Dear Neighbor,

In April of this year, I introduced the TIF Accountability Ordinance with my colleagues from the Paul Douglas Alliance. This week the ordinance passed City Council. This ordinance requires the creation of an easily accessible online database where final project performance is measured against the original redevelopment agreement promises. Mayor Emanuel took the first steps to fully realizing this by launching an online TIF portal last week. This portal is now accessible here. As the city implements the new TIF Accountability Ordinance there will be even more information available through this site. Ultimately, all of the following information will be found on the TIF Portal:

 

1. Proiect location by address and ward

2. Total budget of proiect

3. Total TIF subsidy

4. Total TIF subsidy as a percentage of proiect budget

5. Proiect start date

6. Project completion date

7. Total jobs agreed to in redevelopment agreement

8. Total jobs created

9. Public capital improvements completed as part of proiect

10. MBE/WBE and job/community hiring commitments met (if applicable)

11. Total sales tax creation (if applicable)

12. Pre-development property tax generated

13. Post-development property tax generated

 

This new portal, once fully updated, will give Chicagoans the ability to analyze how TIF dollars are being spent. It will increase the accountability to those recipients who do not meet the expectations set forth in their redevelopment agreement and create greater transparency in the TIF program across the City. I would like to thank Mayor Emanuel, Finance Committee Chairman Burke and all of my colleagues for taking this important step forward.

 

Office of Indpendent Budget Analysis

In December of 2012, I introduced an ordinance with Ald. Michele Smith and Ald. Pat Dowell to create an Office of Independent Budget Analysis for City Council. This office would provide independent analysis to City Council on the annual budget (including budget options), proposed legislation, privatization deals and other major proposals. I am pleased to announce that Mayor Emanuel now supports the creation of such an office. I am working with Ald. Smith, Ald. Dowell and the mayor's office on the moving this initiative forward. I will keep you posted on the progress.

Entry-Level Police Officer Exam Application Period Opens Aug. 1 

The application period for the entry-level Police Officer exam will begin on August 1 and will run through September 16.  This is the period of time when applicants can sign up for the exam, which will be administered in mid-December (time and date TBA).   During the application period, applicants can call (312) 744-4976 or email with any questions or concerns.  They can also seek assistance in room 100 of City Hall.  For complete information on this application process, please click here.

2013-2014 Residential Pickup Permits Now Available

If you drive a pickup truck or van for your personal use, you need a residential permit to park legally overnight on a residential street.

 

Simply bring your truck/van into the 47th Ward Office.  Note your city sticker and license plate numbers.  47th Ward staff will ensure the truck is not used for commercial use and issue you a permit.

Illinois' first ever state-wide Bicycle Transportation Plan is being developed this year and it needs your input. Public meetings will be held across the state, an online webinar will be held July 30th and an online survey has been posted to share ideas, concerns, and stories. You should have received the second-installment property tax bills by now with a due date of August 1. If you have any questions about your tax bill, please contact the Cook County Treasurer's Office at 312.443.5100.

 

The Assessor's Office has been informed that taxpayers are being solicited by people claiming to work at the Cook County Assessor's Office. These solicitors have been telling tax payers that they have missing exemptions and are encouraging taxpayers to hire them to file Certificates of Error on their behalf. The Assessor wants taxpayers to be aware that they do not need representation to file for a Certificate of Error. Click here to download the Certificate of Error form. Taxpayers may also call the Assessor's office at (312) 443-7550 and request that the exemption form be mailed.

Jennifer Davit, our neighbor and Director of the Lurie Gardens in Millennium Park gave an informative and enlightening presentation at Sulzer Library this week. We learned about the inspiration for the garden, how the future of the garden is funded (they have a Lurie Endowment=no tax dollars needed), how the designer chose the prairie as their reference for the many plantings and hardscape and the many natural methods they use to keep the garden chemical free. Friends of the Parks is part of a citywide coalition that released a civic platform outlining a series of principals that should guide the North Lake Shore Drive reconstruction project.  This document calls for a bold vision that will transform Lake Shore Drive to better meet the needs of all of its users. 

 

As project team, including the Illinois Department of Transportation and the Chicago Department of Transportation, begin the planning process. Friends of the Park believes that the focus should not be on moving Lake Shore Drive further towards becoming a highway but return to its roots as a boulevard in a park. Make sure your voice is heard at one of the upcoming public meetings on August 6, 7, and 8.  For more information click here.  

 

Thanks to Lincoln Square Ravenswood Chamber of Commerce and the many generous businesses in the square. Because of them 33 homeless animals from Angels with Tails were adopted this past weekend.  Wish you could have been there? Their next adoption day is August 25th in Roscoe Village.

 

Native Plants and Hardy Perennials will be available through the fall for anyone who wants to garden on a parkway or corner. Join Archeworks 2013-14 Sustainable Urban Design Certificate Program and 
collaborate on exciting public interest design partnerships. Interested candidates are encouraged to submit an application by August 12, 2013. The program starts in late September, 2013. Visit archeworks.org for more information and to download application materials.

sustainable and equitable communities.

