April 11, 2014

On this day in 1968, President Johnson signed the Civil Rights Act of 1968 into law.

The 47th Ward Office will be CLOSED on Friday, April 18th.

Dear Neighbor,

After taking office in 2011, the revitalization of Lawrence Avenue (#ANewLawrence) became a central goal of my first term. For decades, the empty storefronts, an underutilized 3 acre Sears parking lot, and a lack of walkability plagued economic development activity. As such, my office developed a pedestrian and retail-friendly vision for Lawrence which centered on attracting an anchor business to pair with a redesigned Lawrence Avenue Streetscape. In 2012, my office worked non-stop to ink a deal securing a Mariano's, LA Fitness, and a new residential development on the underutilized Sears lot. And on Tuesday, April 8, 2014, the new Mariano's Fresh Market opened for business!

In addition to fresh produce and groceries, the new store features: Todd's BBQ Joint, a sushi bar, wine bar, oyster bar, coffee bar, and live music. Now you can pick up a cup of coffee on your way to work and pick up dinner and groceries on your way home! . My office has received a lot of feedback from neighbors on the store and one thing we hear over and over is: "The store is a life-changer. Everything I need is within walking distance of my home."

There are economic benefits to the store opening. They include:

  • The Ravenswood Mariano's employs over 600 people, the most of any store.
  • The entire project created over 1k jobs
  • Prior to the development, Sears paid $100k in property taxes annually on the empty lot. Now, the lot will generate over $1million in annual property taxes for our City and community.
  • Sales tax revenue $800k (est.)
  • The entire project serves as a tipping point for further economic development along #ANewLawrence

Throughout this project, we talked about building community. And this project brought together the developers (Barrett & Porto and Sy Taxman) and the Mariano's family to create true partnerships with our community. They include:

  • The launch of the FREE Mariano's Senior Shuttle. My office worked with the developers to launch this free service for 47th Ward Seniors. Click to learn more
  • #GROW47 secured $350k in grant funds for capital projects at McPherson Elementary, Ravenswood School, Waters Elementary, and Audubon Elementary. Click to learn more.
  • Bob Mariano personally presented Ravenswood Community Services with a $5k grant.

The announcement of Ravenswood Station project has served as a tipping point -- as the grocery store, health club, and residential projects began to take shape, smaller businesses began to call our office. Because of our vision, I am proud to report that Band of Bohemia, Roots Pizza, Waxman Spa, and Ampersand Wine Bar are a few examples of the businesses locating to #ANewLawrence.

In addition to attracting new businesses, job creation along the Lawrence corridor has also been a central theme. When I took office, the City of Chicago was still reeling from the impacts of the Great Recession of 2008. City unemployment surged over 9% in 2011. I am proud to report that the projects we initiated along Lawrence Avenue created over 1k construction and retail jobs!

And of course, I am excited to continue to work with the long-standing businesses along Lawrence Avenue, such as Himmel's, Borreli's, Garcia's, Golden Nugget, Chez Simo (to name a few). These businesses have been incredibly patient with the construction and dust. I hope you will join me in supporting them during the construction season this year.

Click here for more information on major developments.

Of course, there is more going on than just economic development on Lawrence Avenue. Lawrence Avenue is also home to McPherson Elementary. Since 2011, my office and GROW47 have been working with Principal Carmen Mendoza, Bob Farster, Kim Silver, and the Friends of McPherson to promote and organize around this amazing neighborhood school. Recently, I attended the 'Big Reveal' for McPherson Elementary's outdoor campus design. Together, we have identified nearly $600k in funding towards this campus redesign. If all goes as planned, (we are still working to solidify details) we will break ground on Phase 1 and Phase 3 this year! McPherson Elementary is the centerpiece of remaking Lawrence Avenue and I urge you to get involved. Find out more by clicking here.

I want to thank all of you for attending community meetings and providing valuable input to my office. What was a vision in 2011 is now becoming reality.   And there is much more to come! We expect to open the new Metra station later this summer and complete the streetscape in the winter of 2014.  In the meantime, I want to hear from you on our Lawrence Avenue vision. Make sure to use the official Twitter/Facebook hashtag when you do: #ANewLawrence.

I want to thank developers Tim Barrett, Gene Porto, and Sy Taxman for their commitment to our community. I want to thank the City of Chicago's Corporation Counsel Steve Patton, Department of Planning and Development Commissioner Andy Mooney, Matt Hynes (Mayor's office), David Spielfogel (Mayor's office), and Mayor Rahm Emanuel for taking my endless phone calls and emails to get this project moving. And finally, I want to thank my entire team for their diligent efforts to make this project happen and to coordinate the construction to minimize disruption to you.

Legislation on Mandated Fire Sprinklers

State Representative Sara Feigenholtz has introduced an important piece of legislation regarding the controversial issue of mandated fire sprinklers in Illinois. The goal of House Bill 4609 is to give more people a seat at the table on the issue of fire sprinklers in Illinois, so we can come to a proactive solution before we are faced with another unfunded fire sprinkler mandate proposal from the Office of the Illinois State Fire Marshal like last summer.

The bill creates a task force of experts that will research and consider the effects of any legislation requiring fire sprinklers in homes, businesses, and high-rise buildings and examine all questions related to increasing rent prices, insurance rates, and installation costs. After exploring all possibilities, the group will provide a comprehensive report with recommendations to the General Assembly. It would then be the responsibility of the elected General Assembly, not the State Fire Marshal and a small, obscure committee called the Joint Committee on Administrative Rules (JCAR), to adopt any rules requiring the installation of fire sprinklers in any structure.

Rep. Feigenholtz has recently unveiled the  Lakefront Coalition for Responsible Fire Sprinkler Policy petition to show community support for her bill. Ald. Pawar added his name in support of this common-sense legislation, and encourages you to do the same.

