Dear Neighbor,

 

On July 9, 2013, the Illinois legislature voted to override Gov. Quinn's veto of the "conceal and carry" bill that passed earlier in the year. This means the legislature's "conceal and carry" bill became law despite Governor Quinn's concerns. A provision in the bill allowed municipalities 10 days from the time of passage to pass an assault weapons ban. So, on July 17, 2013, the Chicago City Council held a special council meeting to pass a ban on assault weapons and an ordinance that creates "safety zones" in school safe passage routes. I voted YES on both ordinances and both passed 46 to 0.

 

Here is a snapshot of the ordinances:

  • The assault weapons ban, now in place, prohibits:
    1.  any semiautomatic rifle or handgun that is capable of accepting a detachable magazine and has at least one military feature;
    2.  any shotgun capable of accepting a detachable magazine, has at least one military feature or has a fixed capacity of more than five rounds,
    3.  any weapon with a fixed magazine of more than 15 rounds. Lawful owners of assault weapons have 60 days to legally dispose of their guns or remove them from the City.
  • The Safe Passage ordinance creates school safety zones within 1,000 feet of a school. These zones are in effect during school's operating hours, from 6am to 7pm. The zones include parks and all streets along a safe passage route. Anyone convicted of a gun crime (e.g., possessing a gun, ammunition or another dangerous weapon) within these zones face a fine of up to $5,000 and 30 days in jail for the first offense and to up to $20,000 and six months in prison for the third violation.

Why did I vote for these two ordinances?

Critics argue that assault weapons bans are ineffective since most gun crimes are not committed with assault weapons. Critics of the ordinances also argue that creating safety zones and penalties will not deter gang members from committing crimes. They argue fines and increased jail sentences are not deterrents. Do I think these ordinances will significantly decrease gun violence? Probably not. That said, as legislators in Chicago we legislate on what we can. I say this because the Illinois "conceal and carry" bill that just passed preempts much of what Chicago can do as it relates to gun legislation. For example, some years back Chicago passed an ordinance banning the sale and use of armor piercing bullets in Chicago. The "conceal and carry" bill preempts the Chicago ordinance and now allows armor piercing bullets. In many ways, the Illinois law diminishes what Chicago can do to combat gun violence. So I voted for these ordinances because every level of government has a responsibility to address gun violence. Chicago has done its part. Now we need Congress to act. You might ask why Congress fails to act especially after promising to take action after each mass shooting. The truth is that special interest groups like the National Rifle Association (NRA) suppress any meaningful attempts to reform gun laws. The NRA has pumped over $32 million into the campaign coffers of Congress.

 

Chicago's gun violence is not caused by law-abiding gun owners. Chicago's problem is illegal guns and the illegal gun supply chain. Most legislators just want to stem the flow of illegal guns by requiring smart gun technology. This technology can ensure that only the legal owner of a gun can fire the gun. In Chicago, most guns used in crimes were once purchased legally and then became "lost" to the streets through a secondary market or via a straw purchaser. Smart gun technology would make it nearly impossible for guns to change hands and flow freely. The NRA has thwarted every attempt to discuss smart gun technology. In February, I published an op-ed in the Chicago Tribune on requiring gun liability insurance as a precondition of gun ownership. This is just one idea to address the flow of illegal guns but there are many more out there. Unfortunately, the NRA uses law-abiding gun owners as a cover for gun manufacturers who want to produce as many guns as possible for as cheaply as possible. So finally, I gave my input on the City Council floor (click here to view, my comments begin at the 37:40 mark). The debate on balancing the Constitution's second amendment rights with the flow of illegal guns must continue. I welcome your thoughts on these matters.

47th Ward Gardening Workshops
Ticketing, late fees for City Stickers started July 16

The Office of the City Clerk recommends that motorists buying their Chicago City Vehicle Stickers this week do so in-person, rather than online or in the mail. To find an in-person location, click here. 

