Dear Neighbor,

 

In January, after three years of work, we broke ground on a new addition to John C. Coonley Elementary School. Today, I am pleased to announce the City Council passed legislation to expend $16.5 million in Tax Increment Finance funds from the Western-Ave South TIF district to pay for the addition. And in keeping with my philosophy of prioritizing 47th Ward TIF funds for schools, parks, and public projects, the addition is 100% TIF funded. I am especially pleased that the addition will be completed in the fall of 2014. Originally, plans called for a January 2015 open date. However, The Public Building Commission of Chicago, led by Erin Lavin, is able to accelerate construction so that we can stay within the budget and ensure no students are moved from Coonley to outside locations during the construction.

Because we are accelerating the construction timeline, construction will begin early in the morning during the week and continue through the weekend. There will be some impact to parking as the construction crew stages equipment. My office is going to work with the Public Building Commission and the project manager to minimize the impacts to the surrounding neighborhood. That said, this project will be disruptive at times. The good news is that instead of a year-long construction project (as originally planned), the construction timeline has been compressed to eight months. If you have any questions or concerns about the construction, please do not hesitate to contact us. We are here for you.

And one more time, I want to thank Mayor Emanuel, CPS, The Friends of Coonley, the Coonley LSC and Principal Zurawski for their partnership on the Coonley addition. It is exciting to see the #GROW47 vision come together at all of our neighborhood schools.

Puppy Mill Ordinance

This week, City Council also voted to ban the sale the puppy mill dogs, cats, and rabbits in Chicago pet stores. I was a proud co-sponsor on this ordinance along with Ald. Scott Waguespack and Ald. Joe Moreno. City Clerk Susanna Mendoza was the lead sponsor on this effort - she worked to build the political will and coalitions to pass this legislation. Dogs, cats, and rabbits born in puppy mills are often born and raised in extremely unsanitary and inhumane conditions. In many instances, these animals arrive at pet stores with serious health issues. Once purchased, unknowing individuals and families have to care for a sick pet and in many cases, the animal does not survive. If the pets do survive, many end up with Chicago's Animal Care and Control. The City of Chicago spends $300k annually euthanizing animals - many from puppy mills. The ordinance requires pet stores to sell animals sourced from licensed breeders and rescue organizations.

I want to thank Dara Salk in my office for working tirelessly on the ordinance, the outreach, and advocating for our furry friends.

Cubs Overflow Parking

The Chicago Cubs are planning to use the lot at 3900 N. Rockwell (Basic Wire & Cable) as their new location for overflow parking.  They have an agreement with the owner of the lot for this use, and no approval was needed from my office.  My office is working to get all of the details from the Cubs, and as soon as we have them we will schedule a meeting with the Cubs to discuss this issue in detail with neighbors.

LV2 Cubs Night Game Parking

If you live in the LV2 zone for Cubs Night Games, the first night game of the season is April 8, 2014.  LV2 passes are not yet available.  

 

LV2 passes will be mailed out in late March.  We will announce when they are available in the 47th Ward Office. 

2013-2014 Residential Pickup Permits

If you drive a pickup truck or van for your personal use, you need a residential permit to park legally overnight on a residential street.  The truck must be registered to your home address in the 47th Ward. 

 

Simply bring your truck/van into the 47th Ward Office.  Note your city sticker and license plate numbers.  47th Ward staff will ensure the truck is not used for commercial use and issue you a permit.

Winter Parking Bans
From December 1, 2012 to April 1, 2013 certain arterial streets in Chicago have two additional types of parking restrictions related to snow fall. One pertains to times when there is 2 inches or more of snow on the street and the other restricts overnight parking, regardless of snowfall. Wrigley Field Community Meeting 

The Wrigley Field Annual Community Meeting, which was previously cancelled due to weather, has been rescheduled for Wednesday, March 12 at 6:30pm. It will be held in the Community Room at the 19th District Police Station (850 W. Addison).

March is Red Cross Month  

March is Red Cross Month and the American Red Cross is recognizing everyday heroes who reach out to help their neighbors.These everyday heroes lend a hand to those in need in communities across the country by:

  • Helping people affected by disasters get on the road to recovery.
  • Giving blood to help a hospital patient.
  • Brightening the day of an injured service member who is hospitalized far from home.
  • Stepping forward to assist someone having a heart attack or to save a drowning child.
  • Reuniting families torn apart by war or conflict in other parts of the world.

This March, during Red Cross Month, they're encouraging everyone to discover their inner hero by giving time to help a neighbor, make a financial or blood donation or take a Red Cross class in First Aid and CPR. Here's 4 ways you can join in this effort:

  1. Give blood. Many blood drives were cancelled the first 6 weeks of winter because of the weather. All blood types are needed to ensure a reliable supply for patients. Call 1-800-RED-CROSS (1-800-733-2767) or visit www.redcrossblood.org to make an appointment. 
  2. Take a First Aid and CPR class and learn lifesaving skills at www.redcross.org.
  3. Become a Red Cross volunteer. More than 90% of our workforce is volunteers. Since Jan.1 our volunteers helped more than 1,000 people in our 13-county region after home fires. They also taught First Aid classes, hosted blood drives, visit with military member and veterans and much more. Get started here: www.redcross.org/support/volunteer.

