Dear Neighbor,

On this beautiful day preparations are under way for the 15th annual RibFest which is open to the public today at 5PM. Come sample some of the best ribs in the Midwest and other culinary treats all along a pleasant three-block stretch of Lincoln Avenue.

 

This week's City Council meeting was an incredibly busy one! The re-negotiated Chicago Parking Meter contract passed the City Council by a 39 to 11 vote. I voted NO on this ordinance. The Keep Chicago Renting ordinance passed City Council with a 45 to 4 vote. I voted YES on this ordinance. See below for a further explanation of my votes:

 

Parking Meter Contract (PASSED)

In May of 2013, Mayor Rahm Emanuel announced a renegotiated parking meter deal with Chicago Parking Meters (CPM, composed of private investors) which reduced a significant financial liability over the remaining 71 years of the contract, called for free Sunday parking in most neighborhoods in exchange for extended parking meter hours, and a Pay-By-Cell option.  This ordinance passed City Council.

 

I commend the mayor and his team for working so diligently to find ways to remove the crushing liabilities to taxpayers embedded within the original parking meter contract. As you likely recall, in 2008, a City Council vote enabled CPM to pay the City of Chicago $1.2 billion to lease parking spots for 75 years. The contract called for taxpayers to pay CPM over $1 billion in fees and penalties over the life of the deal. This is in addition to the $5 to $8 billion CPM will generate from parking fees over 75 years. The original parking meter deal was essentially a giant payday loan that burdens three generations of Chicagoans. The 2008 City Council irresponsibly voted away parking meters and billions in revenue.

 

The good news is, in the re-negotiated contract, Mayor Emanuel and his team significantly reduced the taxpayer liability. That said, I believe the add-ons to the contract amendments will further enrich CPM over the life of the deal. While parts of the proposal are good for the City, there are major pieces that I find problematic. So yesterday I voted NO to the mayor's proposal in City Council. Here are the main features of the ordinance.

  1. Free Sunday parking is made possible by extending meter times in our neighborhoods. In the 47th Ward, meter times will be extended from 9pm to 10pm. In the Loop and River North, meter times will be extended from 9pm to 12am and those neighborhoods will not receive free Sundays. While free Sunday parking sounds appealing, the mayor's proposal ignored how extending meter hours impacts people and neighborhoods on the other six days of the week.
  2. The Mayor's Office asserts that the Sunday trade-off for extended hours will not net Chicago Parking Meters another windfall.  While we know Sunday parking revenues top $8 million, we don't know what the extended hours are worth. The mayor's team and outside consultants claim the extended hours will generate less revenue than Sundays. In essence, the hour trades result in a wash. I hope I am wrong but I think over time the trade-off will result in more revenues for CPM.
  3. The Pay-By-Cell (PBC) option had the potential to be a great amenity. Instead, the PBC option requires consumers to front load funds (which allows CPM to invest your money) and then charges customers $0.35 for every transaction under two hours. The purpose of PBC is for consumers to better monitor their parking charges. The $0.35 gouges consumers for having better control over their parking behavior while dis-incentivizing short term parking. I also have significant concerns about the potential for monetizing your consumer data and privacy issues as it relates to our use of the PBC option.
  4. I would have voted for this proposal if City Council had been able to eliminate the free Sunday/extended hour trade and the PBC options. Instead, the mayor's team said the deal was take-it or leave-it. This zero sum proposition was created without any City Council input at the front end nor were we able to alter or negotiate aspects of the proposal as is common with most legislative proposals.

Finally, I will be working with my colleagues in contiguous wards to address Sunday parking to ensure there is turnover in our busy retail and commercial corridor. I will also continue to work on the consumer data and privacy issues. I would love to hear your thoughts on these matters.

 

Keep Chicago Renting (PASSED)

Since the real estate market crash in 2008, many properties in Chicago have been foreclosed by banks. As banks foreclosed on properties and took possession, many banks evicted renters from their homes. Why? Banks have consistently argued they are not landlords and cannot incur the expense of managing and maintaining properties occupied by renters. By evicting renters, banks have contributed to the destabilization of neighborhoods and forced many people out of their homes and communities. 

 

To combat this behavior and to stabilize communities, Ald. Richard Mell introduced the Keep Chicago Renting Ordinance. After many months of negotiations, this ordinance was called for a vote in this month's City Council meeting. The ordinance requires banks to pay a relocation fee of $10,600 to evicted renters and caps annual rent increases on foreclosed properties to 2% annually.

 

Many lobbyists and bankers will have you believe that $10,600 is an excessive sum. I disagree.  Banks have been evicting renters and boarding up properties. These boarded up properties destabilize communities, force people from their homes and further degrade property values in already struggling neighborhoods. Why do banks evict? Because it is cheaper to evict tenants and board up properties that can be written down. This means banks can improve their quarterly profits and reports to shareholders. In sum, it is cheaper to destabilize neighborhoods than work with the City to help neighborhoods recover from the economic crisis.

 

I am proud to be a sponsor on Ald. Mell's ordinance and I applaud him for his leadership on this issue.

2013-2014 Residential Pickup Permits Now Available

If you drive a pickup truck or van for your personal use, you need a residential permit to park legally overnight on a residential street.

