We will be issuing LV2 passes TOMORROW, April 5, Saturday from 10am to 1pm at the Resurrection Covenant Church at 3901 N. Marshfield.  The first night game is Tuesday, April 8th.

In December of 2013 the City Council passed legislation to create an independent budget office - the City Council Office of Financial Analysis (COFA). The creation of COFA office represents a major structural reform to city government and once established COFA will provide aldermen independent analyses of the annual budget and major legislation. COFA was modeled after the Congressional Budget Office. Chicago is now the fourth city in the country to create such an office. Learn more about COFA by clicking here.

 

The COFA enabling legislation calls for the creation of an oversight committee to recruit, interview, and recommend a COFA director to City Council for approval. I am proud to announce that City Council appointed me to serve on the oversight committee.

#GROW47 Community Survey

After taking office, I launched #GROW47. This education initiative brings together neighborhood school principals, parents, and community leaders to develop a neighborhood K-12 system. Over three years, my office and #GROW47 allocated millions in TIF funds, 500k in aldermanic menu funds, secured nearly a million dollars in grants, and raised almost $400k in private funds for various capital projects at our neighborhood schools. We are now turning our focus to neighborhood high schools. To jump-start this process, #GROW47 is launching a quick online survey. This survey will inform our community organizing and marketing efforts. Please take a moment to fill out this survey and help us #GROW47!

 

Cubs Remote Lot

On April 1st, my office required the Chicago Cubs to host a community meeting to discuss their plans for a remote parking operation at 3900 N Rockwell. After the meeting, my office continued its on-going investigation of all matters pertaining to the Cubs parking lot plan. We found that under the Municipal Code of Chicago, non-accessory parking requires a special use permit (issued by the Zoning Board of Appeals) in any area zoned M1. The lot at 3900 N Rockwell is zoned M1. The Cubs do not believe they are subject to this specific section of the zoning code, citing language elsewhere in the code under  MCC §17-10-603-B, which would allow them to operate this parking by right. As we disagree on the interpretation of the code, my office and the Chicago Cubs have requested that the City of Chicago Zoning Administrator obtain an official opinion from the Law Department on whether the Cubs are required to obtain a special use permit for this operation. This request is in process, and we are awaiting the Department of Law's determination.

 

Should a special use permit be required, the Chicago Cubs will be required to file an application with the Zoning Board of Appeals (ZBA).   This special use application requires the ZBA to hold a public hearing.  This hearing would provide a forum for community and aldermanic input.  And, of course, should this matter be heard before the ZBA I will join the community in opposing this special use permit.

 

In response to concerns expressed by neighboring residents and my office, the Cubs have agreed to:

  • Only allow traffic exiting the lot after the game to go westbound on Irving Park Road.
  • Provide 12 Cubs personnel during the first homestand to facilitate operations.
  • Provide additional off-duty Chicago Police Officers to provide a visible presence and monitor the operation.
  • Work with the City to restrict cut-through traffic on side streets.
  • Add security cameras to the lot.

The new Mariano's at 1800 W. Lawrence will open next Tuesday (4/8/14) at 6am!  The store was previewed in DNAinfo, and it will be a wonderful addition to the neighborhood. I hope you'll join me next week in welcoming Mariano's to #ANewLawrence!

LV2 Cubs Night Game Parking

If you live in the LV2 zone for Cubs Night Games, the first night game of the season is April 8, 2014.  LV2 passes are not yet available. 

 

LV2 passes will be mailed out in late March.  We will announce when they are available in the 47th Ward Office through an email. 

2013-2014 Residential Pickup Permits

If you drive a pickup truck or van for your personal use, you need a residential permit to park legally overnight on a residential street.  The truck must be registered to your home address in the 47th Ward. 

 

Simply bring your truck/van into the 47th Ward Office.  Note your city sticker and license plate numbers.  47th Ward staff will ensure the truck is not used for commercial use and issue you a permit.

Street Sweeping
From April 1 until December 1 the Department of Streets and Sanitation has sweepers working in the 47th Ward to clear debris and dust from residential and arterial streets.  The schedule for street cleaning on residential and arterial streets can be found on chicago47.org
Legislation on Mandated Fire Sprinklers 

State Representative Sara Feigenholtz has introduced an important piece of legislation regarding the controversial issue of mandated fire sprinklers in Illinois. The goal of House Bill 4609 is to give more people a seat at the table on the issue of fire sprinklers in Illinois, so we can come to a proactive solution before we are faced with another unfunded fire sprinkler mandate proposal from the Office of the Illinois State Fire Marshal like last summer.

 

The bill creates a task force of experts that will research and consider the effects of any legislation requiring fire sprinklers in homes, businesses, and high-rise buildings and examine all questions related to increasing rent prices, insurance rates, and installation costs. After exploring all possibilities, the group will provide a comprehensive report with recommendations to the General Assembly. It would then be the responsibility of the elected General Assembly, not the State Fire Marshal and a small, obscure committee called the Joint Committee on Administrative Rules (JCAR), to adopt any rules requiring the installation of fire sprinklers in any structure.

