Dear Neighbor,

Happy New Year! To kick things off in 2013, I am excited to report that my office is allocating tax increment finance (TIF) dollars for a school addition at Coonley Elementary School. Since taking office, I have been working with Principal Greg Zurawski, the Chicago Public Schools (CPS), the Mayor's Office and the entire Coonley community to create a plan for the school expansion. In the coming weeks, my office will host a community meeting with Principal Zurawski and CPS to talk about the expansion and next steps. Stay tuned for updates!

 

TIF use in the 47th Ward

Since taking office, my office has been very careful about how TIF dollars are allocated and used. We have supported the following projects with TIF dollars:

  • Coonley School Expansion
  • Lawrence Avenue Streetscape
  • Clark Park Boathouse
  • Kerry Wood Cubs Field
  • Lakeview High School STEM Program
  • Green Alleys
  • 47th Ward Bike Share Stations
  • Ravenswood Station Retail Center (to be anchored by Mariano's & L.A. Fitness)
  • Small Business Improvement Financing ("SBIF" rebates)

Electrical Aggregation

You may have received a letter about electrical aggregation recently. This letter was sent to you by the City of Chicago and is not a scam. Municipal aggregation uses the group purchasing power of residents to help cities negotiate lower prices on electricity bills and potentially cleaner energy sources. Over 200 Illinois communities have already used aggregation to capture savings for residents and small businesses.

 

On November 6th, Chicago voters approved a referendum authorizing the City to seek lower electricity rates for residential and small business ratepayers. After receiving prices and service qualifications from retail electric suppliers, the City has negotiated an agreement with Integrys Energy Services, Inc. that will lower monthly electricity bills for residents and small businesses.

Welcome New Restaurant, Himmel's of Lincoln Square

Sister's Carol Himmel and Diana Himmel -Krewer owners of Pizza D.O.C. are thrilled to announce Pizza D.O.C. will become Himmel's, a European style eatery in the heart of Lincoln Square.  For five year's the Himmel's (of German heritage) have successfully dished up Italian delights while fulfilling their dream of running one of Chicago's finest family-owned restaurants.  Now, "Sister Act II - the second restaurant act" will play out under a new name, Himmel's, providing the finest quality European cuisine. Snow Related Parking Bans
 From December 1, 2012 to April 1, 2013 certain arterial streets in Chicago have two additional types of parking restrictions related to snow fall. One pertains to times when there is 2 inches or more of snow on the street and the other restricts overnight parking, regardless of snowfall. Shared Cost Sidewalk Program - Limited Funds, Act NOW
The Chicago Department of Transportation will begin accepting applications for the Shared Cost Sidewalk Program January 01, 2013.  The Shared Cost Sidewalk Program is an extremely popular program in which residents share the cost of sidewalk repair with the City.  Applications are accepted on a first-come, first-served basis.  Applications will only be accepted through the City's 311 system (by phone to 311 or our office, or by clicking HERE) on or after New Year's Day.  All property owners pay the same square-foot cost for new sidewalk: $3 per square foot--well below what a private contractor would charge.  CDOT will send a cost estimate for work to be constructed to the homeowner. If interested, mail payment within 60 days of the billing date.

 

The program has been a successful service for many years, offering an outstanding value to property owners.   Note that the program typically reaches capacity quickly, so you are encouraged to apply early in the year.  Please note that if you applied for the program in previous years, but had not participated, you must re-apply again in 2013. Jefferson Township Property Tax Appeals Due Jan. 17th

Join Commissioner Cabonargi (Board of Review) and his staff at any one of these events to learn about the tax appeal process. Each presentation lasts approximately 15 minutes and after the presentation you may ask questions and file an appeal.  The appeal window is open through January 17th.

Condominium Refuse Rebates
If you live in a condominium that has private scavenger service and applied for the refuse rebate for your 2011 costs, you are eligible to apply for a rebate for your 2012 costs.

Full instructions and applications can be found on the Committee on Finance's website.  Please have your packet of materials in to the 47th Ward Office by January 11th.  If you did not apply for the condominium refuse rebate for 2011, you are no longer eligible to receive the rebate through its ultimate elimination in 2016.

Roots of Our Community  

  

 

Snow Corps, part of Chicago Shovels, is the program that connects volunteers with residents in need of snow removal. Would you like to be a Snow Angel for one of your neighbors who needs this help? We had a great response last year, though not much snow. If you would like to do this, please contact Dara at dara@chicago47.org.  

 

Are you interested in a Dog Friendly Area in the Neighborhood? The Horner Park Advisory Council Dog Friendly Area Committee will be holding its next public meeting in conjunction with the 33rd Ward Advisory Council meeting on January 17th at 7 p.m. at the Horner Park Fieldhouse.  The purpose of this meeting is to inform the community of the proposal and to give the public an opportunity to provide feedback.  We hope that you can attend.  Your presence would be greatly appreciated.

 

Dog Adoption Event. Perhaps you have been thinking that 2013 would be the perfect time to make a new friend? It's A Paws World is hosting a dog adoption event with One Tail at a Time on January 12th, Saturday from 12 to 3pm at It's A Paws World,  4725 N. Damen Avenue. The rescue group will be bringing available dogs to the store.  Interested attendees should visit the rescue's website to preview adoption procedures. Alderman Pawar is pleased to have helped honor the retiring long-time CEO and executive director of the Community Counseling Center of Chicago (C4), 4450 N. Clark Street. Dr. Kopera spent over 30 years overseeing mental and social services to members of community in need, these services ranging from crisis intervention, counseling & therapy, vocational rehabilitation, sexual assault  and abuse treatment, mental health first aid classes and advocacy for people with mental health problems. C4 includes five sites reaching 10,000 adults and children every year.

Water Main for Marshfield  

City Crews from the Dept. of Water Management will begin replacing the 1906 water main under Marshfield from Irving Park to Byron.  This work was slated to start soon, but will be delayed until early Spring. To see the residents' notice, please click here

 

Water Main for Leavitt 

City contractor will be replacing the 1895 water main under Leavitt St. from Irving Park to Montrose.  The work should be completed by early March 2013.  To see the residents' notice, please click here

 

Water Mains for Hermitage and Paulina

City crews from the Dept. of Water Management are replacing the 19th Century mains under Hermitage from Byron to Grace and under Paulina from Grace to Irving Park.  The installation should be completed by the end of December and restoration will follow in Spring 2013.  To see the residents' notice, please click here.  

 

Sewer Mains for Wolcott and Ravenswood

City crews are installing sewer pipes on Wolcott (Addison to Bradley) and Ravenswood (Belmont to Roscoe). The installation will be completed by the end of February and restoration will follow in Spring 2013.  To see the residents' notice, please click here.

  

Irving Park Streetscape

The final phase of this 2-year streetscape construction will be installation of the new parkway permeable pavers is delayed until spring.  Curb and gutter was completed however the parkway will be filled with a temporary concrete in locations that the pavers were not completed so that they will not create a hazard over the winter.

 

Metra Traffic Closures and Detours 

  • The sidewalk at Foster and Ravenswood is CLOSED until 1/04/2013 to install the bridge supports
  • The bridge at Leland is CLOSED until 2/28/2013 to install bridge supports.  
  • The bridge at Wilson will have a partial closure until 1/17/2013 to install the structural steel.
  • 4500-4600 N. Ravenswood Parking is restricted until 2/28/2013  
  • The Ravenswood Metra Station construction continues with intermittent parking restrictions.
  • Tieback installation continues between Montrose and Irving Park road with intermittent parking restrictions.
  • Parking restrictions and detours may be opened, when possible, and re-closed once work is ready to resume.
