The 47th Ward Office will be closed Friday, March 29th

Dear Neighbor,

 

Yesterday the Chicago Public Schools announced the district will be closing 54 schools across the City of Chicago. These school actions will impact 61 buildings, 30,000 children, and over 1,000 teachers and support staff. While no schools in the 47th Ward are closing, two of our schools will be impacted. Courtenay Elementary and McPherson Elementary are designated as "Welcoming Schools."

 

There are still details that need to be worked out and I will keep you posted as this process moves forward. Please see below for more detailed information on the impact to our 47th Ward schools and community (CPS information referenced below):

 

Courtenay Elementary

What does this mean for Courtenay Elementary? Courtenay Elementary will be moving from its current location on Berteau and Hermitage to the current Stockton Elementary building located at 4420 N. Beacon Street (46th Ward). Stockton Elementary will be closing and assuming the name, leadership, and faculty and student body of Courtenay Elementary.

 

Why is Courtenay moving? In the current space, Courtenay students do not have a library, separate lunchroom facility, gym or science labs. The new building has all of these amenities. In recent years, Courtenay has had to implement a lottery system for admission because of a lack of space to grow enrollment. Moving to a new building will allow Courtenay to grow and take in existing students from Stockton.

 

Why is Stockton closing? According to CPS, enrollment at Stockton has declined 17% in the last ten years and the building is less than half full. Current Stockton students will have the option to stay in the current building but will attend Courtenay Elementary, a level 2 school.

 

So CPS is moving Courtenay staff and programs from their current building to the Stockton building and renaming it Courtenay? Yes. Students that choose to attend Courtenay (from Courtenay and Stockton) will have a gym, library, science labs and a lunchroom at the new Courtenay facility.

 

What happens to the teachers and staff at Stockton? No specific details have been provided. However, CPS anticipates most Stockton students will stay in the school under the Courtenay name. Teachers at Stockton will have preference for open teaching positions at the new Courtenay Elementary. Teachers will be hired based on seniority and teacher reviews. If Stockton teachers are not hired by Courtenay, these teachers will be placed into a reassignment pool.

 

What will happen to the existing Courtenay building? I made clear to CPS that the community will be involved in any decision on the Courtenay property. CPS will be working with my office to schedule a community meeting to develop a plan as this moves forward.

 

McPherson Elementary

What do these school actions mean for McPherson Elementary? McPherson will serve as a welcoming school for students from Trumbull. Students from Trumbull will also have the option to attend McCutcheon or Chappell Elementary Schools.

 

Is CPS making any capital improvements to McPherson?  Capital improvements will be made to McPherson that include air conditioning in every classroom, new furniture and improvements to the McPherson playground.

 

What about McPherson's International Baccalaureate/IB program? There will be no changes made to the IB program and IB will continue to be offered for grades 6 to 8.

Are all Trumbull students being welcomed by McPherson? No. Trumbull students will be welcomed by Chappell, McPherson and McCutcheon.

 

I know 30% of Trumbull's student population is special needs. Are those children going to have the proper resources in the welcoming schools?  I spoke to Principal Mendoza who said McPherson will be accepting two primary level autism classes, one intermediate autism class and one upper grade autism class. Principal Mendoza stated she has teachers, staff and resources to take on these classes. She also felt it was necessary to take all three classes and keep these students together from K-8 and provide a sense of continuity.

 

Does McPherson have enough space to take in more students?  Yes.

 

McPherson's playlot turns into a mud pit every time it rains. Is CPS going to invest in the playground? I've made it clear to CPS that the playground must be addressed. I will be keeping close watch on this situation.

