Governor Wolf Signs Anti-Intimidation Bill Into Law

The PA Chamber applauded Go. Tom Wolf last week for signing into law a long overdue and commonsense reform that will help protect union members, other workers and employers from harassing and threatening behavior at work, in the community and at home.
Act 59 of 2015 eliminates a loophole in the Crimes Code that has prevented law enforcement from intervening in situations involving stalking, harassment and even bomb threats if the perpetrator is a party to a labor dispute. The need to change the law became glaringly apparent following the 2012 federal indictments and subsequent convictions related to the burning and vandalism of a Quaker church in Philadelphia. The indictment demonstrated how this incident and many others were usually preceded by harassing and bullying behavior, and had these exemptions not been made in the Crimes Code, local law enforcement and prosecutors may have been able to intervene before these cases escalated to the point of violence and destruction of property.
The PA Chamber has been a long-time advocate of this important anti-intimidation measure and led the effort to enact the bill. In a statement following the bill signing, PA Chamber President Gene Barr thanked the governor and General Assembly for taking action on this issue, which the U.S. Chamber previously recognized as being a major threat to Pennsylvania's employer community in a special report.
"This new law does not infringe upon union rights," PA Chamber President Gene Barr said. "It simply removes a restriction that has prevented law enforcement from effectively working to help ensure that all parties - including union members, workers and employers - are fairly protected against dangerous behavior that is otherwise considered unlawful."
