HarborFest Time!


It's time for the fourth annual HarborFest! Held in beautiful Bayside Park at the Chula Vista Marina, this free celebration is set for Saturday, August 20, from 10 a.m. to 6 p.m. The festival features something for everyone!  Check out three stages of live entertainment, engaging educational and interactive exhibits, exciting harbor activities, unique automobiles, beautiful art displays, a Taco and Spirits Revolution, a Craft Beer Uprising and a Wine tasting! Try paddle boarding, kayaking, fishing, or ride the Amphibious Seal bus and see the
bay.


Check out the great musical talent performing on the Main Stage, Latin Beats or Community Stage throughout the day. The Taco and Spirits Revolution offers tasty street tacos and craft spirits distributors. The Craft Beer Uprising features some great local breweries like Thr3e Punk Ales and Bay Bridge Brewery. In addition, there is a Food Truck Alley and other food vendors offering a variety of deliciousness!

Southwestern College Parking District
  
Recently, the City Council approved a Residential Permit Parking District in College Estates, located near Southwestern College. The Parking District limits on-street parking for permitted cars Monday-Friday, 8 a.m. to 5 p.m. (except City Holidays). Only residents along the restricted streets will be able to purchase permits that allow parking within the Parking District. If your home is located in the Parking District and you park in your driveway, no permit is needed.


Residents may purchase up to three resident permits and one guest permit per residence annually. Each resident also may purchase up to four, two-week temporary permits per year. The cost of each permit is $20. Enforcement of the new law (CVMC 10.87.150) begins August 22, 2016.  
 

Parking permits can be purchased at the Finance Department located in City Hall, Building A, 276 Fourth Avenue, Monday to Thursday from 9 a.m. to 4 p.m., and on Friday from 9 a.m. to noon. Affected residents can also mail in a completed Residential Permit Parking application along with proof of residency and payment. Violation of the Residential Parking Permit is $47.50. (CVMC 10.62.303G)

Save A Life Summer


Tragically, drowning remains the leading cause of unintended injury related death for children ages 1 to 4, and the second leading cause of accidental death for children under 14.To emphasize safety around water for parents and children, the Chula Vista Fire and Recreation Departments will once again offer residents a free program entitled "Save a Life Summer Event." Scheduled for Saturday, August 27, the event will be held at Loma Verde Aquatic Center, located at 1420 Loma Lane, between noon and 3 p.m. Parents will learn what steps they must take to keep their children and guests safe around the pool, and the importance of learning CPR.  Children will receive free swim lessons, water safety activity books, and learn how to properly use a life jacket.


The Save a Life Summer Event is designed for children ages six months to 16 years old. Children under the age of four must wear a swim diaper regardless of potty-training.  All participants must wear a bathing suit. Classes are offered at 12, 12:35, 1:10, 1:45 and 2:30 p.m. and registration starts August 8. After the lessons on August 27, attendees will be treated to a barbeque hosted by the Chula Vista Firefighter's Foundation.


Research shows participation in formal swimming lessons can reduce the risk of drowning by 88% among children aged 1 to 4, yet many kids do not receive formal swimming or water safety training. Learn more about Chula Vista's water safety and swimming programs. Our Aquatic Centers also offer Saturday and weekday swim lessons starting at only $14 per session.

Off to the Olympics!


Resident athletes from the Chula Vista Olympic Training Center will have 44 attending the Summer Olympic Games in the sports of Archery, BMX, Rugby and Track & Field. In September, another 14 Paralympic resident athletes in Track & Field and Wheelchair Tennis will go to the Paralympic Games. In total, 201 out of the 555 Olympians who will compete in Rio trained for at least some amount of time in Chula Vista during the 2012-2016 quad. The Paralympic roster is still being finalized, but close to 50% of the 2016 U.S. Paralympic Team will have trained at the CVOTC during the 2012-2016 quad. Best of luck to all these fine talented athletes! Tune in to NBC 7/39 to watch the Olympic events from August 5-21, as Team USA goes for the gold in Rio!


