On behalf of Canada's Northwest Territories, it is my pleasure to welcome you to Yellowknife for the Pacific NorthWest Economic Region's 2015 Legislative Leadership Academy and Economic Leadership Forum to be held November 15-17.
These meetings will be an opportunity to strengthen our communication practices and processes, hone leadership strategies, and build the relationships that will enable us to collaborate across territorial, provincial and state boundaries well into the future.
The Economic Leadership Forum will address important issues, such as market access and arctic transportation corridors, Aboriginal economic development, energy development and border issues. You will learn more about the economy and diversity of Canada's north, including our world-class diamond mines and the tremendous potential that exists for exploration, investment and development in our oil and gas sector. The Legislative Leadership Academy will showcase the unique form of consensus government that exists in the Northwest Territories and offer a broad understanding of our two countries' systems of governance. Visitors will experience the natural splendor and rich heritage of the Northwest Territories with opportunities to see the magnificent Northern Lights, mush a team of sled dogs, and visit cultural events and showcases. By facilitating a greater understanding of shared challenges and providing an open forum for ideas, PNWER offers an opportunity to improve cooperation with our neighbors and partners on both sides of the border to benefit our territory and the larger region. Sunday Nov. 15 Tour the Legislative Assembly Building (Legislative Leadership Academy)
See the NWT's unique consensus government in action with a tour from Hon. David Ramsay, Minister of Justice and Industry, Tourism and Investment, and Tim Mercer, Clerk of the Legislative Assembly. Public tours of the building are available for non-legislative guests.
Prince of Wales Northern Heritage Centre
Learn about the human and natural history of the Northwest Territories at the Pricnce of Wales Horthern Heritage Centre in Yellowknife. The museum holds in trust a large collection of objects that represent the peoples and cultures of the territory and produces exhibitions that tell stories about the land, people and history of the NWT.
Monday Nov. 16
 Dog Sledding Dash through the snowy trails around Grace Lake on an exciting but cozy ride. Meet the dogs, take pictures, and most importantly, have fun! Parkas, boots and mitts will all be provided. Yellowknife Sights and History Tour Local experts take guests on a tour of the city and learn how this historical gold-mining town transformed into the diamond capitol it is today. See local art and learn about the history and culture of the people that make this area unique.
Northwest Territories Welcome Reception
Tuesday, Nov. 17 NWT Diamond Centre The NWT Diamond Centre showcases the fascinating geology of kimberlite deposits, the technology of mining in the sub-arctic and the process used to turn a rough stone in a beautiful diamond. Hear stories of Diavik and Snap Lake mines - located 300 kilometers north of Yellowknife - in this interpretive exhibit. Visitors can purchase diamonds that have been mined, cut and polished in the Northwest Territories.
Aurora Village Dinner and Reception Enjoy dinner, watch for the majestic Northern Lights and mingle with legislators and business leaders at Aurora Village in Yellowknife. The reception will also feature a graduation ceremony for attendees of the Legislative Leadership Academy.

LEGISLATIVE LEADERSHIP ACADEMY - NOV. 15-16
|
The bi-annual Legislative Leadership Academy is designed to improve legislators' knowledge of differences in U.S. and Canadian government systems and assist legislators in developing important relationships with their colleagues in neighboring jurisdictions across the border. The Legislative Leadership Academy will feature in-depth sessions on:
- Structural differences in U.S. and Canadian governmental systems
- Roundtable discussion on campaign, election and leadership processes in states and territories
- Discussion on provicial, territorial, state and federal relations
- "View from the Speaker's Chair," a comparative look at the role of the Speaker of the House and the Speaker of the Legislative Assembly
This event begins on the morning of Sunday, November 15, so please plan to arrive in Yellowknife by Saturday, November 14.
Legislators will learn about the consensus government system of the Northwest Territories and tour the unique Legislative Assembly building

ECONOMIC LEADERSHIP FORUM - NOV. 16-17
|
The Economic Leadership Forum will hold in-depth sessions to explore opportunities and challenges within:
- Arctic Governance
- Aboriginal Development
- Market Access and Arctic Transportation Systems
- Mining
- Energy Development in the North & Net-Zero Buildings in the Pacific Northwest
This event provides an opportunity for local, state, and provincial leaders in both public and private sectors to carry out focused, in-depth discussions on subjects affecting our regional economy. The sessions are being organized and planned with PNWER partner the Government of the Northwest Territories.
Economic Leadership Forum events begin the morning of Monday, November 16. Private-sector members are welcome to join legislators at a hospitality suite reception at The Explorer Hotel at 9 p.m. on Sunday, November 15.