 

Rep. Feigenholtz has recently unveiled the  Lakefront Coalition for Responsible Fire Sprinkler Policy petition to show community support for her bill. I've added my name in support of this common-sense legislation, and I encourage you to do the same. 



Arts & Culture in the 47th Ward: Cornelia Arts Building
A Series of Weekly Articles by Office Intern Luis Reichling, Senior at St. Benedict Preparatory School

 

Over the past 30 years, the Cornelia Arts Building (CAB) has evolved into a cornerstone of the local visual arts community. Today, the facility defines itself as a creative "incubator" hosting 40 local artists under its roof. Formerly an ice block manufacturer (back in 1910!), the building at the corner of Ravenswood and Cornelia is now a local hotspot where artists can rent space and showcase their work. "Elegant, casual and memorable" is the description used by a resident who attended last month's gala and was impressed by the open, laid back atmosphere and diversity of artists. Most importantly, the organization has succeeded in sustaining a community of creative minds in the 47th Ward.

 

Founded in 1986, CAB has established itself as an important cultural resource with programs such as Friends for the Arts and Ravenswood ArtWalk. Its themes have largely been post-modern and abstract, and features a variety of media such as textiles, paint, woodwork, minerals and even books. One of the largest art buildings on the northside of Chicago, CAB provides local artists with affordable studio space. The director Jason Messinger, who is a graduate of the Art Institute of Chicago, is an active painter and sculptor committed to developing a diverse mix of local and international artists at the center. CAB's notable resident organizations include the not-for-profit school Fire Arts Center of Chicago dedicated to maintaining classical sculpture techniques. Class schedules are available on the CAB website and artists are available for private lessons.

 

I urge you to visit the free public gala taking place on May 26th from 6 to10 PM. It will feature jazz music, artist exhibits and delicious food. Don't miss this opportunity to connect with a group impressive, cutting edge artists working in the 47th Ward.


Congratulations Timeless Toys

Martha and Harry Burrows have lived in Lincoln Square for over 20yrs. So of course when they decided to become shopkeepers they couldn't think of a better place than in the neighborhood they already called home. Home comes to mind whenever we enter Timeless Toys. At Timeless Toys we find the same wonderful toys, games and puzzles that we had in our home for our children that we now buy for the youngsters in all our lives. None of us can count the hours our children played with wooden animals, puppets and cardboard blocks that are always available at Timeless Toys.

 

 


Aldermanic Summer Internship 

We are accepting letters of interest and resumes from college and graduate students seeking a paid summer internship in our aldermanic office. Applicants must have completed at least one semester/quarter of college during the spring of 2014 in an accredited program and must have proof of residency in Chicago, preferably the 47th Ward, at time of hire. The ten week program runs from June 9 to August 15. We will be making our decision in late April/early May. Email ernie@chicago47.org.

Ravenswood Elementary

Ravenswood Elementary School offers comprehensive school tours on the second Tuesday of every month that school is in session. All tours begin at 9 a.m. in the multi-purpose room, where we'll grab a cup of coffee and set off to observe classrooms, discuss the curriculum and learn what makes Ravenswood Elementary School a truly hidden gem.  Mr. Manaen, Ravenswood School principal, will meet with prospective parents for an open question-and-answer session following the tour.  Not sure if you're in the Ravenswood Elementary School attendance boundaries? This past August, Lane Tech High School's Principal, Dr. Christopher Dignam, was one of six high school principals (and the only one from a selective enrollment high school) to receive the Principal's Incentive Award from Chicago Public Schools in recognition of the school's growth in reading and math scores as well as closing achievement gaps. Lane's standardized test scores increased 2.03 points in reading and .87 points in math from 2012 to 2013. The school's overall ACT composite score increased by 1.08 points. The Incentive Award is funded by private donors, such as philanthropist Penny Pritzker.  

 

In March this year, Dr. Dignam was also awarded the Scholastic Press Association of Chicago/McCormick Principal of the Year. The Principal of the Year award acknowledges the important role principals play in high school journalism.   Dr. Dignam was nominated by the Lane Tech Warrior teacher sponsor, Seth Johnson, in recognition of his support for student journalists as well as his position against censorship.

Once again the city is offering a limited number of Jumping Jacks for Block Parties on Saturdays & Sundays from May 24 - August 31. Please fill out the form and email or mail the application directly to the city. If you really want one, plan your Block Party for a Sunday.

Are there leaves or debris in the gutter, (on the street-side of the curb) near your house or in the streets at the corner? Please rake, sweep or shovel them up. Also, if there is a senior or person living with a disability on your block, could you please take care of their gutter as well? I do it the easy way: I roll out a black cart and tip it over. I use a broom and sweep the guck into a large shovel and it goes easily into the cart.

