This was a busy month in City Council. Here is a roundup from yesterday's meeting:

 

Telephone Tax Increase

The City Council voted to increase the monthly taxes on cell phones, land-lines, and pre-paid phone cards. I voted YES on this on this measure. Effective Sept. 1, the surcharge for cell phones and landlines will increase from $2.50 per month to $3.90 per month--$1.40 more-per-month or $16.80-a-year--for every land line and cell phone in Chicago. The tax applied to pre-paid phones will rise from 7-to-9 percent, effective Oct. 1.

 

How the funds will be used

All the revenue generated from the increase ($12 million in FY14 and $50 million in FY15) will be used to operate the Office of Emergency Management and Communications (OEMC). Currently, the City's corporate fund subsidizes the operations of the OEMC (911 Center). By reducing the corporate fund subsidy and using cell phone tax revenues to properly fund our emergency operations, the City will free up corporate funds ($50 million in FY15) to shore up pensions.

 

Why the increase was needed

Raising the telephone taxes will stabilize the funding for OEMC and 911 operations while freeing up funds to pay pension costs without raising property taxes in the near term. The City's financial situation is improving but the legacy costs from previous administrations are coming due. For many years, City Council used parking meter and skyway sale revenues to mask the City's financial woes. This approach to governing was not only unsound, it was unsustainable. Since taking office, I've been committed to working with my City Council colleagues and Mayor Emanuel to make long-deferred and tough decisions to sustain City services and stabilize our future outlook. This telephone tax increase is one of those tough decisions.

 

In the coming months, we will begin the 2015 budget process. As always, we will hold town hall meetings and I will be going door-to-door to speak directly with you on the City's finances, City services, and other important Ward and City matters. While I don't relish making these tough decisions, I believe that we have made a clean break from the financial management practices of the past. We are no longer privatizing and selling off assets to pay for budget deficits and no longer linking politics with service delivery. Over time, our goal is to eliminate budget deficits, find solutions to sustain pensions, AND hire more workers to bolster City services. By raising revenue to sustain our OEMC/911 operations, we are taking the first step towards this goal. There are tougher decisions ahead - and I will explain my votes to you and work with you as we right Chicago's financial ship.

 

SRO Moratorium

Also at Wednesday's City Council meeting, City Council passed an ordinance I introduced in June of 2014, with Mayor Emanuel, Ald. Walter Burnett, and the Chicago For All Coalition. This ordinance places a 6-month moratorium on the conversion and/or demolition of single room occupancy (SRO) buildings and residential hotels in the City of Chicago. There are roughly 6,000 units of SRO housing left in the City of Chicago. These buildings are often a housing of last resort for those who cannot afford more expensive rental properties. Finding a path to stem the tide of conversions of SRO housing is a critical element of reducing homelessness and providing a sustainable mix of affordable housing in Chicago. This ordinance is a critical first step towards developing a long-term solution.

 

Over the next six months, ordinance sponsors and ONE Northside/Chicago for All Coalition will be meeting with building owners, developers, and other stakeholders to craft an ordinance to preserve SRO housing. It is my hope that these meetings will lead to an even-handed ordinance that balances the preservation of this housing with incentives for owners to maintain and improve their buildings.

 

Sweat Free Procurement

In April of 2013, the Rana Plaza garment factory in Bangladesh collapsed and killed over 1,100 workers and injured another 2,500. The sub-standard and inhumane conditions at the Bangladeshi factory were horrifying. Sadly, many garment factories around the world operate under such conditions. And many of these factories produce some of the clothes we wear. For many years, organizations like Chicago Fair Trade have been working to bring attention to sweatshops and child labor abuses around the world. In May of 2014, I introduced the Chicago Sweat Free Procurement Ordinance with Mayor Emanuel, the City Council Asian & Latino Caucuses, and Chicago Fair Trade. I am proud to report that the ordinance passed City Council this week!