 

I am very concerned about the CPS plan to close 54 schools. People move into communities for schools, parks and other public infrastructure. In many ways our schools are the heart of our communities. If we continue to close neighborhood schools, how can we expect communities to thrive? I do believe we are closing too many schools. There is no doubt that there are severely underutilized schools and that some schools must close. However, CPS has been closing schools for over a decade and there is no data to show either a significant savings or educational advancements as a result of those closures. This level of mass closure is going to be a challenge for our city, and there are still many questions that must be answered. In the meantime, here is what my office is doing:

  • My office will work with CPS, both principals, parents, students and community organizations to ensure the welcoming programs at McPherson and Courtenay are implemented properly.
  • My office will work with CPS and the Chicago Police Department to ensure our kids travel safely to and from school.
There are still opportunities to get involved in the process. CPS will be holding three community meetings for every single school action (two public meetings and one public hearing). Thanks for casting your vote on the 2013 Menu!  Voting is now closed on the preliminary menu list for 2013.  There will be a meeting in April to unveil the 2013 Aldermanic Menu.
Gov. Quinn Announces Homebuyer Expo

Governor Pat Quinn today continued his commitment to supporting working families in Illinois by announcing the first ever state-sponsored homebuyer expo and proclaiming 2013 as the "Year of Home Ownership." The governor also announced that hundreds of qualified homebuyers will be able to receive thousands of dollars in financial assistance for down-payments and closing costs through state-supported programs, including a new three-pronged initiative called SmartMove Trio.

 

The State of Illinois Homebuyer Expo will take place on Saturday, March 23 at the Illinois Institute of Technology in Chicago and will be hosted by the Illinois Housing Development Authority (IHDA), the state's housing finance agency. IHDA offers a variety of loan programs that combine affordable mortgages with up to $10,000 cash for down payment and closing costs.


Interested buyers can apply for IHDA's mortgage programs, including SmartMove Trio, at the homebuyer expo. Lenders and housing counselors will be on hand to advise homebuyers of the best loan for them. Registration at
www.ihda.org is required.

19th District Burglary Workshop
Chicago Plays! Program

Of 523 playgrounds located within the Chicago Park District, 300 have been identified as more than 15 years old and in need of replacement.  In a partnership with the Chicago Park District and Friends of the Parks is launching a community application to select 35 parks in 2013 to be replaced with brand new equipment! 19th District Officers Apprehend 3 Burglars

Congratulations to the officers from the 19th District on thwarting a burglary here in the 47th Ward.  Please be on the lookout for suspicious or criminal activity in your area.  Call 911 to make a report to the police and consider attending your local CAPS meeting.  More information on CAPS can always be found at the bottom of the "Community Events" section of our newsletter.  

 

On March 19, 2013 at 11:10 am officers from the 19th District responded to a "Burglary in Progress" call on the 3500 block of north Oakley.  Once on scene, officers met with the caller who resided in the basement unit of 3 flat who stated that she heard footsteps coming from the 1st floor unit where nobody was supposed to be home.  Officers immediately surrounded the residence and observed two of the three offenders walking down the rear porch with proceeds of the burglary.  The offenders then ran back into one of the units and were subsequently placed into custody by pursuing officers.  The third offender was found hiding under a bed in the first floor unit.  All three offenders were charged with two counts of residential burglary.  Officers also recovered proceeds from a burglary that occurred earlier in Park Ridge.  Park Ridge officials are now investigating the offenders for that burglary.

Chase Park Community Garden Applications Now Open

Applications for plots in the Chase Park Community Garden are now open, and more information can be found here. The deadline is April 5th, applicants will be notified by April 11th whether they have been awarded a plot. In an effort to avoid people paying for a plot before they are actually approved for one this year, the process has been separated. Anyone interested in applying can enroll in the "Community Garden Plot Application," and approved applicants will be emailed so that they can continue on with the "Plot Reservation". At that point they will sign a liability waiver and submit a $25 plot fee. Beginning this year, garden participants will be allowed to return for two years and then will be returned to the lotterly system to allow new people to have the opportunity to garden. Chase Park has one of the most popular community gardens within the park district, and the wait list each year is very long. Student Financial Assistance Outreach Center

Students! Do you know the federal government has more than $150 billion dollars available to students for who have a financial need in order to attend college, and there are also billions of dollars in scholarships and grants that are available to students. The Student Financial Assistance Outreach Center (SFAOC) is an organization that helps economically disadvantage students find free financial aid for post-secondary education. Helping students directing in learning how to research for financial resources, SFAOC also assists high schools in making presentation on FAFSA information to their students and parents, and participates in college fairs and conferences held for high school students. Lincoln Square Friendship Center.  The Lincoln Square Friendship Center is a new initiative led by many clergy members in the 47th Ward.  During monthly 47th Ward Clergy Meetings several members discussed the need for another pantry to serve the hungry in our area.  Those discussions led them to research and investigate opening a new pantry.

