Dear Neighbor,

 

Did you know there is currently no centralized location where you can access information about how TIF projects perform? To address this problem, my colleagues and I from the Paul Douglas Alliance introduced the TIF Accountability Ordinance to add to the 2009 TIF Sunshine Ordinance created and passed by 32nd Ward Alderman Scott Waguespack and former 1st Ward Alderman Manuel Flores. The ordinance we introduced at yesterday's City Council meeting calls for the creation of a searchable online database of private developments that receive a TIF subsidy, one that displays various project performance metrics. In short, we introduced legislation that requires the creation of an easily accessible online database where final project performance is measured against the original redevelopment agreement promises. The TIF Sunshine Ordinance was groundbreaking legislation. It allowed the public, for the first time, to access TIF information without a FOIA request. It provided Chicagoans access to critical information on government deals and how millions of tax dollars were being spent.

 

As the TIF Accountability Ordinance is meant to highlight project performance, the database will specifically list these performance metrics:

  1. Project location by address and ward
  2. Total budget of project
  3. Total TIF subsidy
  4. Total TIF subsidy as a percentage of project budget
  5. Project start date
  6. Project completion date
  7. Total jobs agreed to in redevelopment agreement
  8. Total jobs created
  9. Public capital improvements completed as part of project
  10. MBE/WBE and job/community hiring commitments met (if applicable)
  11. Total sales tax creation (if applicable)
  12. Pre-development property tax generated
  13. Post-development property tax generated                     

We are also working on adding additional components to the list, including information on sustainable/green elements proposed and those delivered, types of jobs proposed to be created and types actually created (full-time, part-time, benefits offered), and affordable housing units agreed to be built and those actually built. Aggregating this information will make the TIF program more transparent and available for analysis. Equally as important, the database will shed light on good and bad projects, good and bad developers. It will also pave the way for the City to hold developers accountable to the public for the benefits they promise.

 

Finally, the creation of this online database was referenced in Mayor Emanuel's TIF Reform Report. We look forward to working with the Mayor's Office to pass and implement this ordinance.

LV2 Parking Stickers for Night Baseball

Alternate Course for 2013 Ravenswood Run 5K
Please be aware that the course for this year's Ravenswood Run 5K has changed because of construction happening along the normal course.  The information for the alternate route is below.  Race organizers will be sending notice via mail to those along the course to alert them of this change and the no parking restrictions that will be in effect.  The race kicks off at 8am on Sunday, April 28th and the course is typically clear by no later than 10am. If you have any questions, please contact the 47th Ward Office.

One Summer Chicago 2013 Registration NOW OPEN!

Mayor Emanuel and County Board President Preckwinkle announced Monday that more than 18,000 Chicago young adults ages 16-24 will gain valuable job training and work experience this summer as part of 2013's One Summer Chicago Program.   

 

Of the 18,000 job opportunities 7,000 will be with after school matters, 3,900 will be with Chicago Park District, and 2,200 will be with the Chicago Housing Authority. The Chicago Department of Family and Support Services (DFSS) leads One Summer Chicago in partnership with participating agencies including: Chicago Department of Transportation, Chicago Park District, Chicago Public Schools, Chicago Housing Authority, After School Matters, Chicago Public Libraries, City Colleges of Chicago, Chicago Cook Workforce Partnership, Chicago Police Department, Mayor's Office of People with Disabilities, and Cook County Forest Preserve. Notable private sector participants include the Chicago Community Trust, Bank of America, Boeing Corporation, McCormick Foundation, JPMorgan Chase Foundation, the Rotary Club, Chicago Cares, the Urban Alliance, Smart Chicago, and the University of Chicago Crime Lab.   

 

To help parents and children find and take advantage of these opportunities in the third year of this program, the city of Chicago website - www.OneSummerChicago.org - is available for youth to apply for jobs through a common application and provides information to parents on how to connect with more than 190,000 other recreational activities. The site has details on jobs and internships for youth. Online registration and application for summer employment is available now through May 31, 2013. The site also helps direct families to summer camps, organized sports programs, summer field trips to cultural institutions and other noteworthy locations across the city.

Chicago Plays! Program

Of 523 playgrounds located within the Chicago Park District, 300 have been identified as more than 15 years old and in need of replacement.  In a partnership with the Chicago Park District and Friends of the Parks is launching a community application to select 35 parks in 2013 to be replaced with brand new equipment! CTA's Ventra Fare Card System

Our office has been working with the CTA on finding out what the new Ventra fare card system is about. There will be no difference in terms of transit use however paying in cash for a single-use card will have an added cost of 50¢, bringing the fare with transfer to $3.00. Single payment on a reusable Ventra card or direct debit will remain $2.25 + 25¢ transfer and single-use day passes will not have the additional fee. If you receive a discounted fare now, you can continue to receive this same discount.