Improve your cyber security plan with PNWER's C-RDR and the Idaho Bureau of Homeland Security

Where: St Alphonsus Regional Medical Center, 1055 N Curtis Rd, Boise, Idaho
When: 9 a.m. - 4 p.m., Thursday, Oct. 8
What: Cyber threats are increasing every day - putting the economy and our personal information at risk. Through this event, participants will improve their own cyber plans by challenging their planning assumptions, gain a greater understanding of their interdependencies, understand business continuity issues caused by cyber disruption and build relationships with others across the state.
In addition to facilitated discussion, we will hear from experts on cyber security preparedness and response and supervisory control and data acquisition systems. Hosted by the Idaho Bureau of Homeland Security and the Pacific NorthWest Economic Region (PNWER) Center for Regional Disaster Resilience.
Who should go: Critical infrastructure owners/operators, major employers, emergency managers and affiliated IT support staff, security, law enforcement, and all other private/public sector cyber security professionals.
All stakeholders that have a role to play in keeping business going despite disruptions of any nature should plan to attend, not just those with an IT focus.

PNWER Net-Zero plan featured at Arctic Energy Summit

Several hundred industry officials, scientists, academics, policy makers, energy professionals and community leaders from the eight Arctic nations collaborated on Arctic energy issues over the three-day conference, hosted by the Institute of the North.
George Roe, private sector co-chair of the "Alaska Net-Zero Network" and research professor at the University of Alaska, participated in a facilitated discussion on emerging policy to promote energy efficiency.

P3 Exchange will share best practices across region

PNWER's Transportation Working Group and PNWER President Curt McKenzie have begun a P-3 Exchange to study and learn from public-private partnerships (P3s) within the PNWER region.
The exchange will include an inventory of P-3 projects in the 10-jurisdiction region and will study lessons learned for each to help advance similar initiatives. Quarterly conference calls with PNWER legislators will be held to expand education efforts, and a pre-Summit tour of P-3 projects in British Columbia and Alberta will take place immidiately before the 2016 PNWER Annual Summit begins on July 17 in Calgary, Alberta.
Senator Curt McKenzie, PNWER President, has said that he would like to form a task force to look at best practices for financing infrastructure in the region, looking at examples from each jurisdiction.

Skilsource matches apprentices with host employers
|
An announcement from Skilsource, a partner of PNWER:
SkillSource, launched in British Columbia in 2014, is an innovative new service that matches job-ready apprentices with host employers. The service gives apprentices experience in the full scope of a trade, while employers have the flexibility to engage apprentices on an on-demand basis.
SkillSource provides full support to apprentices, from registration to certification.
Employers also recieve support through recruitment, pre-screening of candidates, transferable skills identification, reference checks, safety certification, and registration of the apprentices with the Industry Training Authority.
SkillSource takes on a sponsor role on behalf of the employer, as well as administration and coordination with ITA and training providers, provision of payroll and benefits and Worker's Compensation coverage. The host employer provides relevant work experience and supervision to the apprentice and the apprentice receives improved exposure to full trade scope through worksite and employer rotation.
This new approach ensures more apprentices get the support they need from host employers for the duration of their apprenticeship. This gives apprentices greater exposure to the full scope of a trade and increases completion rates, particularly for youth. It also helps remove the administrative burden employers face when wanting to take on apprentices for varied durations and provides a flexible and skilled workforce for short or long term work experience.

The Pacific NorthWest Economic Region (PNWER) was created in 1991 by the states of Alaska, Idaho, Oregon, Montana, Washington, and the Canadian provinces of British Columbia, Alberta, Saskatchewan, and the Yukon and Northwest Territories.
It is a statutory public/private non-profit dedicated to increasing the economic well-being and quality of life for all citizens of the region, while maintaining and enhancing our natural environment.

Our 25th Annual Summit in Big Sky, Montana, brought together more than 530 leaders from the public and private sector to confront the biggest regional challenges to trade, economic growth, industry, employment and the environment. PNWER's 21 working groups develop yearly action items at our Summits to continually advance policy initiatives with public and private stakeholders.