Paralympic Track and Field  - Nowhere is the skill, strength, speed, endurance and courage of Paralympic athletes - and the human capacity for overcoming challenges - more evident than in the track and field arena. In Paralympic Track and Field, Paralympic athletes compete in traditional track and field events. Lex Gillette, a totally blind track and field athlete, has acquired countless accomplishments during his athletic career. He has solidified himself as a top-notch international competitor for Team USA by achieving a silver medal in the long jump at the 2004 Paralympic Games in Athens, Greece. Gillette has also won silver medals at the 2008 Paralympic Games in Beijing and the 2012 Paralympic Games in London. In April 2015, Gillette broke his own world record in long jump for totally blind athletes by jumping 6.77m (22 ft-2 in). Also In 2015, Gillette was selected as USA Track & Field Paralympic Athlete of the Year and recipient of the Athlete in Excellence Award from the Foundation of Global Sports Development.

Did you know...


...the City of Chula Vista, like many cities throughout the country, is struggling to properly fund infrastructure. The City Council has approved placing a funding measure on the November 2016 ballot with the intent to address high priority infrastructure needs. The ballot question voters will consider is:


"To repair neighborhood streets and sidewalks, replace storm drains to prevent sinkholes, update police, paramedic and 9-1-1 equipment and facilities, improve parks, repair recreation facilities, and for general city services and infrastructure, shall the City of Chula Vista adopt an ordinance enacting a temporary ˝ cent sales tax, generating an estimated $16 million per year, expiring in 10 years, with no further increases without voter approval, with all funds staying in Chula Vista, requiring citizen oversight and independent audits?"
 
The City Council also approved the Intended Infrastructure, Facilities and Equipment Expenditure Plan, which identifies how funds could be spent. The temporary ˝ cent sales tax is considered a general tax and can be used for any lawful municipal purpose. See the website for more information on Chula Vista infrastructure.



...you can help support the Chula Vista Firefighters Foundation and the California Firefighter's Memorial by purchasing a specially designed "9/11 Never Forget" t-shirt. The navy blue t-shirts, to commemorate the 15th anniversary of September 11, 2001, feature a design on the front with the number "343" - that is the number of firefighters and paramedics killed in the tragic event. The back of the shirt depicts a New York skyline and the twin towers. Cost is $20 per shirt (small extra charge for 2XL and 3XL sizes) and women and youth sizes are available. Please order before August 12, with delivery expected the week of August 29-September 3.  
  
...after school study session, A.S.P.I.R.E., is available on Thursdays in August from 3:30 to 4:45 p.m. at Salt Creek Recreation Center, 2710 Otay Lakes Road. This time is set aside for students to complete their daily homework with assistance from a recreation staff member. Students should come prepared with assignments for this free program designed for ages 6-13.



...not only can you borrow a book at the Chula Vista Public Library, but you can also borrow a bulb! That's right...an LED light bulb. The Civic Center Branch, located at 365 F Street, is offering a variety of energy efficient LED light bulbs for checkout with your library card. Through the Cities-Local Government Partnership with San Diego Gas & Electric, many different LED bulbs are available for a seven-day checkout. The program is a pilot to evaluate community interest in this service, and if successful, will be expanded to include more bulbs at other City library locations. Bulbs must be checked out and returned to the library's Information Desk.



...congratulations to this quarter's outstanding City employees who were recently recognized at a City Council meeting: Yuen Cheng, Public Works Specialist from wastewater section; Rachelle Barrera, an Accountant from Finance; and the Homeless Outreach Team consisting of Lt. Henry Martin, Sgt. Francis Giaime, David Savage, Sam Alzubaidi, Hugo Martinez, and Armando Ramirez. A collaborative partnership with CVPD and Public Works and other City staff was formed to tackle issues of homelessness and maintaining and enhancing the quality of life for all Chula Vista residents. Operating with the value of human dignity and respect and a commitment to Chula Vista neighborhoods and its residents, these individuals break down barriers for the homeless to take their first steps on a path of recovery. ...registration for fall Recreation offerings opens on Monday, August 15, at 8 a.m. for online and 2 p.m. for in-person. View the large variety of recreation classes, activities, camps, special events and aquatic offerings.  For the Chula Vista public schools fall break, check out the Basketball Camps offered at Parkway Community Center! Camp is scheduled for September 19-23, from 8:30 a.m. to 12 p.m. for ages 5-9, and 12:30-4 p.m. for ages 10-15.


