In May, Mayor Emanuel appointed me to the Minimum Wage Working Group. The purpose of this group was to study increasing the minimum wage for Chicago. After 45 days of public hearings and internal meetings, we released our recommendations on Monday. Here is a top-line summary of our report:
- Increase Chicago's minimum wage to $13/hr over 4 years
- Index the minimum wage to inflation after the 4th year
- Increase the tipped wage
We also listed additional recommendations:
- Support a progressive income tax
- Support the expansion of the State EITC program
- Request greater enforcement of wage theft
- Support paid sick leave

Working on the minimum wage task force has been a great experience and follows other social justice legislation I've passed. They include:
- Amending the human rights ordinance to list credit history as a protected class
- Passing one of the country's strongest anti-wage theft ordinances (mentioned in minimum wage report)
- Licensing debt collectors
#GROW47 and Neighborhood High Schools
Last night, my office hosted the rollout of the new 'Lake View Partners' with Principal Scott Grens, Lake View High School STEM partners (Northwestern University, DePaul University, Microsoft), Ald. Tunney, Ald. Cappleman, and over 70 of our neighbors. The event was a tremendous success! People had an opportunity to meet Principal Grens and learn more about the university and technology partnerships. Most importantly, everyone had a chance to hear about Principal Grens' vision to make LVHS a solid choice for everyone in our community. In sum, complete #GROW47's vision to build a neighborhood K-12 system in our community.
Neighborhood schools have been my 'all-in' since taking office - but I still hear some skepticism about neighborhood high schools. But here is what I know: People move to our community for elementary schools, but move to the suburbs for high schools when their children reach the sixth or seventh grade (sometimes much earlier). Why? Families and students are living in a pressure-cooker. If you live in Tier 3 or 4 of the CPS Tier system, your child has to get straight A's, never miss a day of school, and test in the 95-99% percentile to test into a selective enrollment high school. For many families, the stress is just too much and they move to the suburbs. What do they get in the suburbs? Suburbs make schools the starting point for everything they do. Property values, economic development, and community sustainability is tied to the school districts. So one tax bill nets a family an entire K-12 system. This means there is no stress about getting into the right high school to get into the right college as everyone goes to the same high school. There is more stability and equity for all kids. And this allows kids to be kids and families to live with some peace.
To combat the suburban outflow, I launched GROW47. The goal: give families in the City what they seek out in the suburbs -- a neighborhood K-12 system.
The completion of a neighborhood K-12 system in our community begins with you and me. And it begins with shaping our perception of neighborhood high schools. Everyone has to get involved-parents, homeowners, renters, business owners, etc. It doesn't matter if you have children. You can do your part by running for Local School Council. Or join your school's parent organization. Volunteer at an event or put a sign in your window. At a minimum, spread a positive message about your neighborhood school. How does this help? Because performance follows perception.
If you and your family are tired of living in a constant state of stress, I urge you to take a second look at Lake View High School and Amundsen High School. Both schools have transformative principals, vision for excellence, and great programs. What's missing? Buy in.
Shaping school perception begins with you. And again, performance follows perception. So what can you do? Get involved. Here's how:

- Join the Friends of Amundsen
- Work with both principals to set up school tours
- Begin a dialogue on your block about neighborhood schools - and name the time and place and I will do my best to be there to give your neighbors my pitch on building a neighborhood K-12 system. Email schedule@chicago47.org to make arrangements.
Square Roots Festival Starts TONIGHT
The Square Roots Festival runs from July 11 to July 13, on Friday from 5 to 10PM, on Saturday from noon to 11PM and on Sunday from noon to 9PM. Note that Lincoln Avenue from Montrose to Wilson is closed to vehicular traffic through Monday morning. The festival features four stages with over 50 bands, Midwest breweries serving craft beer, and a kid zone with games and family activities. Click here or check the flyer below for more information.

Robbery near the Damen Brown Line Around 10:30pm on Monday, July 7th a woman was robbed at gunpoint on Leland between Damen and Winchester after getting off of the Brown Line at the Damen Station. She was not hurt, but the assailant did take her purse. Chicago Police are investigating this incident, and it appears to be isolated at this time. Nevertheless, we should all be aware of this incident and look out for one another.

