Dear Neighbor,
This was an incredibly busy week. I have been working with the North Center Senior Satellite Campus and their director Liza Martin, the Northcenter Neighborhood Association, block clubs and community organizations in an attempt to save the #11 Lincoln bus. On Monday, nearly 200 of you joined me, State Representative Ann Williams and Cook County Commissioner John Fritchey at CTA's budget hearing. Many of you rode the buses I chartered and proudly wore the yellow "Save the #11 Bus" T-shirts. Thank you. As a result of our collective advocacy, many CTA Board members expressed concern about the impacts of cutting the #11 bus. Since the meeting, I have continued to call CTA board members to make our case. I remain hopeful that the CTA board listens to our concerns. The bus is scheduled to stop running this Sunday, and if this does happen, rest assured I will continue to fight and work to find a solution to restore bus service. I will not give up on this effort. Consumer Protection Ordinances At Wednesday's City Council meeting, Mayor Emanuel introduced important consumer protection ordinances that I co-sponsored along with Alderman Solis and Alderman Mitts. I was honored to work on this legislation. These ordinances have personal meaning to me as I have worked on financial resiliency and social vulnerability for many years. Once implemented, they will provide critical protections for many Chicagoans. The legislation will: - Limit the proliferation of predatory financial institutions through the zoning code,
- Provide the City mechanisms to combat and address wage theft and
- License debt collectors to prevent predatory debt collection methods.
I want to thank Mayor Emanuel for leading this effort to enhance consumer protections and taking critical steps to reduce social vulnerability in Chicago. To see the City of Chicago's press release, click here. Billboard Ordinance At Wednesday's City Council meeting, I voted NO to the mayor's proposal to erect billboards along the Kennedy Expressway. I voted NO because there were a lack of provisions related to gaming advertisements. Additionally, I wasn't sure whether the City was getting the best deal or generating the most amount of revenue. There were just too many unanswered questions and I could not vote to approve this measure. I am happy to report that after working with the Mayor's Office, the contract now has an addendum attached: a letter from the contractor which states the contractor, Interstate JC Decauex, will limit gaming advertisements to no more than 20% of all advertisements. I was also seeking language that would prohibit the City from advertising a City-owned casino on these billboards. I was not able to secure this language and this cemented my NO vote. I am not against municipal marketing; but I believe we must be very careful about the private sector's role in the marketing products on public property. I thank the Mayor's Office for incorporating some of my gaming concerns in the contract. Office of Independent Budget Analysis In the coming years, we are going to see more proposals for public-private partnerships. To vet these proposals, proposed legislation and the annual budget, I introduced an ordinance with Ald. Pat Dowell and Ald. Michele Smith that establishes an Office of Independent Budget Analysis (OIBA). This office would be charged with providing independent analyses of proposals put forward by the City Council and the Mayor's Office. OIBA would also provide an objective and independent analysis of the annual city budget. At each level of government, state and federal, there are similar offices that provide legislators with an independent and objective analysis of proposed legislation and policies. In Chicago, there is no such office and in order to have an effective push-and-pull relationship between the legislative and executive branch, aldermen need access to analyses independent of the executive branch. Creating the OIBA will lead to more vigorous debate on proposals and ultimately save taxpayers money. I will keep you updated on my efforts to establish an OIBA. To see the ordinance, click here. Have a great weekend and don't forget to shop locally! Sincerely,

Commission on School Utilization Community Meeting
|
Chicago Public Schools (CPS) CEO Barbara Byrd-Bennett announced the appointment of a nine-member Commission on School Utilization, composed of stakeholders with different experience and expertise, to help the District make more informed decisions around school actions and better invest resources that will help kids access a high-quality education.
The Commission is charged with leading a community engagement process and gathering information by launching a rigorous, transparent and open dialogue with school communities over the next several months. To fulfill that charge, the Commission will be seeking the input of education researchers, academics, community leaders, parents, teachers and public safety officials and other stakeholders. It will facilitate community conversations by holding meetings around Chicago, and will provide citizens various opportunities to have their voices heard.
The Commission on School Utilization Community Meeting for the north side has been scheduled on Friday, December 14 from 7:00pm - 9:00pm, and will take place at Horner Park, 2741 W. Montrose Avenue.

Holiday Safety
|
With the holiday's right around the corner, we can all use a refresher on some safety tips for this time of year.
- Avoid having packages left outside your home. We always see more package theft during the holidays. Try to have items delivered to work or have a neighbor pick up your item when it arrives.
- Typically, crimes such as robberies, burglaries and thefts increase slightly during the holiday season. If you are traveling during the holiday season, please take extra care to safeguard your property and lock your doors and windows. Ask a neighbor or friend to pick up your mail and check on your home while you're away.
- When walking during the evening hours be aware of your surroundings and only walk in well-lit and populated areas. Be aware of your environment. Try not to walk alone at night, and call 911 to report any criminal or suspicious activity.
- Don't overburden your holiday by carrying bags that are too heavy and cumbersome. You can't be aware of your surroundings when your bags are blocking your view and slowing you down.
For more safety tips, you can visit the 47th Ward Website.

Planning More Bicycle Improvements for 2013
|
Transportation planner, Bill Higgins, provides this report from the Mayor's Bicycle Advisory Council meeting:
- There is quite a bit of happenings city-wide that have improved bicycle safety this year and there are a lot of exciting things on the horizon. The Bike Share program is preparing to launch, installing 300 bike-share stations that will hold approximately 15 bicycles each. Site selection is ongoing and residents can add their suggestions here.
- The Chicago Streets For Cycles 2020 Plan is being released this Friday [today] and will be available online.
- In the last 18 months there have been 27 miles of buffered or protected bike lanes added across the city. 10 miles of existing bike lanes were restriped. Also, a comprehensive vehicle count plan has been underway that tracks a number of features and impact measures that will help guide future bicycle infrastructure planning.
- Bike parking will take a focus on larger on-street bicycle corrals in high-volume areas in 2013 in addition to adding standard racks requested on www.chicagobikes.org.
- The Berteau Neighborhood Greenway is on track to begin installation this spring; several other wards are exploring their own neighborhood greenways and continue to provide a better bicycle network that meets the needs of the area residents.
- The Chicago Bicycle Ambassadors and the Chicago Police bike detail are going to be working through the winter on education and outreach surrounding the new Dearborn protected bike lanes downtown. Meanwhile in our ward, our staff is working with CDOT and the Chicago Police Department on an comprehensive approach to pedestrian and bicycle safety in the ward.
If you have any ideas or concerns about biking in Chicago, please contact Bill Higgins at bill@chicago47.org.