You may notice orange signs around trees in the neighborhood over the next weeks. Forestry is removing the Ash trees that cannot be saved by the treatment for the Emerald Ash Borer. They are also removing dead and dying trees in the ward. We want to thank the good folks on the 2400 block of Hutchinson and 4700 block of Hermitage for their concern. Our trees are precious to us all.


SAVE THE DATE: Spring Clean & Green - Saturday, April 26 from 9am-1pm 5333 N. Western

We will be collecting electronics, metals and paper for recycling. Once again your donated books and old bikes will be given to Open Books & Working Bikes for their initiatives.  Gather your neighbors, adopt a street, choose a project, prepare your parkway or corner for spring planting. Early Voting

The Primary is March 18. If, like me, you enjoy voting early - it runs from Monday, March 3 - Saturday, March 15 at Welles Park; Monday-Saturday 9am-5pm and on Sunday 9am-3pm

Under a state law that went into effect Jan. 1, someone can vote at age 17 in a primary election - such as the one scheduled on March 18 to pick each party's candidates for governor, congressmen and some local offices - if the teen will turn 18 before the general election related to that primary, which in this case will occur Nov. 4.

Our 47th Ward Green Council is looking for folks who want to work on an initiative that started in the Netherlands and is taking off all over the world. www.repaircafe.org 

 

We will have a space monthly for folks to bring broken items that need fixing; a small appliance, sewing a hem, or a broken chair leg. What we need are interested handy folks to share their knowledge and skills. We have the place - now we need some handy folks who want to help keep items out of the landfill and help their neighbors.

   

We will continue to collect warm items all winter; as we are told more are needed. Please clean out your closets; someone else can use your children's outgrown jackets and the coats, hats and gloves you no longer wear?  We also welcome donations of pet food, towels and blankets for those pets less fortunate than our own.

 

On the 3rd Friday of the month The Lincoln Square Friendship Center 2733 W. Lawrence is the home to Friendship Pet Food Pantry. Pet food is provided to folks who are having a hard time feeding their beloved pets.  


We have been so successful that we are currently out of cat food. If you would like to donate bags or cans of cat food or cat litter, it would be greatly appreciated. You may drop off donations at the alderman's office or Lincoln Square Friendship Center on Thursday afternoons or during the monthly Pet Food Pantry at 2733 W. Lawrence. 

 

Upcoming dates are: March 21, April 18, May 16 from 3-5pm

If you know anyone who needs assistance, please pass this along.

Forward Chicago Bridge & Chess Club meets at Sulzer Library on the first and third Fridays of the month from 10:30am to 12pm.  All are welcome. 

Sulzer needs your old games.  Thanks to our neighbors who have donated games for the Sulzer's Game Night!  If you have games that your family no longer uses, please bring them to the 47th Ward Office or to Sulzer Library. Their ever-popular "Game Night" could use a few more board games like Sorry, Chess, Life, Uno, Jenga, Rummy Cube, etc.

Water Main Replacement for Hutchinson between Lincoln and Damen

Contractors working with the Dept. of Water Management are replacing the water main from 1897 under Hutchinson St. between Lincoln and Damen.  No parking will be enforced between 7am and 4pm Monday through Friday.  During work, there will be no thru traffic allowed.  For full information, please click here.

The Chicago Cubs have provided some additional funding for infrastructure improvements in the 44th 46th and 47th Wards.   In the 47th ward we will be getting new residential street lighting on: W Byron (Clark to Ashland), N Janssen (Addison to Irving Park) and N Greenview (Addison to Irving Park).

New to the plan:

  • removal of all Ailanthus, honeysuckle and buckthorn (all invasives);
  • add soil to the rip rap on the upper sections of the project area to make planting easier and recovery quicker;
  • substitute for the elderberry, since we said we have a thriving e-berry community already;
  • substituted a cover seed mix instead of the IDOT mix we objected to;
  • four species of gray dogwood (stakes) that a vigorous colonizers for the new territories.

These will be substantial new lands, with the bank secured, and planting begun. Riverbank Neighbors will be able to enrich species diversity over time and introduce many new forbs. Habitat for birds and reptiles and amphibians and mammals will be greatly improved.

 

Horner Park Riverbank Project (from US Army Corps)

Winter conditions are delaying contractor progress. The contractor is still installing fence around the site. On 10 Mar the contractor will begin marking of trees which will be removed, and those removed and reused elsewhere on site. The exact start date is still pending construction plan approval.  

 

METRA Traffic Closures and Detours Around Ravenswood Avenue 

  • Leland Ave Full Closure will be up until April, 2014.  
  • Ravenswood from Lawrence to Leland Ave Full Closure will be up until April, 2014 on the west side of Ravenswood.
  • Ravenswood (east side) between Ainslie and Winnemac some of the landscaping features will be installed before snowfall in preparation for planting in the spring.  Blockades may be in place on the street to make room for the work to be done however there is not a parking restriction when workers are not present.