 

After their initial exploration and research, the group decided to team up with the North Park Friendship Center.  They were 100% ready for a 2nd location and were happy to help the new venture in every way through their relationship with Greater Chicago Food Depository.  There are 5 neighborhood churches that are committed to the new pantry.  Please consider supporting this new initiative aimed at fighting hunger in our community.  Information on the fundraiser can be found below.

Friendship Pet Food Pantry will be one of the services offered at the new Lincoln Square Friendship Center. If you or anyone you know would like to be involved, please contact Dara.

Bring in Your Old Linens. 
When you clean out your linen closet please think of the abandoned pets who are awaiting their forever homes at local shelters and foster homes. Bring us your old towels, blankets and sheets and we will deliver them. 

 

Sulzer needs your old games.  Thanks to our neighbors who have donated games for the Sulzer's Game Night!  If you have games that your family no longer uses, please bring them to the 47th Ward Office or to Sulzer Library. Their ever-popular "Game Night" could use a few more board games like Sorry, Chess, Life, Uno, Jenga, Rummy Cube, etc.

Maple Syrup Festival at North Park Village Nature Center

Join Openlands and North Park Village Nature Center in celebrating maple syrup season at the annual Maple Syrup Festival. Take a walk through the Nature Center's sugar bushes, see the entire maple syrup-making process, and enjoy some fresh maple syrup around a warm fire! This event is free and open to all ages. Palos Heights Area Waterfowl Trip with Chicago Ornithological Society

Chicago birders meet this Sunday for a trip through three different southwest Chicago sloughs in search of waterfowl, migrating Sandhill Cranes, and other birds. The group will meet at McGinnis Slough, then travel to both Saganashkee and Palos West sloughs. Dress appropriately for the weather. More info here.

Water Main for Hermitage

City Crews from the Dept. of Water Management will begin replacing the 1890 water main under Hermitage from Irving Park to Montrose.  This work will begin next week with the drilling of test holes, and will be completed by June of 2013. Water Main for Marshfield  

City Crews from the Dept. of Water Management are replacing the 1906 water main under Marshfield from Irving Park to Byron.  Work will be completed by late April 2013.   To see the residents' notice, please click here

 

Water Main for Leavitt 

City contractor has replaced the 1895 water main under Leavitt St. from Irving Park to Montrose.  Crews have restored the concrete base course.  Asphalt resurfacing will come in the spring.  To see the residents' notice, please click here

 

Sewer Mains for Wolcott and Ravenswood

City crews have finished installing sewer pipes on Wolcott (Addison to Bradley) and Ravenswood (Belmont to Roscoe). Curbline to curbline asphalt resurfacing will take place in the Spring once temperatures allow.  To see the residents' notice, please click here.

 

 

Metra Traffic Closures and Detours 

  • Leland detours and bridge closure will be up until June 28, 2013.
  • Ravenswood from Lawrence to Leland will have parking restrictions until June 28, 2013.  There is also an ongoing FULL CLOSURE for this duration on the west side of Ravenswood.  Sidewalks will remain open.   
  • Irving Park 
    • Westbound CLOSURE for drilling April 1 - 6, 2013
    • Eastbound CLOSURE March 23, 25 - 30, 2013
Parking restrictions and detours may be opened, when possible, and re-closed once work is ready to resume.   Walsh construction is continuing to work with our office to minimize closures and parking restrictions and reduce their construction footprint as much as possible while getting their work done.