 

The Chicago Sweat Free Procurement Ordinance and the SRO moratorium follow other worker protection and social justice legislation we've passed. They include:  

  • Adding credit history as a protected class to the Chicago Human Rights Ordinance to prevent employment discrimination solely on the basis of credit history.
  • Anti-Wage Theft Ordinance with Mayor Emanuel, Alderman Solis, and Ald. Mitts
  • Debt Collectors Licensure Ordinance with Mayor Emanuel, Alderman Solis, and Ald. Mitts.

I want to thank Chicago Fair Trade for their steadfast leadership on sweatshop and child labor abuses and for their partnership on this ordinance. I'd also like to thank the entire Latino Caucus, Asian Caucus, and Mayor Emanuel for working on this ordinance. And finally, I want to thank Abin Kuriakose for his continued leadership in the management of the Asian Caucus.

Street Sweeping
From April 1 until December 1 the Department of Streets and Sanitation has sweepers working in the 47th Ward to clear debris and dust from residential and arterial streets.  The schedule for street cleaning on residential and arterial streets can be found on chicago47.org
2014-2015 Residential Pick-up/Van Permits Available

If you are the owner of a pickup truck or van, you need a special permit to park on the residential streets in the 47th Ward.

 

The permits for the 2014-2015 season are now available.  Please bring your registration and city sticker information into our office along with your truck to receive your permit. 

Report Graffiti

As the weather turns warmer, we are seeing more graffiti throughout Chicago.  Be sure to report any graffiti to our office (info@chicago47.org, 773-868-4747), 311, or through the Chicago Works app.  You'll need to know the address, type of surface tagged, and whether or not the tag is more than six feet from the ground.  Graffiti that contains profanity, hate language or is done on a church or school receives special attention. 

 

The faster we remove graffiti the less likely vandals are to target that area again.  Thanks for your help!

SSA #38 (Northcenter) is Reconstituting and Expanding

Since 2008, Special Service Area #38 has provided enhanced cleaning, landscaping, snow removal and other services to Northcenter's primary streets, to help beautify and promote Northcenter as a desirable place to live, work and play. These services help attract new businesses, residents and visitors to Northcenter as well as enhancing the experience of living and working in Northcenter for its residents and workers.

Since its creation, SSA #38 has supported the following services and improvements:


* Provided sidewalk trash removal and power washing
* Provided for snow removal on Northcenter sidewalks
* Installed 40 new flower planters along Northcenter's main streets
* Planted and maintained 60 flower planters throughout Northcenter
* Provided landscaping for Northcenter's obelisks
* Provided landscaping in Northcenter Town Square
* Collaborated with the Northcenter Chamber of Commerce in the publishing of this Community Guide highlighting Northcenter's businesses

* Connected entrepreneurs with local vacancies through the Retail Northcenter Program. 

As a community member, you already have a great stake in what the SSA does. Now, as the SSA must reconstitute to continue these services, you can have a say in what its future - and the future of Northcenter - looks like. 

 

The Northcenter Chamber of Commerce and the Special Service Area #38 Commission are asking for your input about the programs and services offered on key arterial streets in the neighborhood by the current Special Service Area. The services are paid for through an additional property tax levy. The district is being renewed and your feedback is important in determining the budget and programs and services offered. Additionally, SSA #38 is seeking to expand to include all of Irving Park Rd. from Western to the River and the Northcenter Town Square.  Please fill out this survey to share your ideas and attend an upcoming meeting.

Chicago Fire Department Accepting Applicants
The application period for the entry-level Firefighter/EMT exam is NOW OPEN and will run through September 16.  This is the period of time when applicants can sign up for the exam, which will be administered on December 13 and 14, 2014.  In 2006, the age to sit for the exam was 19 and the age to enter the academy was 20. CFD has lowered the age to sit for the exam and enter the academy to 18. It is their hope that younger individuals who get on the eligibility list will be motivated to attend college and stay out of trouble and will find a sense of opportunity about their futures.

City of Chicago Municipal Aggregation Update

If you are part of the city's municipal aggregation program for electricity, you should have received notice in the mail regarding updated terms to the City's deal with Integrys Energy Services. There is now a new structure for a monthly customer charge that may cost you more money. It depends on your energy consumption and customer code.