Arts & Culture in the 47th Ward: Perceptual Motion
A Series of Weekly Articles by Office Intern Luis Reichling, Senior at St. Benedict Preparatory School

Perceptual Motion, a not-for-profit dance group based in the 47th Ward for over 30 years, is one of the Chicago dance community's true treasures. It was founded in 1983 by dance guru Lin Shook whose impressive resume includes work with dancing legends Hanya Holm and Erick Hawkins, and the creation of the Chicago Fine Arts Standard for Dance. Inclusive of all ages and backgrounds, Lin's ensemble and dance school incorporates her belief that dance is a celebration of life through movement, not just an art form.

In addition to Lin, the striking ensemble features a diversity of talented artists and professionals. Its roster includes Helen Alter-Dyche, who has performed at the Israel National Opera and taught ballet at the Ellis DuBoulay School of Dance, and Gina Demos, a former director of Creative Arts Therapy at the University of Chicago Psychiatric Department. The company features a refreshing variety of people from different backgrounds and a broad range of techniques, themes and levels of performance experience. Lin herself did not discover dance until she was in college so she is sympathetic to late starters.

Perceptual Motion provides classes to kids and seniors though partnerships with a number of local organizations. The class for seniors, "Still Kickin' It" (held on Tuesdays at 6:15 PM), has received much praise for being unique and fun. The ensemble also works with a variety of schools and educational groups in the ward and across the city, including Pilgrim Lutheran School and the Lycee Francais de Chicago (The French School). Another innovative project is a program with Urban Gateways which creatively connects dance to academic subjects like English and math! Perceptual Motion endeavors to enable students to express themselves through creative movement; and indeed incorporating creative movement into school curricula and the daily routine of average citizens is core to their mission.

Perceptual Motion looks forward to expanding its programs around Chicago and collaborating with other organizations. On Saturday April 12th at 7:30 PM, they will celebrate their 30th anniversary at the Ruth Page Center For the Arts on 1016 North Dearborn Street. Attendance is open to the public with discounted parking.

Dance benefits everyone physically and mentally. It trains us to be present and alert. It is something that one should try even if only for a little curious! So please consider "stepping into" Perceptual Motion's website www.perceptualmotiondance.com to explore their offerings.

This past August, Lane Tech High School's Principal, Dr. Christopher Dignam, was one of six high school principals (and the only one from a selective enrollment high school) to receive the Principal's Incentive Award from Chicago Public Schools in recognition of the school's growth in reading and math scores as well as closing achievement gaps. Lane's standardized test scores increased 2.03 points in reading and .87 points in math from 2012 to 2013. The school's overall ACT composite score increased by 1.08 points. The Incentive Award is funded by private donors, such as philanthropist Penny Pritzker.

In March this year, Dr. Dignam was also awarded the Scholastic Press Association of Chicago/McCormick Principal of the Year. The Principal of the Year award acknowledges the important role principals play in high school journalism.   Dr. Dignam was nominated by the Lane Tech Warrior teacher sponsor, Seth Johnson, in recognition of his support for student journalists as well as his position against censorship.

Jumping Jack Forms
Are In! You can print them off of our website or stop into the office. Once again the city is offering a limited number of Jumping Jacks for Block Parties on Saturdays & Sundays from May 24 - August 31. Please fill out the form and email or mail the application directly to the city. If you really want one, plan your Block Party for a Sunday.

Are there leaves or debris in the gutter, (on the street-side of the curb) near your house or in the streets at the corner? Please rake, sweep or shovel them up. Also, if there is a senior or person living with a disability on your block, could you please take care of their gutter as well? I do it the easy way: I roll out a black cart and tip it over. I use a broom and sweep the guck into a large shovel and it goes easily into the cart.

Voila! No guck, no standing water, no clogged sewers. That's a win-win-win!

Once the gutters are clean and the drains are clear, if water stands in the gutter for more than 24 hours, please call us.

Are Bunnies or Squirrels tempted by your tender plants? Here are good suggestions from Kim Kaulas. Use inexpensive barbecue skewers broken in ˝ to form a circle around the tasty plant, sharp side up, some facing the plants and some facing away from the plants. Once the plants are grown, simple remove the skewers. Another method is to use small grid wire mesh "hardware cloth" to make a collar to surround the base of the plant. These aren't child-friendly options, but they give the plants a chance to grow.

Friends of Animal Care & Control began a kitty foster care program 4 yrs. ago. They are in desperate need of foster families. Having been a foster family for several years, I can tell you my children loved it and were always happy to give the kitties back when they were ready for adoption because they knew that every one of them were going to a loving family. After a few weeks with us, all of the kitties even loved dogs! Think about becoming a foster family. Email; kat@fcacc.org

If you can't foster, consider making a monetary donation for medical care, spay/neuter surgeries, inoculations and more. Volunteers are needed every single day at ACC. Email Susan; volunteerwithfriends@gmail.com

Each program volunteer is trained, supervised and given the proper tools to make a positive difference. In return you are enriching your own life by making a difference for someone else. Our volunteers are matched with a senior on a one-to-one basis.

New to the plan:

  • removal of all Ailanthus, honeysuckle and buckthorn (all invasives);
  • add soil to the rip rap on the upper sections of the project area to make planting easier and recovery quicker;
  • substitute for the elderberry, since we said we have a thriving e-berry community already;
  • substituted a cover seed mix instead of the IDOT mix we objected to;
  • four species of gray dogwood (stakes) that a vigorous colonizers for the new territories.

These will be substantial new lands, with the bank secured, and planting begun. Riverbank Neighbors will be able to enrich species diversity over time and introduce many new forbs. Habitat for birds and reptiles and amphibians and mammals will be greatly improved.