...if you have a budding pianist in your home, consider signing them up for private 30-minute piano lessons now being offered at Salt Creek Recreation Center. Sessions will be held monthly on Mondays from 2 to 6 p.m. and Wednesdays from 2 to 5 p.m. Fee is $105 per month for Chula Vista residents and $131 per month for non-residents. ...hundreds of animal shelters across the country came together July 23 for Clear the Shelters day, a nationwide push to place deserving animals in permanent loving homes. All adoption fees were waived that day with 2,641 animals adopted in San Diego County. Our Chula Vista Animal Care Facility placed 33 lucky cats and 24 grateful dogs with their new families!  Nationwide, 21,421 animals were adopted and the day was considered a big success. Still looking for your forever friend? Then visit the ACF at 130 Beyer Way, Tuesday-Friday from 10 a.m. to 5 p.m. and Saturday from 10 a.m. to 4 p.m.                


...nominations for the City of Chula Vista's Ribbons & Shovels Awards are now being accepted to celebrate the best in art, architecture, landscape, historic preservation, environment, and more. Entries are due by September 1, and nominations are for projects that have been completed between 2011 and 2015. The awards highlight outstanding new projects as well as restoration projects in the following categories: new residential construction, new non-residential construction, commercial or residential renovation and restoration, public or private landscaping, improvements in the public realm, art visible to the public, historic preservation, affordable housing, and green building design and improvements.

...not all school children can afford new shoes and socks at the beginning of the school year. With your assistance, we can help some of these deserving kids start the new school year right. The Chula Vista Police Department (CVPD) is assisting local students by conducting their fifth annual School Resource Officer Non-Profit Shoes and Socks Give-Away. Monetary donations are requested to provide shoes and socks for 500 boys and girls. School Resource Officers are working closely with school principals, school nurses, and South Bay Community Services counselors to identify boys and girls under 18 years of age who live, go to school or attend counseling services in Chula Vista. The selected children will be invited to a Payless Shoe Store in September to select their new shoes and socks. To help provide footwear to these children, please send your monetary donation to the Chula Vista Police Department, ATTN: Officer Caceres, SRO Unit, 315 Fourth Avenue, Chula Vista, CA 91910. Checks should be made payable to "Chula Vista Police Foundation;" please include "SRO Shoe and Sock event" on the memo section. The Chula Vista Police Foundation is a 501(c)3 tax exempt organization and all donations are tax deductible. 



...thanks to a Community Development Block Grant for Therapeutic Recreation from the Department of Housing and Urban Development, our Recreation Department is offering many programs and classes. Designed for adults ages 18 and up with severe disabilities, the program is intended to build social skills, self-esteem, physical coordination, independence and more. Activities include sports, dance, swimming and exercise as well as special events. Various days and times are scheduled at Heritage Park and Community Center, Norman Park Senior Center and Parkway Pool.



...our Economic Development Department partners with several local agencies to provide free and low cost training for small businesses. Topics include how to start a business, how to access financing, social media marketing, and many more. Check for the latest listing of upcoming events, including a free tax seminar on August 24 for nonprofit and exempt organizations.

...applications are still being accepted for the annual Christmas in October event to be held on Saturday, October 8. The program helps preserve and revitalize houses of low income, elderly, and/or disabled and military veterans and their families. Projects include painting, carpeting, bathroom repairs and other upgrades (mobile homes are not included in the program). Volunteer workers are needed as well; this is a great opportunity for church groups, community service hours or for your business to participate. ...congratulations are in order for more sports super stars from the South Bay! As of press time, the following teams have or are advancing to regional and national levels: Park View Little League (yes, Park View again!) who are heading to San Bernardino for the Little League West Regionals this weekend, South Pony COLT team who took the Southern California COLT Division Super Region Championship, and in the 2016 Amateur Softball Association Nationals are three Bonita Valley Gold All-Stars teams who will each begin playing for championship titles this week: 14U Gold all-star team was one of 32 teams competing in its division at the State tournament; the 12U Gold all-star team won its spot in the national tournament after competing against 35 teams; and the 10U Gold all-star team finished second in the District and second in the State with 36 teams competing in the bracket. We applaud all of these outstanding athletes and any others who have represented Chula Vista!