 

From what we understand, the fees that have come into question are only associated with the use of a Ventra cards as a pre-paid debit card, just as you would have with any debit card. Some of the initially proposed fees were adjusted or removed. Remember that using the Ventra Card as a debit card is an option and is not mandatory. In fact, many customers will be able to sign up to use their own debit cards issued by their banks if it has the right technology built in and will not use the Ventra card itself. There are some good FAQs on the CTA Ventra website. We are keeping a close eye on all of this and we will work to make sure 47th Ward residents are informed with accurate information.

Roots Of The Community Opening Reception April 20

Alderman Pawar's vision of highlighting the works of local artists in his office has been realized through the OpenWall initiative curated by Patricia Larkin Green. Every quarter the OpenWall committee determines a theme, then selects and displays artwork in this public space.

 

The newest installation, Roots of the Community, features the artwork of senior artists living and creating in the 47th Ward.

 

OpenWall Reception

 

Many of the exhibit's contributing artists are members of the Senior Artists Network (SAN), a not-for-profit organization committed to promoting and fostering the talents of Chicago-area artists age 50 or older. The installation's artwork spans the spectrum, from dramatic photographs and urban-inspired oil paintings to mixed media, pastels, mosaic and water color. The array of artwork is both stunning and varied, and it testifies to the talent and diversity of the seasoned artists living in the neighborhood. The public is invited to mingle with the alderman and his staff, the local community and the artists to discuss their works at the opening reception on April 20th from 4:00 to 7:00 pm at 4243 N. Lincoln Ave. The exhibit is co-curated by Sylvia Garcia and Carolyn Bull, and runs through May 15th.

 

Featured artists: Meredith Dytch, Mike Barret Kolasinski, Ann Ponce, Judith Roth, Kathleen Beste, Beverly Alice Nash, Petr Poliak, Carolyn Bull, Bill Bartelt and Patricia Larkin Green. Oak Trees available for planting.  It is time again to plant trees, and if you have a space for a new tree on your property, Waters Elementary School is offering some saplings for free.  The ancient burr oak trees that grace the property produce a bounty of acorns every fall, and the squirrels kindly plant them for us.  They intend to return to these acorns for food in the winter, but they lose some of them-and those acorns sprout!  That means that Waters has an abundance of small bur oak trees to offer for you to plant in your yard or parkway this spring.  If you would like one, contact Pete Leki at petelekisan@gmail.com or Mark Dawson at msjddawson@sbcglobal.net.  You can also contact our office.

  

Spring Clean & Green. Please take a look around your neighborhood. Do you see any projects that a willing group of volunteers could start or even complete during our ward clean & green? Or if you would like help with spring clean-up in your garden or if you would like to adopt-a-corner, April 20th is the time to do it. There are neighbors who are available to help that day. Let me know by tomorrow, April 12, if you need tools for the 20th.

Bring in Your Old Linens. 
When you clean out your linen closet please think of the abandoned pets who are awaiting their forever homes at local shelters and foster homes. Bring us your old towels, blankets and sheets and we will deliver them. 

 

Sulzer needs your old games.  Thanks to our neighbors who have donated games for the Sulzer's Game Night!  If you have games that your family no longer uses, please bring them to the 47th Ward Office or to Sulzer Library. Their ever-popular "Game Night" could use a few more board games like Sorry, Chess, Life, Uno, Jenga, Rummy Cube, etc.

Sewer Lining for Virginia

The Metropolitan Water Reclamation District is lining sewers on Virginia between Sunnyside and Lawrence.  MWRD notified adjacent residents.  To read more about this project, please click here.   

 

Water Main for 4000-4400 N Hermitage

City Crews from the Dept. of Water Management will begin replacing the 1890 water main under Hermitage from Irving Park to Montrose.  Work will begin near Berteau and Hermitage tomorrow.  This work will will be completed by June of 2013. Water Main for 3900 N Marshfield  

City Crews from the Dept. of Water Management are replacing the 1906 water main under Marshfield from Irving Park to Byron.  Work will be completed by late April 2013.   To see the residents' notice, please click here

 

Water Main for 4000-4400 N Leavitt 

City contractor has replaced the 1895 water main under Leavitt St. from Irving Park to Montrose.  Crews have restored the concrete base course.  Asphalt resurfacing will come in the spring.  To see the residents' notice, please click here

 

Sewer Mains for Wolcott and Ravenswood

City crews have finished installing sewer pipes on Wolcott (Addison to Bradley) and Ravenswood (Belmont to Roscoe). Curbline to curbline asphalt resurfacing will take place in the Spring once temperatures allow.  To see the residents' notice, please click here.

 

Metra Traffic Closures and Detours 

  • Leland detours and bridge closure will be up until June 28, 2013.
  • Ravenswood from Lawrence to Leland will have parking restrictions until June 28, 2013.  There is also an ongoing FULL CLOSURE for this duration on the west side of Ravenswood.  Sidewalks will remain open.   
  • Ravenswood from Berteau to Grace will have intermittent closures as work continues there. 
Parking restrictions and detours may be opened, when possible, and re-closed once work is ready to resume.   Walsh construction is continuing to work with our office to minimize closures and parking restrictions and reduce their construction footprint as much as possible while getting their work done.
