Watering during a Dry Spring
Doin' a little "rain dance" here
"how much rain did we get?"
The answer is, "not enough in our area to help those tender plants get a good start"  .  The soil in your gardens where new plants are getting started needs to be moist down to the depth of where the bottom roots are.  A little moisture on the top 1/4" of soil just is not enough.  When you are watering,  rather than spraying over a whole area, be sure the water you apply is close to the plants roots, so it can soak down to the bottom of the roots.   
A weak solution of water soluble fertilizer with a high "middle" number eg. 15-30-15 will also help them get good roots established.  
Having said all that, if your plants are in a container, you  do not want to overwater them as that can be even more harmful.  Let the soil dry out somewhat between waterings.  The plants roots also need to breathe, and too much water can drown out the roots.