 

The final day to buy Chicago City Vehicle Stickers in-person without penalty was Monday, July 15 and enforcement began Tuesday, July 16. Tickets are a minimum of $200. In addition to the ticket fine, violators are required to purchase a full-priced Chicago City Vehicle Sticker AND pay a late fee of $60, for a total of at least $345 in tickets and fees for most passenger vehicles. Motorists who avoid tickets and purchase a Chicago City Vehicle Sticker after July 16 will still be required to purchase a full-priced sticker AND pay a late fee of $60, or a total of $145 for most passenger vehicles. The cost of a Chicago City Vehicle Sticker purchased before July 16 is $85 for most passenger vehicles and $135 for large passenger vehicles.

Permit Parking Zone Signs Delayed 

Please note that a number of changes to permit parking zone signs have been delayed. We have been in touch with the Department of Transportation, the Chicago Police and the Department of Finance enforcement personnel to make sure everyone is aware. We passed an ordinance to consolidate Zone 97 into Zone 960 with no changes in time restrictions. The three blocks posted with zone 97 will become Zone 960. We passed an ordinance to change the time restrictions and consolidate Zones 1618 with 1619 on the 4300 blocks of Claremont and Bell, respectively, so that both are Zone 1618 with the effective hours of 7pm to 7am for all days. If you were issued a Zone 97 or Zone 1619 city sticker please contact bill@chicago47.org right away. We had also passed ordinances to restore the permit parking Zone 62 to the 4600 block of N Wolcott. Signs will be posted soon; in the meantime all residents of this block had the option to get the zone sticker.

2013-2014 Residential Pickup Permits Now Available

If you drive a pickup truck or van for your personal use, you need a residential permit to park legally overnight on a residential street.

 

Simply bring your truck/van into the 47th Ward Office.  Note your city sticker and license plate numbers.  47th Ward staff will ensure the truck is not used for commercial use and issue you a permit.

LV2 Parking Stickers for Night Baseball

If you need your LV2 parking pass you can come into our office.  Bring proof of residence, your license plate number and your city sticker number.  More information on the LV2 parking zone can be found on our website.

BenFest 2013

Welcome New Business: Johnny Casserole, 4019 N. Damen  

JC Logo Johnny Casserole will be opening the doors to John & Jane Q. Public on July 22, Monday at 4:30pm (Alderman Pawar will be there!). JC will be serving six daily rotating casserole selections for dining in, including multiple salads, a soup of the day, and full service coffee & espresso provided by Big Shoulders Coffee, Chicago. Visit JC on Tuesdays through Saturdays, from 8:00am to 9:00pm, and on Sundays, from 8:00am to 8:00pm. JC also offers hot or cold delivery & catering.

 Johnny Casserole began in 2010 as a casserole delivery service only with freshly made (never frozen!) casseroles delivered ready to bake. First considering operating out of a food truck, JC made a "U-turn" when they found their space on Damen. Hopefully in the near future they will revive the food truck concept.

Illinois Bike Transportation Plan  

Illinois' first ever state-wide Bicycle Transportation Plan is being developed this year and it needs your input. Public meetings will be held across the state, an online webinar will be held July 30th and an online survey has been posted to share ideas, concerns, and stories. Our office will be participating in the online webinar and will report back in August on some of the finer points of the plan. Want to help?  Want more info? Public Meeting to Discuss USACE Work on Chicago River 

The western boundary of our ward is the Chicago River. Here is some important news that will be occurring across the river from us:

 

The Chicago Park District will convene a meeting next week to discuss USACE's (US Army Corps of Engineers) progress on the design and implementation of the Horner Park Riverfront project. It has an ambitious plan that currently includes re-grading 2,600 feet of river bank, providing access to the shoreline, restoring approximately ten acres of Oak Savannah habitat and creating four vernal pool wetlands. The project will affect 14 acres of Horner Park and has a budget of over $4 Million with bids scheduled to go out this fall. The date for that meeting is next Tuesday July 23, at 7:00pm in the Horner Park Fieldhouse, 2741 W. Montrose.

