Dear Neighbor,
This weekend is the highly anticipated Square Roots festival! Beginning this Friday at 5 o'clock and running until Sunday evening, Lincoln Avenue from Montrose to Wilson will be transformed into a festival featuring some of the best local music and local craft beers in Chicago! All the proceeds go to help fund our very own Old Town School of Folk Music and the Lincoln Square Ravenswood Chamber of Commerce. I'm looking forward to introducing a great band Saturday night and I hope to see you there! Click here for more info on the event.
For other traffic changes in the ward, including from the Lawrence Streetscape work which is just beginning, see the Infrastructure Update further in this newsletter.
And finally, on June 26, 2013, I joined 13 of my colleagues to announce the creation of the Chicago City Council Asian American Caucus. As the first Asian American and Indian American elected to Chicago City Council, I had the honor and privilege of convening a group of aldermen who represent Asian and Asian-American populations.
Since taking office I have been working with my colleagues and various Asian and Asian American non-profits (service providers and policy/advocacy organizations) to understand and address issues impacting Asian communities. The creation of the Asian American Caucus is a formalization of the work of my colleagues, most of whom have been working with the Asian community for years and in some cases decades, and we now have 14 aldermen working together to address issues like language access and ensuring City services and programs are culturally competent. The Caucus will also partner with the Latino Caucus to advocate for comprehensive immigration reform.
The mission, vision and purpose statements of the Asian-American Caucus are below:
Mission: Build a coalition of Chicago legislators who come together to advocate on behalf of Asian communities, businesses, and health and human service organizations in the City of Chicago.
Vision: Work with City departments and City Council to address issues facing Asian communities in the City of Chicago (e.g. language access, public health concerns such as Hepatitis B, business licensing and inspection challenges). Partner with organizations who work on advocacy, health, human services, education and business in Asian-American communities.
Purpose: To insure Asian-American communities and organizations have on-going access to representatives and City departments working on Asian specific issues and initiatives that affect Asian and Asian-American communities.
Mayor Emanuel often talks about making Chicago the most immigrant friendly city in the nation. The creation of the Caucus aligns with the mayor's vision and we look forward to working with him in the coming months and years.
Caucus members: Ald. Ameya Pawar, Ald. Patrick O'Connor, Ald. Marge Laurino, Ald. Dick Mell, Ald. Joe Moore, Ald. Danny Solis, Ald. James Balcer, Ald. Walter Burnett, Ald. Debra Silverstein, Ald. James Cappleman, Ald. Harry Osterman, Ald. Will Burns, Ald. Brendan Reilly, Ald. Bob Fioretti.
I am so honored to convene this group and I thank my colleagues for working so hard to put this caucus together. I also want to thank Adolfo Hernandez, Director of the Office of New Americans, and Mona Noriega, Commissioner of the Chicago Commission on Human Relations, for partnering with us on this effort.
Sincerely,

Ticketing, late fees for City Stickers starts July 16
The Office of the City Clerk recommends that motorists buying their Chicago City Vehicle Stickers this week do so in-person, rather than online or in the mail. To find an in-person location, click here or visit http://chicityclerk.com/city-stickers-parking/storelocator.
The final day to buy Chicago City Vehicle Stickers in-person without penalty is Monday, July 15 and enforcement begins Tuesday, July 16. Tickets are a minimum of $200. In addition to the ticket fine, violators are required to purchase a full-priced Chicago City Vehicle Sticker AND pay a late fee of $60, for a total of at least $345 in tickets and fees for most passenger vehicles. Motorists who avoid tickets and purchase a Chicago City Vehicle Sticker after July 16 will still be required to purchase a full-priced sticker AND pay a late fee of $60, or a total of $145 for most passenger vehicles. The cost of a Chicago City Vehicle Sticker purchased before July 16 is $85 for most passenger vehicles and $135 for large passenger vehicles.

Permit Parking Zone Signs Delayed
Please note that a number of changes to permit parking zone signs have been delayed. We have been in touch with the Department of Transportation, the Chicago Police and the Department of Finance enforcement personnel to make sure everyone is aware. We passed an ordinance to consolidate Zone 97 into Zone 960 with no changes in time restrictions. The three blocks posted with zone 97 will become Zone 960. We passed an ordinance to change the time restrictions and consolidate Zones 1618 with 1619 on the 4300 blocks of Claremont and Bell, respectively, so that both are Zone 1618 with the effective hours of 7pm to 7am for all days. If you were issued a Zone 97 or Zone 1619 city sticker please contact bill@chicago47.org right away. We had also passed ordinances to restore the permit parking Zone 62 to the 4600 block of N Wolcott. Signs will be posted soon; in the meantime all residents of this block had the option to get the zone sticker.