Consider attending your CAPS meeting (schedule here) to get more information about crime in your area, and to report any concerns you may have. Report Graffiti
As the weather turns warmer, we are seeing more graffiti throughout Chicago. Be sure to report any graffiti to our office (info@chicago47.org, 773-868-4747), 311, or through the Chicago Works app. You'll need to know the address, type of surface tagged, and whether or not the tag is more than six feet from the ground. Graffiti that contains profanity, hate language or is done on a church or school receives special attention. The faster we remove graffiti the less likely vandals are to target that area again. Second Installment Property Tax Bill Due August 1, 2014
Update from Cook County Commissioners Bridget Gainer & John Fritchey

At the beginning of this month, the Cook County Treasurer's Office mailed out 2013 second installment property tax bills to all Cook County Homeowners. On Tuesday, July 15 from 1 PM to 5 PM - staff from Cook County Commissioners Bridget Gainer & John Fritchey's offices will be available at Alderman Ameya Pawar's office (4243 N Lincoln) to offer on-site property tax assistance. Homeowners can visit Commissioner Gainer's staff to ensure all eligible exemptions have applied and answer any questions regarding their most-recent bill.

Have a Neighborly Summer
Summer is finally here! We love to be outdoors, have our windows open and simply enjoy the season. This is also the best time to get to know your neighbors. Among the many ways, neighbors can improve a sense of community and support each other in trying times is: have a Block Party, keep one another company "over the fence" or lend a helping hand when you're out of town. And having healthy relationships with those living close to you could also help you resolve conflicts amicably. Aside from introducing yourself and waving hello, show your neighbors that you care with these tips: 1. Invest in Curb Appeal Keep yards tidy. Is there a neighbor on the block who is need of help mowing or weeding? Besides being an eyesore, a neglected home and yard could affect your property value as well as your neighbors'. Give us a call and maybe we can help. 2. Know Your Boundaries In addition to respecting your neighbors' privacy, try to respect their personal space as well. For example: Adhere to property lines when it's time to build or plant, don't intrude when neighbors are entertaining outdoors. Keep garbage carts within your property lines. 3. Be Mindful of Pets Help keep your pets from becoming a nuisance by investing time in training, fencing your yard, using a leash and picking up messes during walks. And silence your dog or bring him inside when he's in nonstop barking mode. There is a noise ordinance in respect to barking dogs. 4. Keep It Down Try to keep noise levels down, especially during early morning and late evening hours. Teach your kids to be aware of the sound level when listening to music or playing outdoors with friends. Tell your landscaper not to start work until after 8am. Summer is party-time, but we should be as considerate to our neighbors as we want them to be of us. |

Pet Summer Safety Tips
- Water - Give your pets plenty of fresh, clean water. Animals can get dehydrated very quickly especially in the heat.
- Shade - Make sure your pet has a place to go to get out of the sun. Try to keep them indoors during extreme heat.
- Rest - Do not over-exercise your animal in the heat. On a sweltering day, the best time to exercise your pet is in the early morning or late evening.
- Watch - Never leave your animals alone in a parked vehicle. In extreme heat, the temperature can rise in your vehicle very quickly. This can leave your pet vulnerable to heat stroke, which can onset very quickly.

