For the past several years merit budgets have been small and therefore it has been a challenge to adequately rewarding top performers as well as those that are rated 'Good' and 'Average'. Employees with performance ratings of Good and Average can be the largest percentage of employees and therefore the backbone of the workforce. These employees should not be overlooked but raises for these employees often do not keep up with the cost of living.

Two Holdout States Consider Minimum Wage Increases
Indiana and Kansas consider upping minimum pay. Indiana and Kansas are among a shrinking number of states whose minimum wages are at or below the federal rate of $7.25. There were 28 last year, but that figure now stands at 21, as South Dakota, Nebraska, Minnesota, Hawaii, West Virginia, Maryland, and Arkansas increased their minimum wages last year.
