Transformation of Third Avenue
It's almost done! The second phase of the three-part Third Avenue Streetscape Plan will be completed by the end of June with a beautiful new roadway and decorative brick paver crosswalks. In addition to the wider and ADA accessible sidewalks and ramps, new landscaping has been planted including replacing the Queen Palm trees in the center divide. Other improvements include a new irrigation system and decorative lighting. The year-long project was approved by the City Council in 2015 and was funded in part with a $1.2 million Smart Growth Grant from SANDAG. Phase two of the Third Avenue Streetscape Plan included the area north of Madrona to just north of F Street. Once completed, traffic signals in the area will be adjusted to their normal schedule. Balancing the Budget
The City Council proposed budget, which includes a General Fund of $146.5 million and a Capital Improvement Program (CIP) budget of $20.8 million, is now available for public review. While the proposed FY 2016-17 budget is balanced, the City's financial outlook is more strained than it has been in recent years. Positive revenue growth in major discretionary revenues is being outpaced by pension and health care cost increases.  Implementation of efficiency measures will be utilized to mitigate the impacts of the cost increases. The City continues to seek new ways to maximize limited resources to deliver high quality services to our community.
Budget highlights include allocating $150,000 to outfit two new fire engines and use existing grant fund balance for the purchase of several new police vehicles; adding two new police officers and one new park ranger to form the City's new Homeless Outreach Team; working with SDG&E to add electric vehicle charging stations at City facilities; adding a conservation specialist and two recycling specialist positions to support Economic Development's efforts to assist our local business community and to attract investment and jobs; replacing library desktop computers with more modern, efficient systems including an updated Windows platform; restructuring the Recreation Department to add a full-time staff member at Norman Park Senior Center; and, allocating $60,000 to lease an additional 200 computers in year three of a four-year plan to modernize and standardize the City's aging computers. You can view the budget, or provide input prior to June 7 when the City Council will consider the final budget for adoption at its 5 p.m. meeting.

Don't forget to vote in California's Presidential Primary election on Tuesday, June 7! In addition to the Presidential race, there are federal, state and local elections. Chula Vista will hold its first district election for  councilmember representative for residents of District 4, the Southwest district. In 2012, Chula Vista voters approved dividing the City into four geographic electoral districts. In 2015, the City Council approved Council District boundaries recommended by the Chula Vista Districting Commission. This year, Districts 3 and 4 will be electing representatives; in 2018, elections will be held for Districts 1 and 2.
Only two candidates for District 3, the Southeast district, qualified for placement on the ballot. In accordance with the City's Charter, because there are only two qualified candidates, voting for the District 3 position will occur at the November 8 election. The top two vote-getters from the primary election for District 4 will be candidates for the November 8 runoff election as well. Polls are open from 7 a.m. to 8 p.m.

Road to Rio: Olympic Spotlight
Olympic track & field sports can be traced back to the original Olympic Games. Today, no other sport offers more Olympic medals: 141, of which 47 are gold. The long jump is a track & field event in which athletes  combine speed, strength, and agility in an attempt to leap as far as possible from a take-off point. Along with the triple jump, the two events that measure jumping for distance as a group are referred to as the "horizontal jumps."
Athlete Spotlight - Brittney Reese Brittney Reese has been jumping her way to world records since 2009. Along with six World Indoor and Outdoor Championship gold medals, Reese recorded the farthest jump in the world outdoors in 2009, 2011 and 2013. In 2012, Reese added two of the only honors missing from her resume: an American record and an Olympic gold medal. She started this year off with a gold medal at the 2016 World Indoor Championships and will aim to represent Team USA at the Summer Olympic Games in Rio. The United States Olympic Team Trials for Track & Field will be held in Eugene, Oregon, July 1 through 10. Good luck, Brittney!