Voila! No guck, no standing water, no clogged sewers. That's a win-win-win!

 

Once the gutters are clean and the drains are clear, if water stands in the gutter for more than 24 hours, please call us.

The 3rd owner just turned 30!

Using a model similar to community-supported agriculture boxes, Begyle Brewing, Co., is the city's first community-supported brewery (members receive monthly growlers and other discounts). After working on a farm in Ohio, Blume recruited Ritchey, an avid home brewer, to help make his vision a reality. The brewery focuses on variety, and in its first full year of business, Ritchey has brewed 35 styles. This year, he hopes to nearly double that while still brewing several chef and brewery collaborations.

Are Bunnies or Squirrels tempted by your tender plants? Here are good suggestions from Kim Kaulas. Use inexpensive barbecue skewers broken in ˝ to form a circle around the tasty plant, sharp side up, some facing the plants and some facing away from the plants. Once the plants are grown, simple remove the skewers. Another method is to use small grid wire mesh "hardware cloth" to make a collar to surround the base of the plant. These aren't child-friendly options, but they give the plants a chance to grow.

 

Friends of Animal Care & Control began a kitty foster care program 4 yrs. ago. They are in desperate need of foster families. Having been a foster family for several years, I can tell you my children loved it and were always happy to give the kitties back when they were ready for adoption because they knew that every one of them were going to a loving family. After a few weeks with us, all of the kitties even loved dogs! Think about becoming a foster family. Email; kat@fcacc.org

Join Concordia Place in helping your neighbors. The program helps to reduce loneliness and isolation among area seniors. The Friendly Visitor program provides the human connection necessary to enhance a senior's quality of life and overall well-being. Volunteers help seniors by performing services such as transportation, medical appointments, grocery shopping, phone outreach and well-being visits.

 

Each program volunteer is trained, supervised and given the proper tools to make a positive difference. In return you are enriching your own life by making a difference for someone else. Our volunteers are matched with a senior on a one-to-one basis.

On the 3rd Friday of the month The Lincoln Square Friendship Center 2733 W. Lawrence is the home to Friendship Pet Food Pantry. Pet food is provided to folks who are having a hard time feeding their beloved pets.  

We have been so successful that we are currently low on cat food. If you would like to donate bags or cans of cat food or cat litter, it would be greatly appreciated. You may drop off donations at the alderman's office or Lincoln Square Friendship Center on Thursday afternoons or during the monthly Pet Food Pantry at 2733 W. Lawrence. Thanks to all who have already donated!

Sulzer needs your old games.  Thanks to our neighbors who have donated games for the Sulzer's Game Night!  If you have games that your family no longer uses, please bring them to the 47th Ward Office or to Sulzer Library. Their ever-popular "Game Night" could use a few more board games like Sorry, Chess, Life, Uno, Jenga, Rummy Cube, etc.

Water Main Replacement for Hutchinson between Lincoln and Damen

Contractors working with the Dept. of Water Management have finished replacing the water main from 1897 under Hutchinson St. between Lincoln and Damen.  Restoration will occur once the asphalt plant opens (Mid-April or May). For full information, please click here.   

 

Water Main Replacement for Hoyne between Irving Park and Grace

Contractors working with the Dept. of Water Management are replacing the water main from 1895 under Hoyne between Irving Park and Grace.  No parking will be enforced between 7am and 4pm Monday through Friday.  During work, there will be no thru traffic allowed.  For full information, please click here.

The Chicago Cubs have provided some additional funding for infrastructure improvements in the 44th 46th and 47th Wards.   In the 47th ward we will be getting new residential street lighting on: W Byron (Clark to Ashland), N Janssen (Addison to Irving Park) and N Greenview (Addison to Irving Park).

New to the plan:

  • removal of all Ailanthus, honeysuckle and buckthorn (all invasives);
  • add soil to the rip rap on the upper sections of the project area to make planting easier and recovery quicker;
  • substitute for the elderberry, since we said we have a thriving e-berry community already;
  • substituted a cover seed mix instead of the IDOT mix we objected to;
  • four species of gray dogwood (stakes) that a vigorous colonizers for the new territories.

These will be substantial new lands, with the bank secured, and planting begun. Riverbank Neighbors will be able to enrich species diversity over time and introduce many new forbs. Habitat for birds and reptiles and amphibians and mammals will be greatly improved.

Winter conditions are still delaying contractor progress. The exact start date is still pending construction plan approval.  

 

METRA Traffic Closures and Detours Around Ravenswood Avenue 

  • Leland Ave Full Closure will be up until April, 2014.  
  • Ravenswood from Lawrence to Leland Ave Full Closure will be up until April, 2014 on the west side of Ravenswood.
  • Ravenswood (east side) between Ainslie and Winnemac some of the landscaping features will be installed before snowfall in preparation for planting in the spring.  Blockades may be in place on the street to make room for the work to be done however there is not a parking restriction when workers are not present.