 

Simply bring your truck/van into the 47th Ward Office.  Note your city sticker and license plate numbers.  47th Ward staff will ensure the truck is not used for commercial use and issue you a permit.

WorldChicago Needs Host Families   

This summer, WorldChicago is receiving three groups of international students who are in Chicago to participate in a youth leadership program, practice their English, and live with an American family to learn more about the culture. They are coming from Mexico, the United Kingdom, and Iraq, on an international exchange sponsored by the U.S. Department of State. They are currently looking for host families to receive these youth for periods of 10 days to 2 weeks in July 2013. Host families are generous volunteers who welcome our international youth into their family life. WorldChicago provides
participants with daily activities on weekdays (approximately 9AM-5PM), lunches, phones, and public transportation passes. On weekends you are encouraged to show your host student around our beautiful city of Chicago! Hosts provide a bed and most breakfasts and dinners for their guest(s).

The Maifest Senior Luncheon kicked off our event season with a bang last week by serving our neighborhood seniors a delicious and bountiful meal. Amundsen and Lakeview students, and dozens of other caring ward volunteers served and entertained everyone. Elected officials Congressman Quigley, Commissioner Fritchey, Commissioner Carbonargi and Alderman Pawar spoke at the event. A sincere thanks to everyone who made this traditional luncheon a huge success: the Maifest Committee, Forward Chicago, 47th Ward Service Office, the elected officials, many dedicated volunteers, and our neighborhood high school students and their teachers. We always want our neighborhood seniors to know how much we appreciate them and their many community-building efforts that helped create one of the most livable neighborhoods in Chicago.

To help combat climate change the Chicago based environmental organization Midwest Pesticide Action Center (MPAC) is launching a new program called Chicago Grows Green. Chicago Grows Green is an educational program that provides information to help you grow your garden in a way that reduces negative contributions to climate change. The information will also help your lawn and garden adapt to an already changing environment, and help you produce beautiful outdoor spaces. Together, by making better decisions on how we maintain our outdoor spaces, we will have a positive impact on the health of the environment and our communities. Take action to combat climate change in your backyard by following these five steps: 1. Fertilize Organically; 2. Grow Chemical Free; 3. Water Smartly; 4. Chose Native Plants and 5. Use Climate-Friendly Tools.

Two Lane Tech Students Receive Chicago Engineers' Foundation Award. Congratulations to Kelly Dugan and Joan Njei for receiving an $800 scholarship from the Chicago Engineers' Foundation. Kelly is a 2013 graduate of Lane Tech and plans to study Mechanical Engineering at Purdue University. Joan is a 2012 Lane Tech graduate and is a sophomore at Case Western Reserve majoring in Biomedical Engineering. They will receive their awards at a dinner reception at the Union League Club of Chicago on June 13th. The mission of the Chicago Engineers' Foundation is to encourage Chicago's young people to become Engineers.

 

Essanay Internship. The Essanay Centers for Early Film at St. Augustine College, 1345 W. Argyle Street, a historic restoration and reuse initiative at the Essanay Studios is seeking student interns to support the Center's development. For more info, please click here.

Volunteer Service in 47th Ward. Are you looking for a rewarding and enjoyable way to be involved and serve your community? Do you like talking to people and helping them find solutions to problems? If you have a morning or afternoon a week, please volunteer and join us in the 47th Ward Service Office.

 

Bring in Your Old Linens.  When you clean out your linen closet please think of the abandoned pets who are awaiting their forever homes at local shelters and foster homes. Bring us your old towels, blankets and sheets and we will deliver them.   

 

Sulzer needs your old games.  Thanks to our neighbors who have donated games for the Sulzer's Game Night!  If you have games that your family no longer uses, please bring them to the 47th Ward Office or to Sulzer Library. Their ever-popular "Game Night" could use a few more board games like Sorry, Chess, Life, Uno, Jenga, Rummy Cube, etc.

Water Main for 1600-1800 W Berteau

City Crews from the Dept. of Water Management are replacing the 1899 water main under Berteau between Ravenswood and Ashland work should be completed by middle of June 2013.  To see the residents' notice, please click here.    

 

Gas Main for 2500 W. Gunnison 
Peoples Gas and their Subcontractor are replacing the gas mains on the 2500 block of Gunnison.  The mains and services are in and the contractors will be restoring the area over the next two weeks. 

 

Metra Traffic Closures and Detours Around Ravenswood Avenue   

  • Leland detours and bridge closure will be up until June 28, 2013.
  • Ravenswood from Lawrence to Leland will have parking restrictions until June 28.  There is also an ongoing FULL CLOSURE for this duration on the west side of Ravenswood.  Sidewalks will remain open.    
  • Ravenswood from Berteau to Grace will have intermittent closures as work continues there.
  • Ravenswood from Montrose to Berteau will have intermittent closures while wall panels are installed. 
  • Eastbound Irving Park lane restriction for abutment installation May 9 through June 10.
  • Lawrence Ave Full Closure at Ravenswood June 18 - June 20 & June 25

Parking restrictions and detours may be opened, when possible, and re-closed once work is ready to resume.   Walsh Construction is continuing to work with our office to minimize closures and parking restrictions, and reduce their construction footprint as much as possible while getting their work done.