 

The Citizens Utility Board has a calculator on their website.  Be sure to have your electric bill handy.  Additionally, they have a listing of alternative providers and their prices. If you simply opt-out, you will be returned to the regular ComEd rate, which is slated to change to an unknown amount in September.

 

Be sure to carefully examine all of your options before making a decision. You can opt-out of the municipal aggregation program at any time for any reason without penalty.

Sunday Play Spot: A Pop-Up Plaza on Lincoln Avenue this September!

Every Sunday afternoon this September, the Sunday Play Spot will transform one block of Lincoln Avenue, from School to Roscoe, into Lakeview's pop-up plaza! Nikkei Zoot Suit Culture to Be Examined at JASC All-Camps Reunion

JASC members and friends are cordially invited to the fifth All-Camps Reunion on Sunday, August 3. This year, we welcome historian Ellen Wu, who will talk about Japanese American zoot-suiters and their significance in the history of race in America.

 

An assistant professor of history at Indiana University, Ellen Wu specializes in the study of Asian Pacific America, immigration, and race. A limited number of copies of her book, The Color of Success: Asian Americans and the Origins of the Model Minority (Princeton University Press, 2014) will be available for purchase at the August 3 event.

 

Now, nearly 70 years after the end of World War II, it is more important than ever to share the stories of Japanese Americans who endured the war years and resettled in Chicago. Chicago Market - A Community Co-Op

Chicago Market - A Community Co-Op is a large-scale grocery co-op being planned for the city's north side that will focus on local, sustainable, organic food. Chicago Market will be a big, bright, beautiful full-service grocery store offering one-stop shopping with a butcher, baker, full produce and dry goods selection and more

 

As a co-operative, Chicago Market is owned and run by the Owners. Owners will get to choose the leadership of the Cooperative, they will receive discounts and patronage refunds, and they will get to have a say in building their dream grocery store. The Market is in the midst of an ownership campaign (#1000in100) to recruit 1,000 Owners over the summer.

Pet Summer Safety Tips
  • Water - Give your pets plenty of fresh, clean water.  Animals can get dehydrated very quickly especially in the heat.
  • Shade - Make sure your pet has a place to go to get out of the sun.  Try to keep them indoors during extreme heat.
  • Rest - Do not over-exercise your animal in the heat.  On a sweltering day, the best time to exercise your pet is in the early morning or late evening.
  • Watch - Never leave your animals alone in a parked vehicle.  In extreme heat, the temperature can rise in your vehicle very quickly.  This can leave your pet vulnerable to heat stroke, which can onset very quickly.

Arts & Culture in the 47th Ward: The Renaissance Project

The Renaissance Project, a classical art studio located at 4770 N. Lincoln Avenue, is dedicated to teaching and cultivating the classical traditions of figure, portrait, landscape and still life painting. Tucked away in Lincoln Square since 2000, the studio was founded by artist and director Lothar Speer who trained at academies in Basel and Vienna before immigrating to the United States to complete his BFA and MFA degrees at Loyola University and Pennsylvania Academy of Fine Arts. Speer is an exceptional instructor who is fluent in a wide array of media. His Renaissance Project curriculum follows the traditional 19th Century French School which emphasizes accuracy in detail and proportion. Recognizing that art students often lack visual literacy and traditional technique, he teaches classical drawing and painting skills that constitute the foundation of quality artistic training. Classes emphasize drawing skills, concentration and "learning to see" in a critical way. He believes that everyone can develop drawing and painting skills. "Talent helps," he believes, "but it really is a learned discipline." The Renaissance Project offers both private and group instruction. The classes run 10 weeks with flexible schedules and focus. In addition, a live model drawing session is offered to the public for a reduced fee every Tuesday at 7 PM.

 

An affable personality, Speer is the recipient of Vienna's prestigious Johannes Fugar Award and his work has been exhibited widely in Austria and the United States. This fall, he will have exhibits at the Edgewater Historical Society and the Granville Framing Gallery. "A Touch of Europe," his wall mural at the CTA Brown Line stop at Western has been part of the Lincoln Square landscape since 1991. He also collaborates with local organizations such as Chicago House, Magnificent Events and ABC/CBS news, and his personal art collection is on view at Garcia's Restaurant in Lincoln Square. This is a completely voluntary day of sweat, investment, and fun as we build our legacy at Lake View. Staff members, students, community members, and alumni will organize in the auditorium. Come prepared to collectively accomplish a series of projects ranging from: painting areas of the building - exterior and interior, arranging the classroom learning environments to best meet student needs, and various landscaping opportunities.