...in May, the City Council voted 4-1 to direct City staff to present language for a ballot measure to be placed on the November ballot. Later this month, the staff will present the language for a half-cent sales tax for ten years that, if passed, would fund infrastructure repairs and public safety projects/improvements identified in the Asset Management Program.  ...we've just hung 50 banners around the City featuring Olympic hopefuls, championship baseball teams and star citizens. Advertising the San Diego County Fair from June 3-July 4, you can see these locals, like Madison here, on banners located along E Street, F Street, Fourth Avenue, H and East H Street, Broadway, Otay Lakes Road and Olympic Parkway. ...Sweetwater Authority will begin fluoridation of their drinking water around November 1 to comply with the California State Water Resources Control Board regulations related to drinking water. Public water systems that have at least 10,000 service connections are required to provide fluoridation in their water. The target dose will be 0.7 mg/L which is considered optimal for oral health benefits. Found in both surface water and groundwater, fluoride is a naturally occurring mineral that helps prevent tooth decay. About 67 percent of the U.S. population using public water supplies has access to fluoridated water.
...thanks to the Recreation Department, there's no time for boredom this summer when school is out! A large variety of summer camps are offered that surely will appeal to your youngsters from age 3 and up. How about Adventure Camp, Cheerleading Camp, or Wet n Wild? There also are several Sports Camps and week-long camps with cool field trips. School will be back in session before you know it! ...during the public school summer break, a free summer food lunch program is available at one City recreation  facility and two City libraries. The Otay Recreation Center, at 3554 Main Street, will offer lunch and snacks to children ages 1-18 Monday through Friday. From June 13 to July 15, lunch will be served from 12:30 to 1:30 p.m. and snack is at 2:30 p.m. Offered by the South Bay Union School District, all food must be consumed on the premises and the facility is closed on Monday, July 4. The Civic Center branch library, 365 F Street, and the South Branch at 389 Orange Avenue, will offer lunch at noon Monday through Friday and snacks will be served from 3 to 3:30 p.m. All food is offered on a first-come, first-served basis and is being provided by the Chula Vista Elementary School District. Call the library at (619) 691-5069 for more details on this free program. ...if you've wondered if your monetary donations to various City organizations have ever made a difference, here's proof that they do! Recently, CVPD received a letter from a former Chula Vista Police Activities League (CVPAL)  scholarship recipient, Francine Alba. She writes: "After my high school graduation, I attended Southwestern Community College where I utilized the PAL scholarship and graduated in 2013 with an Associates of Arts Degree in Communications and another Associates of Arts Degree in Behavioral Science. After graduating from Southwestern Community college, I focused on attempting to attend the United States Naval Academy and in late 2013, I was officially nominated to the Naval Academy. Although attending the Naval Academy did not pan out, I stayed determined and found other avenues which led to being accepted and transferring to the University of California San Diego in 2014 where I will graduate in June and receive a Bachelors of Arts Degree in Communications with an emphasis in public law. While attending UCSD, I simultaneously participated in San Diego State University's Aztec Battalion Army ROTC program where I have completed rigorous training for the past two years to become a future Military Police Officer in the United States Army. It has been quite a journey since I was a recipient of the PAL scholarship and I would like to thank the CVPAL for believing in my potential and providing me with the tools to succeed in turning my life around for the better." Judging for the competition is extremely tough and only occurs once every two years. Cheers! ...if you are interested in learning how to row a boat, operate a motor boat, learn basic fishing skills and more, sign up now for the Otay Lake Adventure class offered on four upcoming Saturdays. On July 16, 23, 30 or August 27, from 10 a.m. to 1 p.m., those ages eight and up will learn how to use a kayak, row a boat, and view wildlife in the lake with all equipment provided. Asked often about the trees, we are happy to report that those wrapped in orange fencing are being preserved in place. South Bay Rapid will provide critical transit infrastructure needed to support future development with the service expected to reduce the number of cars on the road and alleviate traffic congestion along Interstate 805. During construction, walking and biking paths adjacent to the work area may be closed periodically, and on-street parking along East Palomar Street may be restricted temporarily. Rapid service in the South Bay is expected to begin in 2018. ...San Diego Law Library holds hours on the second and fourth Monday each month from 10 a.m. to 2 p.m. at the Civic Center Branch Library. BMX TrialsCan't go to Rio to see the Olympics? Experience some of the lively action here in Chula Vista! On Friday, June 10, riders will compete for the final spot at the U.S. Olympic Team Trials. Gates open at 7 a.m. at the Olympic Training Center, 2800 Olympic Parkway, with the last chance qualifier beginning at 8:30 a.m. on the Beijing  BMX track. Admission is free but parking is $10. Then, on Saturday, June 11, the top eight U.S. riders, known as the "great eight" will compete for a spot on the BMX U.S. Olympic Team. Gates open at 12:30 p.m. Tickets are $10 (children four and under free), and parking is $10. Free posters and an autograph session with the pros is scheduled from 1 to 1:40 p.m. with the U.S. Olympic Team Trials beginning at 2:50 p.m. on the London/Rio BMX track. Come cheer on these exciting and talented athletes! Dance Recital at Otay Everyone is invited to attend the dance recital at Otay Recreation Center, 3554 Main Street, on Saturday, June 11. Following the 11 a.m. performance, which features students dancing in Ballet Folklorico, Hip-Hop Ballet and Karate, there will be an open house until 1 p.m. Free popcorn, arts and crafts, and raffle giveaways to those in attendance.
Saturday and Summer SwimmingOur Aquatic Centers are now offering swimming lessons on Saturdays. The lessons will be offered at Loma Verde pool, 1420 Loma Lane, beginning Saturday, June 18, and at Parkway, 385 Parkway, on Saturday, July 9. Plus lessons are offered continuously now through August with the first session beginning Monday, June 13. The 30-minute classes are offered at various times of the day to suit your schedule.
