroke, which can onset very quickly.

The Chi-Nations Youth group is the student body of the American Indian Center of Chicago. Established in 2011 by a group of youth from several different tribes, they have interest in learning the ways of their people by practicing harvest rights and telling the stories of their people producing digital and written media. CNYC leads the community by acting as representatives visiting other youth groups in places like Red Lake, MN & Ashland, WI.

 

This Friday at 6pm the youth group will premier their very first film about citizen science in the Bad River Watershed of Wisconsin. The film is titled - Sacred Ones Revolution: Water of Life (15 minutes).

 

This film screening will be a fundraiser to help the kids raise money to attend the historic People's Climate March in New York City on March 21st

On Saturday, August 23rd, about 70 people; neighbors, parents, grandparents, teachers, students, community members (including a dozen from Graceland West), the LVHS LSC, Alderman Pawar and others joined Principal Scott Grens for the Lake View High School Beautification Day. Rep. Ann Williams and Friends of Ameya Pawar (PAC) donated the paint. Lake View Partners, the newly launched non-profit to support Lake View and Grow 47, sponsored the event.

   

Volunteers were organized into teams for about 20 major projects which included: painting the interior front entrance, library and several other rooms, moving equipment and furniture, cleaning lockers, removing tape left over from the prior school year, window washing, moving landscaping stones and more. The school was already gleaming when volunteers started and the finishing touches just made the school more welcoming for students, faculty and administrators. 

 

Great effort.  Great results. Great community teamwork. A BIG THANKS to everyone who helped.

Is Airplane Noise Bothering You?

 

Alderman Pawar sent this letter to Representative Quigley and Mayor Emanuel regarding the increase noise from the O'Hare. He is working closely with his colleagues closer to the airport and FAiR Chicago on this issue.  Please continue to report any noise disturbances to the City.  These reports will help define the problem as we work to find solutions.

Ravenswood School Outdoor Project

The crews are working hard to finish the playground construction before school starts on Sept. 2.  The entire project is expected to be completed by mid- to late-September.  To learn more about this project, please click here.   

  

McPherson School Outdoor Project

Work has begun and is expected to last through the end of September.  The school will be managing drop offs and pick ups during the construction. 

 

Lawrence Avenue Streetscape 

  • Street paving between Western and Ravenswood has been completed.  Thermoplastic striping is scheduled to be applied this weekend and crosswalk markings will be installed next week.  Temporary striping will be added in the meantime.  The stretch of Lawrence between Ravenswood and Clark will be paved in early November.  As always, pay close attention to parking restrictions.
  • New pedestrian refuge islands (including ADA compliant ramps) were installed between Damen and Clark and center turn lanes were striped earlier this summer.
  • Sidewalk and curb/gutter replacement between Damen and Clark along the north side of Lawrence has been completed.  This work will continue along the south side of the street through the end of August, but the main walk has already been completed.  Sidewalk improvements, including permeable brick pavers, will be completed in front of McPherson Elementary before school starts on Tuesday, September 2nd.
  • Sidewalk, driveway, curb/gutter, and ramp work will continue along various stretches of the corridor. ADA ramps will be installed to line up with the street crossings at the pedestrian islands.
  • Bike racks and benches will be installed in early- to mid-September and chairs will be installed this fall.
  • Sewer and electrical work continues along the entire corridor. New street light poles are being installed along the entire corridor and old poles will be removed.
  • The remaining plantings between Western and Damen (including Claremont Plaza) are expected to be performed in early- to mid-September.   Any remaining landscaping work (from Damen to Clark) will be finished up next spring along with other punch list items.

Water Main Replacement for Ashland Avenue between Irving Park and Lawrence

Contractors working with the Dept. of Water Management will begin replacing the water mains from 1897 under Ashland Avenue from Irving Park to Lawrence.  Phase 1 (northbound between Irving Park and Montrose) will being September 3rd.  M-F, 7am to 8pm, the roadway will be closed to all traffic and parking will be restricted on the northbound side of Ashland during working hours.  Clark St. will be the designated detour during this time.  This phase is expected to last until late September with street resurfacing following before winter.  For more information on this project, please click here.

 

Water Main Replacement for Warner between Leavitt and Damen

Contractors working with the Dept. of Water Management have replaced the water main from 1891 under Warner from Leavitt to Damen.  The street surface has been milled and will be paved next week.  For more information, please click here.   

 

Water Main Replacement on the 3500 of Leavitt and Hamilton

Contractors working with the Department of Water Management are working to replace the 1891 mains under Leavitt from Addison to Belmont, Hamilton from Addison to School.  For full information on this project, please click here.

  • Ravenswood from Lawrence to Leland Ave Full Closure will be up until Fall 2014 on the west side of Ravenswood.
  • Ravenswood (east side) between Ainslie and Winnemac blockades may be in place on the street to make room for the work to be done however there is not a parking restriction when workers are not present.
  • Ravenswood (west side) between Lawrence and Grace landscaping projects are underway along the base of the walls along the Metra tracks.  Short closures will be necessary to install the new plants, so pay attention to parking restriction signs.