National Night Out

Don't miss this unique chance to spend an evening with Chula Vista's finest at the annual Chula Vista Police Department's National Night Out on Tuesday, August 2, from 4 to 8 p.m. This is your opportunity to interact with first responders and meet local business representatives. The free event, held at the Police Headquarters at 315 Fourth Avenue, will feature law enforcement displays, active Police and Fire demonstrations, and guided tours of our police facility. There will be lots of activities for children, as well as canine demonstrations, emergency demonstrations by the Chula Vista Fire Department (Jaws of Life), displays by SWAT, Mobile Field Force, Police Technology, free Child ID kits, giveaways and much more.


Energy Solution Presentation

Learn new ways to reduce your home energy use to be more environmentally friendly and save money on utility bills at this free event on Wednesday, August 3. Presented by SDG&E, it will be held at Norman Park Senior Center from 9 to 10 a.m.


Olympic Games Opening Ceremony

Mark your calendars to watch the Olympic Games Opening Ceremony from Rio on the flight deck of the U.S.S. Midway! The free event on Friday, August 5, is a partnership between the Midway, NBC 7/39 and the Chula Vista Olympic Training Center. Doors open at 6:30 p.m. with sport activities and interactive booths. A pre-ceremony program will be held to recognize the BMX Olympic Team members and Paralympic Team members who have not left yet for Rio. Come enjoy the Brazilian-themed festivities. Although admission is free, please register for a ticket.


Farm to Bay

The Living Coast Discovery Center, located at the foot of E Street, presents its seventh annual culinary celebration on Saturday, August 6, from 4 to 7:30 p.m. This unique tasting event offers some of San Diego's finest restaurants, breweries, wineries, farms and more to support the center's education programs. Pucker Up!

It's time once again for the Third Avenue Village Association's Lemon Festival. Set for Sunday, August 7, the free family festival is celebrating 20 years in Chula Vista's original neighborhood. Did you know that Chula Vista was once known as the lemon capital of the world? Bring the family to this annual event located on Third Avenue between E and G streets from 10 a.m. to 5 p.m. Live bands, lemon pie eating, lemon peeling and largest lemon contests will be held in addition to a Festival Fun Zone for kids and a craft beer garden for adults.


Safety Seminar for Seniors

A free class entitled, "TredWise: Get There Safely"

will be offered on Tuesday, August 9, at the Norman Park Senior Center, 270 F Street. During the presentation, scheduled from 10:30 to 11:30 a.m., participants will learn the risk of being a pedestrian, pedestrian traffic rules, defensive walking strategies, and what clothing to wear to increase visibility.


Film Forum

The Chula Vista Public Library Civic Center Branch is the new host of the monthly film forum. Screenings will be held in the auditorium on the second Wednesday of each month at 6 p.m. The forums often include a mini-concert at 5:30 p.m. Sponsored by the Friends of the Chula Vista Library and funded this year by a City of Chula Vista Performing and Visual Arts grant, the first film is scheduled for Wednesday, August 10, and features a 2015 Coen Brothers film starring Josh Brolin and George Clooney.


Parents Night Out

Need a night out and not sure what to do with the kids? Let the trained and responsible staff at Montevalle Recreation Center, 840 Duncan Ranch Road, help! On Friday, August 12, parents can drop off their little ones ages 5-12 for a fun time between 6 and 9 p.m. Kids will enjoy an activity, arts and crafts, a movie, a light dinner and more fun. Music in the Park

Boogie on down to Memorial Park, 373 Park Way, on Sunday, August 14, as we welcome The Detroit Underground from 3 to 6 p.m. This hard working, high energy show band specializes in music by Earth, Wind and Fire, Chaka Kahn and Stevie Wonder, plus Motown hits and heart-felt ballads. Our Recreation Department will entertain the crowd with a roaming magician performing amazing tricks, and some of your favorite games for all ages such as corn hole and ladder ball will be available. 


Chula Vista Challenge Triathlon

Returning on Sunday, August 14, the Chula Vista Challenge Triathlon starts at Bayside Park with the swim portion, continuing with a bicycle route cycling the Western edge of Chula Vista and the running portion ending in Bayside Park. In the park, there will be an expo, kids fun zone, and beach party finish line featuring a beer garden and Mexican food. There's still time to register!  NOTE: some road traffic delays may occur due to the race course route; check the map for more details.