 

Some concerns have recently arisen over the number of large trees (over 50) that apparently would be destroyed as part of this project and the impact on the Bird Sanctuary located there.  Everyone is encouraged to visit the affected area along the river and note the marked trees.

 

It should be an exciting and informative meeting. All interested parties are invited to attend and voice their opinion.

You should have received the second-installment property tax bills by now with a due date of August 1. If you have any questions about your tax bill, please contact the Cook County Treasurer's Office at 312.443.5100.

 

The Assessor's Office has been informed that taxpayers are being solicited by people claiming to work at the Cook County Assessor's Office. These solicitors have been telling tax payers that they have missing exemptions and are encouraging taxpayers to hire them to file Certificates of Error on their behalf. The Assessor wants taxpayers to be aware that they do not need representation to file for a Certificate of Error. Click here to download the Certificate of Error form. Taxpayers may also call the Assessor's office at (312) 443-7550 and request that the exemption form be mailed.  

 

Summer Safety Tips for Pets

  1. Protection from Heat in Cars - don't leave pets in a car alone - EVER!
  2. Proper Outdoor Housing and Water - that means shade.
  3. Protection from Over-Exertion - panting, disorientation, anxious expression, weakness - lower their temperature gradually & call the vet.
  4. Hot Asphalt and Feet Protection - keep to the sidewalk or grass.
  5. Beach and Water Safety - don't throw your dog in the water, start in shallow water, never leave them unattended.
  6. Safety in Travel - fresh water, bowl, ice-packs in their crate, sunshade on the car windows, spray bottle with water to cool him down.
  7. Parasite Prevention - heartworm happens even in the city.
  8. Plan Ahead for Summer Vacations - plan ahead, arrange for careful, responsible care. It will bring peace of mind

Thoughts from Pete Leki, Ecology Teacher at Waters School. Summer is upon us. Think about this heat and humidity. Think about standing in Lincoln Square, near the Walgreens, the Sun blazing down, the asphalt and concrete radiating back, the exhausts of buses and trucks and cars clinging to the moist droplets hanging in the air. It is enough to cause a shut down.

 

Now, walk four blocks south, two blocks west, on the same sweltering day, and stand next to the native gardens ablaze with Beebalm, False sunflower, Queen of the prairie, yellow come flower, purple coneflower, flea bane and butterfly weed. The air is sweet, sweet, rich and thick, like a giant hug into the bosom of mother earth. Birds, bugs, butterflies. Same day, different place. One is Hell and one is Heaven. We have created both of them. Please come by, close your eyes and breathe in the summer air as it was meant to be.

 

The Tree House Working Cats Project is a "green" program that relocates sterilized, vaccinated feral cats-that would otherwise have been euthanized-to locales that have problems with rats and mice. Rodents are repelled by the cats' scent, and leave areas with cats. Most cats will hunt and catch rodents on occasion, but if they are fed regularly, cats usually won't eat them. Traditional methods commonly used to control rats tend to be short-term and not permanent solutions. Many involve poison, which is dangerous to pets and the environment.

Controlling Mosquitoes 

The Chicago Dept. of Public Health (CDPH) will increase its level of larval and adult mosquito control.  The most important steps for combating West Nile Virus (WNV) are the common sense personal precautions that every resident can take.

 

CDPH is highly recommending residents take the following steps to avoid West Nile Virus:

  • Use insect repellant containing DEET, Picaridin, or Oil of Lemon Eucalyptus.
  • Consider limiting outdoor activity after dark (dusk to dawn), which is when Northern House Mosquito is most active.
  • When outside between dusk and dawn, wear loose-fitting, light-colored clothing that includes long pants, long-sleeved shirts, socks and shoes.
  • Check to see that all screen on doors and windows are tight-fitting and free of holes and tears.
  • Encourage neighbors to exercise precautions.