  

The Tree House Working Cats Project is a "green" program that relocates sterilized, vaccinated feral cats-that would otherwise have been euthanized-to locales that have problems with rats and mice. Rodents are repelled by the cats' scent, and leave areas with cats. Most cats will hunt and catch rodents on occasion, but if they are fed regularly, cats usually won't eat them. Traditional methods commonly used to control rats tend to be short-term and not permanent solutions. Many involve poison, which is dangerous to pets and the environment.

Volunteers wanted for Dancing in the Square on Thursday evening August 15. This free family friendly fun event combines performance and dance lessons by three of Northcenter's best dance groups-Perceptual Motion, Inc. (Modern dance), Flamenco Arts (Flamenco) and Read My Hips (Middle Eastern Dance). The event is from 7:00 to 8:00 pm on Thursday August 15 in the NorthCenter Town Square at Belle Plaine and Damen.  We need help with a variety of tasks both prior to the event and day of. Friends of the Chicago River's Canoe Trips

Have you always wanted to canoe along the Chicago River - the western boundary of the ward!?

 

Saturday August 17th - 10AM - 4 PM - North Branch - Paddle the Ralph Freese Trail starting at Willow Road and paddling through the prettiest sections of the Forest Preserves down to Linne Woods just north of Dempster St. (This route was by far, my favorite trip!)

 

Saturday September 7th -11AM - 3PM - Downtown Canyons - If you missed the 6/29 trip definitely sign up for this one; it's a spectacular trip.

 

Saturday September 28th - 6PM - 10PM - Moonlight Paddle - The premier trip we offer. Paddle out into the Skokie Lagoons as the sun sets. See lots of wildlife; including all three species of heron and possibly even cormorant, all native to our area. After a stop on land to hear the story of how the Lagoons were made and a snack, you'll get back in your canoe and paddle back to the launch site under the moonlight. It's a truly magical night. Friends Canoe Program is unique in that each trip is led by trained canoe guides. Before getting in the boat you'll receive safety & paddling instructions. Then when you're on the water, the guides will offer you paddling advice, assistance, answer questions about the ecology or history of the area, and ensure your safety.

 

By taking these tours, you're supporting the ONLY non-profit that is working to make the Chicago River one of the world's greatest metropolitan rivers. Lawrence Avenue Streetscape

The Lawrence Ave. Streetscape will be starting construction in the coming weeks. Currently surveying and preparatory work is being done on the electrical system and removal of buried, outdated street car tracks. Once the roadway is restriped and traffic light timing is complete work on the sidewalks will begin on the northwest corner of Damen and Lawrence and head west on the North side of the street to Western Ave.

 

Note: there will be NO MEDIAN PLANTERS. While some work is being done in the middle of the street, there is a rumor that has come up that there would be median planters such as on Irving Park or Ashland.  We have posted a draft of the streetscape design on our website if you would like to review the details.  There may be slight variations but the project will include:

  • 3 traffic lanes (east, west, and center bi-directional turn lane)
  • improved stop light timing
  • marked bike lanes
  • widened sidewalks with landscaping and permeable pavers
  • bump-outs narrowing pedestrian crossing distance
  • intersections without turn lane requirements there may be pedestrian islands
  • improved crosswalk timing
  • over 200 trees along the sidewalks
  • improvements to Claremont Plaza
  • pedestrian friendly alley connection to Giddings Plaza

Work on the sidewalks will be begin on the north side of Lawrence at Damen working to Western Ave. and back to Damen by November.  Next year the project will be completed from Damen to Clark St.

 

Water Main for 1600-1800 W. Berteau

City Crews from the Dept. of Water Management completed replacement of this 1899 water main under Berteau between Ravenswood and Ashland. DWM has completed their restoration work.  Installation of traffic calming measures for the Berteau Neighborhood Greenway will begin August 15th followed by full resurfacing between Ravenswood and Ashland.

Water Main for 2000-2220 W. Berteau (Bell to Damen)

City Crews from the Dept. of Water Management will begin work replacing the 1894 water main under Berteau Ave. from Bell to Damen.  Parking restrictions will be posted and are enforced during designated times M-F.  To see the residents' notice, please click here.

 

Water Main for 2000-2100 W. Hutchinson (Damen to Lincoln) 

City Crews from the Dept. of Water Management will begin work soon replacing the 1897 water main under Hutchinson St. between Damen and Lincoln.  Parking restrictions will be posted and are enforced during designated times M-F.  To see the residents' notice, please click here.

 

METRA Traffic Closures and Detours Around Ravenswood Avenue

  • Leland Ave Full Closure will be up until April (2014)  
  • Ravenswood from Lawrence to Leland Ave Full Closure will be up until April (2014) on the west side of Ravenswood   
  • Ravenswood from Berteau to Irving Park Full Closure for retaining wall finishing through August 30   
  • Ravenswood from Irving Park to Grace Full Closure while wall panels are installed until October 11
  • Irving Park Bridge at Ravenswood Lane Restrictions August 9 through August 30. 

Parking restrictions and detours may be re-opened, when possible, and re-closed once work is ready to resume. Walsh Construction is continuing to work with our office to minimize closures and parking restrictions, and reduce their construction footprint as much as possible while getting their work done.