On the 3rd Friday of the month The Lincoln Square Friendship Center 2733 W. Lawrence is the home to Friendship Pet Food Pantry. Pet food is provided to folks who are having a hard time feeding their beloved pets.  

The Friendship Pet Food Pantry would like to thank our thoughtful neighbors and these generous businesses for donating pet food for our neighbors in need: Ruff Haus, Urban Pooch, Your Best Friend Pet Supply, Jack & Ginger's, Hello Doggy & Zulu.

  

Thanks to all of you who donated cat food for the Friendship Pet Food Pantry! We helped 58 cats and 36 dogs this month stay in their homes.

  

Our neighbor KC, who manages the Morton Grove Pets Supplies Plus, brought us lots of dog food. With the help of our summer intern Jack, we unloaded her station wagon in record time. Many thanks to KC and the neighborhood pet stores who help keep pets with their people: Ruff Haus, Urban Pooch, Your Best Friend Pet Supply, Jack & Ginger's, Hello Doggy & Zulu.

 

We have been so successful that we are currently low on cat food. If you would like to donate bags or cans of cat food or cat litter, it would be greatly appreciated. Thanks to those of you who have donated these needed supplies.  You may drop off donations at the alderman's office or Lincoln Square Friendship Center on Thursday afternoons or during the monthly Pet Food Pantry at 2733 W. Lawrence.

Ravenswood School Outdoor Project

The crews are working hard to finish the playground construction before school starts on Sept. 2.  The entire project is expected to be completed by mid- to late-September.  To learn more about this project, please click here.   

 

Lawrence Avenue Streetscape

  • Street resurfacing is scheduled for mid-August between Western and Damen and for mid- to late-October between Damen and Clark. Final striping will be completed in the fall.

  • New pedestrian refuge islands (including ADA compliant ramps) were installed between Damen and Clark and center turn lanes were striped earlier this summer

  • Sidewalk and curb/gutter replacement between Damen and Clark along the north side of Lawrence has been completed.  This work will continue along the south side of the street through mid-August, but the main walk has already been completed.  Sidewalk improvements will be completed in front of McPherson Elementary before school starts on Sept. 2.

  • Sidewalk, driveway, curb/gutter, and ramp work will continue along various stretches of the corridor. ADA ramps will be installed to line up with the street crossings at the pedestrian islands.

  • Bike racks are expected to be installed in early August and benches and chairs are scheduled to be installed in late August.

  • Sewer and electrical work has started and new street light poles are being installed along the entire corridor.

  • Most of the plantings between Western and Clark (including Claremont Plaza) are expected to be performed in early August. The remaining landscaping work will be finished up next spring.

Water Main Replacement for Warner between Leavitt and Damen

Contractors working with the Dept. of Water Management are replacing the water main from 1891 under Warner from Leavitt to Damen.  The surface has been filled with concrete.  Next will be landscape restoration and asphalt resurfacing.  For more information, please click here.   

 

Water Main Replacement on the 3500 of Leavitt and Hamilton

Contractors working with the Department of Water Management are working to replace the 1891 mains under Leavitt from Addison to Belmont, Hamilton from Addison to School.  For full information on this project, please click here.

METRA Traffic Closures and Detours Around Ravenswood Avenue 

  • Leland Ave Full Closure will be up until Fall 2014.  
  • Ravenswood from Lawrence to Leland Ave Full Closure will be up until Fall 2014 on the west side of Ravenswood.
  • Ravenswood (east side) between Ainslie and Winnemac blockades may be in place on the street to make room for the work to be done however there is not a parking restriction when workers are not present.
  • Ravenswood (west side) between Lawrence and Grace landscaping projects are underway along the base of the walls along the Metra tracks.  Short closures will be necessary to install the new plants, so pay attention to parking restriction signs.