To limit mosquito breeding opportunities, CDPH officials recommend:

  • Draining and replacing water in birdbaths and children's backyard wading pools every four to five days;
  • Properly disposing of old tires, jars, cans, pans, bottles, buckets and other unwanted containers that can hold standing water;
  • Making sure that rain gutters, downspouts, swimming pools and pool covers are free of standing water;
  • Keeping grass and weeds cut short to eliminate hiding places for adult mosquitoes

Friends of the Chicago River's Canoe Trips

Have you always wanted to canoe along the Chicago River - the western boundary of the ward!?

 

Saturday August 17th - 10AM - 4 PM - North Branch - Paddle the Ralph Freese Trail starting at Willow Road and paddling through the prettiest sections of the Forest Preserves down to Linne Woods just north of Dempster St. (This route was by far, my favorite trip!)

 

Saturday September 7th -11AM - 3PM - Downtown Canyons - If you missed the 6/29 trip definitely sign up for this one; it's a spectacular trip.

 

Saturday September 28th - 6PM - 10PM - Moonlight Paddle - The premier trip we offer. Paddle out into the Skokie Lagoons as the sun sets. See lots of wildlife; including all three species of heron and possibly even cormorant, all native to our area. After a stop on land to hear the story of how the Lagoons were made and a snack, you'll get back in your canoe and paddle back to the launch site under the moonlight. It's a truly magical night. Friends Canoe Program is unique in that each trip is led by trained canoe guides. Before getting in the boat you'll receive safety & paddling instructions. Then when you're on the water, the guides will offer you paddling advice, assistance, answer questions about the ecology or history of the area, and ensure your safety.

Lawrence Avenue Streetscape

The Lawrence Ave. Streetscape will be starting construction in the coming weeks. Currently surveying and preparatory work is being done on the electrical system and removal of buried, outdated street car tracks. Once the roadway is restriped and traffic light timing is complete work on the sidewalks will begin on the northwest corner of Damen and Lawrence and head west on the North side of the street to Western Ave.

 

Note: there will be NO MEDIAN PLANTERS. While some work is being done in the middle of the street, there is a rumor that has come up that there would be median planters such as on Irving Park or Ashland.  We have posted a draft of the streetscape design on our website if you would like to review the details.  There may be slight variations but the project will include:

  • 3 traffic lanes (east, west, and center bi-directional turn lane)
  • improved stop light timing
  • marked bike lanes
  • widened sidewalks with landscaping and permeable pavers

Work on the sidewalks will be begin on the north side of Lawrence at Damen working to Western Ave. and back to Damen by November.  Next year the project will be completed from Damen to Clark St.

 

Water Main for 1600-1800 W. Berteau

City Crews from the Dept. of Water Management completed replacement of this 1899 water main under Berteau between Ravenswood and Ashland. DWM has completed their restoration work, CDOT will be through to resurface the street in the coming weeks. To see the residents' notice, please click here.

METRA Traffic Closures and Detours Around Ravenswood Avenue

  • Ravenswood, east side, Full Closure from Ainslie to Winnemac for work on the east embankment tiebacks from July 12 to 24  
  • Leland Ave Full Closure will be up until April (2014)  
  • Ravenswood from Lawrence to Leland Ave Full Closure will be up until April (2014) on the west side of Ravenswood   
  • Ravenswood from Berteau to Irving Park Full Closure for retaining wall finishing through August 30   
  • Ravenswood from Irving Park to Grace Full Closure while wall panels are installed until October 11

Parking restrictions and detours may be re-opened, when possible, and re-closed once work is ready to resume. Walsh Construction is continuing to work with our office to minimize closures and parking restrictions, and reduce their construction footprint as much as possible while getting their work done.

Each Tuesday through August 27, Welles Park plays host to some amazing local performers in all genres in this family-friendly, picnic-friendly series. All shows begin at 6:30pm and most consist of two sets with a short intermission, wrapping up before it gets dark, at around 8:30pm.