Food Bank Nutrition Class

On Tuesdays, August 16 to September 20, the San Diego Food Bank is presenting a preventive health class to decrease nutritional disease, obesity and malnutrition affecting thousands of low-income seniors. Offered from 9:30 to 10:30 a.m., the free classes will be held at Norman Park Senior Center and participants will receive nutrition handouts, recipes they can use at home and a free bag of fresh produce during three of the six classes. Luau Luncheon at Norman Park

Wear your bright Hawaiian shirt, grass skirt or flower lei and sign up for the luau luncheon on Wednesday, August 17, at Norman Park Senior Center. Orange Park Opening
Although it may look ready, last minute touches are still being completed for the grand opening celebration of Orange Park, located at 1475 Fourth Avenue, next to the South Branch Library. A ribbon cutting ceremony is set for Friday, August 19, from 2 to 5 p.m. at the park. Join us for the fun with a variety of activities including a soccer clinic, Recreation's Empower Hour events, a library book sale and much more!


Movie Madness

Otay Park, 1613 Albany Avenue, will air a Movie in the Park on Saturday, August 20, featuring the Disney movie, "Up." This free event runs from 5:30 to 10 p.m. and includes games, arts and crafts and other recreation activities from 5:30 to 7:30 p.m. Also, two food trucks will be selling food prior to the movie which begins at dusk.


California Ballet

Two free performances by the resident dance company of the San Diego Civic Theatre are scheduled at the Chula Vista Public Library. On Saturday, August 20, "Copella Act 2" can be seen at 11 a.m. at the Civic Center Branch, 365 F Street, and again at 2 p.m. at the South Chula Vista Branch, 389 Orange Avenue.


Open Mic for Everyone

Here's your chance to showcase your talent! An open mic event is set for Saturday, August 20, at 2 p.m. and open to all ages. All budding musicians, writers, poets and performers are invited to the South Chula Vista Library, 389 Orange Avenue, to show your stuff!


It's About Alex

The quirky comedy/drama was filmed locally and features a young man discovering his way in a world that can seem crazy. Airing on Sunday, August 21, at 2 p.m., "It's About Alex" can be seen at the Civic Center Branch Library, 365 F Street. The movie distribution is made possible from a City Performing and Visual Arts grant.


Kids in the Kitchen

Your Junior Chef will enjoy the opportunity to chop, measure, mix and stir in this hands-on cooking class offered on Friday, August 26, from 3:30 to 5:30 p.m. at Parkway Community Center, 373 Park Way. Kid friendly, savory and sweet recipes will entice your child to develop a life-long love of the culinary delights. Geared for ages 8-13, the fee is $10 for Chula Vista residents and $13 for non-residents.


More Movie Madness

Bring your blankets, chairs and snacks and enjoy a free movie night on Friday, August 26, at Heritage Park, 1381 East Palomar Street. Featuring "Zootopia," the movie begins at dusk.


Orange Crate Derby

Sponsored by the Chula Vista Sunrise and Sunset Rotaries, the Orange Crate Derby will be held on Sunday, August 28, from 7:30 a.m. to 4 p.m. Kids ages 7-14 will race in home-built, wooden gravity powered cars along Rancho Del Rey Parkway between Terra Nova Drive and Del Rey Boulevard. Spectators are welcome!


Cristian's Big Heart 5k Walk/Run

Walk or run on Sunday, August 28, at Rohr Park (meet at Gazebo R-1) to celebrate Cristian Acosta-Flores' life, continue his legacy, raise awareness and fundraise for the "Screen Your Teen" program.  Managed by the Eric Paredes Save a Life Foundation, Screen Your Teen is a heart screening program for local teenagers. At the finish line, you'll find an expo with games, inflatables, a photo booth, face painting and more.


Art in the Afternoon

Children ages 6-12 will enjoy this week-long class offered August 29-September 2, where they will have the opportunity to draw, make and create a different project every day. Class is held from 3:45 to 4:45 p.m. at Parkway Community Center, 373 Park Way. Fee is $20 for Chula Vista residents and $25 for non-residents.


Labor Day Holiday
All City offices and facilities will be closed in honor of Labor Day on Monday, September 5. In addition, trash and recycle pick-up in the City will be delayed one day. If your regular pick-up day is Monday, pick-up will be Tuesday, September 6, and so forth for the week. We wish you a restful Labor Day weekend.


Beautify Chula Vista

Save the date of Saturday, October 15, for the annual Beautify Chula Vista! Stay tuned for details on this yearly clean-up of our City. This is a great opportunity for students to obtain community service hours.