Arts & Culture in the 47th Ward: American Theater Company by Luis Lopez Reichling
If you compiled a list of Chicago's premier theater companies, American Theater Company (ATC) would figure at the top alongside the Goodman Theatre and Steppenwolf. Tucked away off of Lincoln Avenue on a quiet street, 1909 W. Byron Street, this innovative company has impacted the theater scene both locally and nationally. It possesses an impressive repertoire of engaging, critically acclaimed plays such as Disgraced which premiered at ATC in 2011 and went on to win the 2013 Pulitzer Prize for Drama. ATC was founded as the American Blues Theater in a remodeled warehouse back in 1985. Throughout the intervening years it has remained faithful to its mission: to tell the story of Chicago's working class through theater. Its trajectory has included the production of traditional plays such as On the Waterfront and Doubt, as well as new, edgier works by local talent. This wide-ranging repertoire reflects an open-minded creative process and reflects the breadth of Chicago's theater scene.
A notable example of ATC's skill in revitalizing well-worn material was the recent production of Grease. No, not the censored screen version with John Travolta - the original version set in Taft High School! The ATC production took the piece back to Chicago and included two extra off Broadway songs. This musical success was followed by this year's Hair which incorporated original music and received glowing reviews from TimeOut Chicago. In addition to mainstream works, the company addresses unconventional and often controversial topics ranging from Islamophobia to the healthcare system in America. In all its productions, ATC presents quality theatre that engages, provokes and reflects contemporary America and the experience of its ordinary citizens. In addition to theatre productions, ATC offers educational programs to local youth. The Humanity Project focuses on service learning experiences that help students understand multiculturalism and social change through documentary theater workshops. Another program, American Mosaic, serves an astounding 700 CPS students who study and perform an American play on ATC's mainstage. With its expansive resume of high quality theater performances and educational programming, ATC is a model arts organization that highlights our ward as a major hub of local theater. Although ATC's 2013-14 season closed last weekend, this wonderful company will present a series of new works beginning this month. An upcoming play created by CPS students, GoldStar Ohio, will run July 17th to the 27th. In September, the company will present Let Me Down Easy and Mercy Strain (originally Mercy Killers), the latter being a one-man play that won the top prize at the Edinburgh Fringe Festival. We have been so successful that we are currently low on cat food. If you would like to donate bags or cans of cat food or cat litter, it would be greatly appreciated. You may drop off donations at the alderman's office or Lincoln Square Friendship Center on Thursday afternoons or during the monthly Pet Food Pantry at 2733 W. Lawrence.

Lawrence Avenue Streetscape
- New pedestrian refuge islands (including ADA compliant ramps) have been installed between Damen and Clark, and center turn lanes have been striped. Sidewalk replacement continues and ADA ramps will be installed to line up with the street crossings at the pedestrian islands.
- Sidewalk, driveway, curb and gutter, and ramp work continues along various stretches of the corridor.

Sewer and electrical work has started and new street light poles are gping up over the next few weeks.

Plantings between Western and Damen are expected to be performed in mid to late July. The remaining landscaping work between Damen and Clark will be finished up next spring.
- Work on the south side of the street near McPherson will be completed in the next month.
- Street resurfacing and final striping will be completed in the fall.
Brown Line Construction
Work on the Brown Line tracks near the Rockwell Station will continue through July. CTA is replacing ties on the bridge over the river to improve the slow zone. Some work will be done on weekends, where trains will operate on one side of the tracks.
Water Main Replacement for Warner between Leavitt and Damen
Contractors working with the Dept. of Water Management are replacing the water main from 1891 under Warner from Leavitt to Damen. The contractor is working on the last connections and making the main connections under Damen and Lincoln. The project is currently projected to be completed by the end of next week. Restoration will follow in the coming weeks.For more information, please click here.

Contractors working with the Department of Water Management are working to replace the 1891 mains under Leavitt from Addison to Belmont, Hamilton from Addison to School. For full information on this project, please click here.

New to the plan:
- removal of all Ailanthus, honeysuckle and buckthorn (all invasives);
- add soil to the rip rap on the upper sections of the project area to make planting easier and recovery quicker;
- substitute for the elderberry, since we said we have a thriving e-berry community already;
- substituted a cover seed mix instead of the IDOT mix we objected to;
- four species of gray dogwood (stakes) that a vigorous colonizers for the new territories.
These will be substantial new lands, with the bank secured, and planting begun. Riverbank Neighbors will be able to enrich species diversity over time and introduce many new forbs. Habitat for birds and reptiles and amphibians and mammals will be greatly improved.
Horner Park Riverbank Project (from US Army Corps)
Tree cutting is complete. Erosion Control consisting of silt fence, silt curtain, inlet protection is installed. Excavation of topsoil, stripping, fill disposal and topsoil placement is underway. Excavation to install Limestone/Flagstone is underway. Root Wads will also be installed along the river bank in the coming weeks.
METRA Traffic Closures and Detours Around Ravenswood Avenue
- Leland Ave Full Closure will be up until Fall 2014.
- Ravenswood from Lawrence to Leland Ave Full Closure will be up until Fall 2014 on the west side of Ravenswood.
- Ravenswood (east side) between Ainslie and Winnemac blockades may be in place on the street to make room for the work to be done however there is not a parking restriction when workers are not present.
- Ravenswood (west side) between Lawrence and Grace landscaping projects are underway along the base of the walls along the Metra tracks. Short closures will be necessary to install the new plants, so pay attention to parking restriction signs.