Friends of the Chicago River's Canoe Trips
Have you always wanted to canoe along the Chicago River - the western boundary of the ward!?
Saturday August 17th - 10AM - 4 PM - North Branch - Paddle the Ralph Freese Trail starting at Willow Road and paddling through the prettiest sections of the Forest Preserves down to Linne Woods just north of Dempster St. (This route was by far, my favorite trip!)
Saturday September 7th -11AM - 3PM - Downtown Canyons - If you missed the 6/29 trip definitely sign up for this one; it's a spectacular trip.
Saturday September 28th - 6PM - 10PM - Moonlight Paddle - The premier trip we offer. Paddle out into the Skokie Lagoons as the sun sets. See lots of wildlife; including all three species of heron and possibly even cormorant, all native to our area. After a stop on land to hear the story of how the Lagoons were made and a snack, you'll get back in your canoe and paddle back to the launch site under the moonlight. It's a truly magical night. Friends Canoe Program is unique in that each trip is led by trained canoe guides. Before getting in the boat you'll receive safety & paddling instructions. Then when you're on the water, the guides will offer you paddling advice, assistance, answer questions about the ecology or history of the area, and ensure your safety.
By taking these tours, you're supporting the ONLY non-profit that is working to make the Chicago River one of the world's greatest metropolitan rivers. To register on line go to www.chicagoriver.org or call Friends of the Chicago River at 312-939-0490, X10. For more information contact Claire Snyder at 312-939-0490, Ex 14. csnyder@chicagoriver.org.

Controlling Mosquitoes
The Chicago Dept. of Public Health (CDPH) will increase its level of larval and adult mosquito control. The most important steps for combating West Nile Virus (WNV) are the common sense personal precautions that every resident can take.
CDPH is highly recommending residents take the following steps to avoid West Nile Virus:
- Use insect repellant containing DEET, Picaridin, or Oil of Lemon Eucalyptus.
- Consider limiting outdoor activity after dark (dusk to dawn), which is when Northern House Mosquito is most active.
- When outside between dusk and dawn, wear loose-fitting, light-colored clothing that includes long pants, long-sleeved shirts, socks and shoes.
- Check to see that all screen on doors and windows are tight-fitting and free of holes and tears.
- Encourage neighbors to exercise precautions.
To limit mosquito breeding opportunities, CDPH officials recommend:
- Draining and replacing water in birdbaths and children's backyard wading pools every four to five days;
- Properly disposing of old tires, jars, cans, pans, bottles, buckets and other unwanted containers that can hold standing water;
- Making sure that rain gutters, downspouts, swimming pools and pool covers are free of standing water;
- Keeping grass and weeds cut short to eliminate hiding places for adult mosquitoes
For prevention tips and updates on West Nile Virus activity in Chicago, click here. For an expert national perspective on West Nile Virus, visit the Centers for Disease Control and Prevention (CDC) here.

POV Film Screenings and Discussions at Sulzer Library Auditorium, 4455 N. Lincoln Avenue
Special flight by Fernand Melgar on Tuesday, July 9, 2013 at 6:30 p.m.
Special Flight is a dramatic account of the plight of undocumented foreigners at the Frambois detention center in Geneva, Switzerland, and of the wardens who struggle to reconcile humane values with the harsh realities of a strict deportation system. The 25 male inmates at the center are among the thousands of asylum seekers and illegal immigrants imprisoned without charge or trial and facing deportation to their native countries, where they fear repression or even death.
Special Flight is an intimate and heart-wrenching exposé of the contradictions between Switzerland's Western ideals and the rule of law that many of its citizens may not fully grasp. It gives audiences of all nationalities an opportunity to gain greater understanding of the people who seek freedom and a better life in a foreign country--and those who must implement the law and turn them away. "This event is a collaboration with POV, PBS' award-winning nonfiction film series." http://www.pbs.org/pov. Special Flight will broadcast on PBS's POV series on July 1, 2013.
High tech, low life by Stephen Maing on Monday, July 15, 2013 6:30 p.m.
High Tech, Low Life follows two of China's first citizen-reporters as they document the underside of the country's rapid economic development. A search for truth and fame inspires young vegetable seller "Zola" to report on censored news stories from the cities, while retired businessman "Tiger Temple" makes sense of the past by chronicling the struggles of rural villagers. Land grabs, pollution, rising poverty, local corruption and the growing willingness of ordinary people to speak out are grist for these two bloggers who navigate China's evolving censorship regulations and challenge the boundaries of free speech. An Official Selection of the 2012 Tribeca Film Festival. A co-production of ITVS and the Center for Asian American Media (CAAM). A co-presentation with CAAM. "This event is a collaboration with POV, PBS' award-winning nonfiction film series." http://www.pbs.org/pov. "High Tech, Low Life will broadcast on PBS's POV series on July 22, 2013"
NEUROTYPICAL by Adam Larsen on Tuesday, July 30, 2013 6:30 p.m.
Neurotypical is an unprecedented exploration of autism from the point of view of autistic people themselves. Four-year-old Violet, teenaged Nicholas and adult Paula occupy different positions on the autism spectrum, but they are all at pivotal moments in their lives. How they and the people around them work out their perceptual and behavioral differences becomes a remarkable reflection of the "neurotypical" world - the world of the non-autistic - revealing inventive adaptations on each side and an emerging critique of both what it means to be normal and what it means to be human. "This event is a collaboration with POV, PBS' award-winning nonfiction film series." http://www.pbs.org/pov. Neurotypical will broadcast on PBS's POV series on July 29, 2013.
